THEY ASSUME STAFF HAS PREPARED WITH A PRESENTATION.

THIS IS SARAH DECHTER, THE COMPREHENSIVE AND NEIGHBORHOOD PLANNING MANAGER FOR THE CITY OF FLAGSTAFF.

AS THIS IS THE SECOND HEARING, IN THE FIRST HEARING, WE COVERED THE PROPOSAL, ALL OF THE FINDINGS AND PREVIEWED THE STAFF RECOMMENDATIONS.

I THINK ALL THERE IS TO DO IS CALL FOR PUBLIC COMMENT AND THEN HAVE THE COMMISSION'S DISCUSSION.

I WILL ADD TO THAT AND MAYBE JENNY MIGHT WANT TO ADD SOME TO THIS THAT ON THE STAFF RECOMMENDATION IS TO APPROVE THE AMENDMENT AS IT WAS SUBMITTED TO THE COMMISSION.

JENNY HAS HAD SOME CONVERSATION WITH COMMISSIONER GUTHRIE WHO HAD REQUESTED TO REMOVE SOME LANGUAGE FROM E&C 3.6 AND CHANGE AS A CONDITION OF THE APPROVAL TONIGHT.

I'LL LET JENNY SUMMARIZE WHAT SHE AND COMMISSIONER GUTHRIE HAVE DISCUSSED BEFORE WE MOVE ON TO PUBLIC COMMENT, IF THAT'S ALL RIGHT.

YOU ALL MAY RECALL THAT AT THE OCTOBER 27TH PLANNING AND ZONING COMMISSION, THAT WAS WHERE WE HAD THE CITIZENS REVIEW AND WHERE I PRESENTED ON THIS AMENDMENT.

ONE OF OUR EQUITY POLICIES SAYS IT'S WORDED AS ATTEMPT TO DISTRIBUTE ON.

I'M GOING TO PULL THE EXACT WORDING.

IT SAYS ATTEMPT TO EQUITABLY DISTRIBUTE THE BURDENS AND BENEFITS OF CLIMATE ACTION POLICIES AND INVESTMENTS TO ALL SEGMENTS OF THE COMMUNITY.

THERE IT IS. THANK YOU, SARAH.

THIS IS A NEW POLICY THAT WE'RE RECOMMENDING UNDER GOAL 3.

AS SARAH TALKED ABOUT LAST TIME, THIS IS A NEW ROUND FOR BOTH THE CLIMATE CHANGE PAGES AS WELL AS THE ENTIRE REGIONAL PLAN.

IN THAT, THE ORIGINAL POINT DOESN'T DISCUSS EQUITY A TON.

CLIMATE AND EQUITY ARE INTRICATELY TIED.

THEY'RE INCREDIBLY IMPORTANT.

WE HAVE ADDED EQUITY TO THE GOAL AND THEN WE ADDED THESE TWO POLICIES TO REALLY TALK

FIRST ABOUT RESILIENCE AND THE ABILITY OF OUR VULNERABLE COMMUNITY MEMBERS TO ADAPT AND TO THRIVE.

THEN ALSO THE EQUITABLE DISTRIBUTION OF BOTH THE BURDENS AND BENEFITS OF CLIMATE ACTION POLICIES.

COMMISSIONER GUTHRIE AT THAT COMMISSION MEETING SAID.

''WHY IS THIS ATTEMPT TO? WHY IS IT A JUST EQUITABLY DISTRIBUTE?'' IT WAS REALLY GOOD QUESTION.

I TOOK THAT BACK TO MY TEAM.

WE DISCUSSED A LITTLE BIT.

WE TEMPERED OUR LANGUAGE.

THE REASON AND THE RATIONALE BEHIND THAT IS THAT CLIMATE CHANGE ISN'T AN ISSUE MAINLY FOR THE WORLD'S POOR, IT'S CERTAINLY AN ISSUE FOR ALL OF US.

WE'LL ALL SEE DRASTIC CHANGE BUT THE WORLD'S VULNERABLE COMMUNITIES, MARGINALIZED COMMUNITIES, COMMUNITIES OF COLOR, ETC, THEY WILL ALL SEE THE DISPROPORTIONATE IMPACTS OF CLIMATE CHANGE.

THEY'LL SEE THAT THEY ARE JUST DISPROPORTIONATE IMPACTS.

THEY WILL ALSO SEE IMPACTS THE SOONEST.

THEY ARE ALREADY SEEING IMPACTS FROM CLIMATE CHANGE AND THOSE MOST DEEPLY AFFECTED ARE UNDERSERVED COMMUNITIES ACROSS THE WORLD AS WELL AS IN THE US.

WE SET A ATTEMPT TO EQUITABLY DISTRIBUTE BECAUSE WE KNOW THE DECK IS PRETTY STACKED AGAINST US.

IN TERMS OF INEQUITABLE DISTRIBUTION.

WE'RE GOING TO TRY TO DO EVERYTHING WE CAN, WHEN WE ACT TO CONSIDER EQUITY BUT WE DIDN'T WANT TO OVER PROMISE AND UNDER DELIVER WHEN IT COMES TO THE DISTRIBUTION OF BENEFITS AND BURDENS BECAUSE WE KNOW THAT THERE IS ALREADY SET UP TO BE AN INEQUITABLE DISTRIBUTION AND WE'RE REALLY PUSHING HARD AGAINST THAT STATUS QUO BUT THE FORCES ARE PRETTY OVERWHELMING.

I DID REACH OUT TO COMMISSIONER GUTHRIE EARLIER THIS WEEK BECAUSE I WANTED TO JUST FOLLOW UP AND SAY, HEY, THIS IS WHY WE DID NOT PROPOSE CHANGING IT.

BUT AS SARAH SAYS IT'S REALLY, OF COURSE, UP TO THE COMMISSION.

IF YOU ALL WANT TO ACCEPT THAT.

COMMISSIONER GUTHRIE AND I HAD A GOOD DISCUSSION.

IN HIS ABSENCE, I DON'T WANT TO SPEAK FOR HIM, BUT I THINK HE WOULD SAY, YOU STILL CAN TRY.

[LAUGHTER] THAT'S STRONGER LANGUAGE IS APPROPRIATE HERE BUT I LEAVE THAT TO COMMISSION AND I'M HAPPY TO ANSWER ANY OTHER QUESTIONS.

A QUESTION THAT I HAVE IS ON SAME THINKING, ATTEMPT TO EQUITABLY DISTRIBUTE.

CAN YOU GIVE AN EXAMPLE OF A PROJECT THAT WOULD BE CONSIDERED EQUITABLE DISTRIBUTION?

>> SURE, OF COURSE. ONE PROGRAM THAT WE HAVE RIGHT NOW IS OUR ENERGY REBATE PROGRAM.

TO GET AN ENERGY REBATE, YOU HAVE TO MAKE IMPROVEMENTS TO YOUR HOME.

THIS IS A LONGSTANDING PROGRAM.

IT'S NOT A NEW PROGRAM.

BUT WE'VE ALWAYS RECOGNIZED THAT, THAT IS ACTUALLY AN INEQUITABLE PROGRAM BECAUSE YOU HAVE TO MAKE AN UPFRONT INVESTMENT IN YOUR HOME.

MAYBE IT'S GETTING A NEW HIGH EFFICIENT FURNACE WHICH IS DEEPLY EXPENSIVE.

MAYBE IT'S INSULATING YOUR ATTIC, WHICH IS LESS EXPENSIVE, BUT STILL A PRETTY HEFTY INVESTMENT FOR SOME PEOPLE.

WE'VE ALWAYS RECOGNIZED THAT IN ORDER TO GET THE COST SAVINGS AND THEN ON TOP OF THAT, THIS REBATE FROM THE CITY OF FLAGSTAFF, YOU HAVE TO HAVE THE CASH TO MAKE THE INVESTMENT.

WE'VE TRIED TO REALLY TALK ABOUT HOW THAT IS NOT AN EQUITABLE POLICY.

BECAUSE NOT EVERYBODY HAS EQUAL ACCESS TO THE PROGRAM AND TO THAT REBATE FINANCING.

A WAY THAT WE CAN TRY TO MORE EQUITABLY DISTRIBUTE THAT FUNDING, WOULD BE TO HAVE FOLKS WHO ARE INCOME QUALIFIED BE ABLE TO GET UPFRONT FUNDING, TO BE ABLE TO DO THAT.

WE HAVE NOT FIGURED THAT OUT YET.

WHAT WE HAVE DONE IS NOW WE ACTUALLY GIVE A LARGER REBATE TO FOLKS WHO ARE INCOME QUALIFIED.

WE JUST STARTED WITH THAT THIS PAST YEAR.

WE'RE GOING TO SEE HOW IT GOES OR WE'RE GOING TO KEEP PUSHING FOR THAT.

BUT THAT'S JUST ONE VERY SIMPLE EXAMPLE OF HOW WE NEED TO RECOGNIZE THAT THERE ARE BARRIERS TO PARTICIPATION IN THINGS.

>> YEAH, THE RIO DE FLAG IS AN ISSUE THAT I SEE DIRECTLY BEING TIED TO CLIMATE CHANGE.

I DON'T KNOW WHERE THEY'RE AT IN THE RE-PIPING OF IT.

I KNOW THERE WAS SOME ISSUE ABOUT THE ORIGINAL DESIGN.

IS ALL OF THAT SETTLED ALREADY OR IS THAT STILL ONGOING IN ANY WAY?

>> THAT PROGRAM IS YES, ABSOLUTELY TIED TO CLIMATE CHANGE.

IT IS HANDLED THROUGH OUR ENGINEERING AND STORM WATER PROGRAMS THEY ARE WORKING ON THAT.

THEY'VE DONE CERTAIN PARTS OF THAT PROJECT, BUT THE BIG PARTS OF THE PROJECT THAT WILL SPECIFICALLY AFFECT THE DOWNTOWN NEIGHBORHOOD,

SOUTHSIDE, IN OTHER BA HAN, THOSE HAVE NOT BEEN UNDER CONSTRUCTION YET.

I DO NOT BELIEVE THAT THE DESIGN HAS BEEN FINALIZED.

YEAH, THERE'S CERTAINLY EQUITY, I THINK, POINTS TO BE MADE ABOUT THE DIFFERENT DESIGNS AND HOW THOSE DIFFERENT AREAS ARE TREATED.

MY UNDERSTANDING IS THE PORTIONS THAT MOST IMPACT THE SOUTHSIDE HAVE FINAL DESIGN, THE FINAL DESIGN IS DONE.

WE'RE IN THE CONSTRUCTION PHASING AND IMPLEMENTATION SITE OF THAT PROCESS.

DESIGN WORK IS DONE AND THEY ARE CURRENTLY WORKING OUT.

IT'S A VERY COMPLICATED PROJECT TO IMPLEMENT.

THEY'RE TRYING TO GET THROUGH THAT PROCESS OF GETTING ALL THOSE LITTLE PIECES.

BUT I THINK THEY DID THE FINAL DESIGN WORK, EARLIER IN THE SUMMER, IF I RECALL CORRECTLY.

THEN I'LL CHECKED OUT WITH THE SOUTHSIDE PLAN AND EVERYTHING, SO EQUITY IS AGREED UPON ON SOME LEVEL.

>> THE SOUTHSIDE PLAN SUPPORTS COMPLETION OF THE RIO DE FLAG FLOOD CONTROL PROJECT, BECAUSE THE PRIMARY GOAL WAS TO REMOVE THE FLOODPLAIN BURDENS FROM THE NEIGHBORHOOD.

THAT'S THEIR PRIMARY OBJECTIVE IN TERMS OF EQUITY.

I MEAN, IT COULD BE WORK.

IT GENERALLY MEANS SOME OTHER POLICY, LIKE THE POLICY ON HOW WE CHOOSE NEW PARKS OR THE POLICY ON HOW WE GIVE OUT WATER METERS, OR HOW WE DECIDE WHO'S ELIGIBLE FOR WATER METERS.

THERE'S A LOT OF LAYERS OF POLICY IN THE CITY.

GENERALLY, IF YOU SAY PROGRAMS AND POLICIES, IT COVERS A VERY BROAD SET OF THINGS THAT COULD BE TOUCHED.

THAT WOULD NOT NECESSARILY CAUSE CONFUSION BETWEEN LIKE A BIG P, REGIONAL PLAN POLICY AND THOSE OTHER CITY POLICIES THAT EXIST IN LOTS OF DIFFERENT PLACES IN THE CITY.

I DON'T THINK THAT WOULD BE SOMETHING THAT WOULD BE NECESSARILY CONFUSING BECAUSE IT'S LANGUAGE THAT'S USED ELSEWHERE IN THE REGIONAL PLAN AS WELL.

WE KNOW THAT IT'S NOT SEPARATE SELF-REFERENTIAL.

IS THAT WHAT YOU WERE HINTING AT, COMMISSIONER MANDINO?

ACTIVE TRANSPORTATION MASTER PLAN, WHICH HENCEFORTH SHALL BE CALLED THE ATMP, IS NOTHING MORE REALLY THAN A GUIDE TO ENHANCING WALKING AND BIKING IN FLAGSTAFF.

OVER THE YEARS, THERE HAVE BEEN NUMEROUS PLANS AND POLICY DOCUMENTS IN FLAGSTAFF THAT TALK ABOUT WALKING OR BIKING AND INDICATES SUPPORT FOR WALKING AND BIKING.

BEGINNING WITH THE REGIONAL PLAN HAS A LOT OF INFORMATION ABOUT WALKING AND BIKING.

BUT GENERALLY, THEY LACK DETAILED GUIDANCE AND DIRECTION.

THE ATMP IS REALLY INTENDED TO PROVIDE THAT DETAIL AND THAT GUIDANCE AND DIRECTION TO MOVE US FORWARD WITH PEDESTRIAN AND BICYCLE ACCOMMODATION.

THIS SLIDE GIVES YOU AN IDEA OF WHAT'S IN THE DRAFT PLAN.

THE FIRST COUPLE OF BULLET POINTS THERE ARE REALLY BY WAY OF BACKGROUND AND CONTEXT.

GOALS AND POLICIES ARE HIGH-LEVEL AND ASPIRATIONAL.

THIRD POINT IS TO TAKE A WELL-ROUNDED APPROACH TO TRANSPORTATION.

HERE WE CONSIDER A WIDE VARIETY OF COMMUNITY OBJECTIVES AND VALUES.

THOSE MIGHT INCLUDE ENVIRONMENTAL STEWARDSHIP, PUBLIC HEALTH, SUSTAINABILITY, AND OTHER THINGS THAT ARE BEYOND JUST THE MOVEMENT OF PEOPLE OR THE MOVEMENT OF VEHICLES IN OUR APPROACH TO TRANSPORTATION.

FINALLY, THE LAST ONE IS THAT WE PURSUE A WIDE RANGE OF SOLUTIONS FOR MOBILITY.

FOR A LOT OF PEOPLE IN THE COMMUNITY THAT'S REALLY NO MOBILITY AT ALL.

OUR POLICY SUPPORT FOR WALKING AND BIKING IS REALLY THE HIGH-LEVEL ACKNOWLEDGMENT AND SUPPORT FOR IT.

I HEAR THE DRAFT ATMP IS NOT CREATING OR TREADING ON ANY NEW GROUND, IT IS SIMPLY BUILDING ON WHAT THE GOALS AND POLICIES THAT ARE ALREADY IN THE REGIONAL PLAN FOR WALKING AND BIKING IN AND MORE GENERALLY TRANSPORTATION.

IT DOES HOWEVER, PROVIDE MORE DETAIL AS I MENTIONED EARLIER FOR WALKING AND BIKING.

HERE WE HAVE DEVELOPED A FAIRLY LONG LIST OF PED AND BIKE PROJECTS.

PED AND BIKE FACILITIES THAT INCLUDE; SIDEWALKS, BIKEWAYS, FUTS TRAILS, ADVANCED STREET CROSSINGS, AND BRIDGES AND TUNNELS.

A PORTION OF THESE HAVE BEEN INCLUDED IN A 20-YEAR PROGRAM OF PROJECTS THAT IS FUNDED BY THE TRANSPORTATION SALES TAX AND FIRST, LAST MILE GRANTS.

THE TRANSPORTATION SALES TAX WAS APPROVED BY THE VOTERS IN 2018.

IT LASTS FROM 2020 - 2040, AND IT PROVIDES MONEY FOR A VARIETY OF TRANSPORTATION PROJECTS.

BUT THE PART THAT WE'RE INTERESTED IN IS $29 MILLION THAT'S BEEN SET ASIDE OR EARMARKED FOR PED AND BIKE PROJECTS.

THE SECOND PIECE IS THAT GRANT FROM [INAUDIBLE].

I THINK THEY APPLIED FOR AND WERE AWARDED IT LATE LAST YEAR.

IT IS ABOUT $5.5 MILLION IN FEDERAL MONEY TO SUPPORT FIRST, LAST MILE PROJECTS, WHICH ARE ESSENTIALLY PED BIKE PROJECTS THAT HELP GET PEOPLE TO THE TRANSIT SYSTEM.

OVER THE COURSE OF 20 YEARS, WE HAVE ABOUT $34.5 MILLION PREPARING THE BIKE PROJECTS AND OUR LIST OF PROJECTS HELP FILL THAT IN.

THE MOST IMPORTANT OF THOSE PROJECTS ARE INCLUDED IN THE CITY'S FIVE-YEAR CAPITAL IMPROVEMENTS PROGRAM PROCESS AND THIS ALLOWS US TO SEAMLESSLY GO FROM PLANNING TO DESIGN, TO CONSTRUCTION AND IMPLEMENTATION OF THESE FACILITIES.

A COUPLE OF DETAILS ABOUT WHAT'S IN THE PED AND BIKE INFRASTRUCTURE PORTION.

ONE IS THE BIKEWAYS PLAN.

HERE WE'RE LOOKING AT A LOW -STRESS NETWORK OF BIKEWAYS.

LOW-STRESS MEANS SIMPLY THAT IT IS COMFORTABLE FOR MOST PEOPLE REGARDLESS OF THEIR ABILITY OR AGE OR EXPERIENCE.

IT IS HIERARCHICAL, SO IT'S DIVIDED INTO PRIMARY AND SECONDARY, THIRD AND FOURTH LEVEL BIKEWAYS THAT HELPS WITH THINGS LIKE MAINTENANCE AND DETOURS AND WAYFINDING.

THE BIKEWAYS ARE COMPRISED OF A VARIETY OF FACILITIES.

IN THE OLD DAYS, FOR BIKEWAYS, WE WERE LIMITED TO BIKE LANES AND FUTS TRAILS WERE THE MAIN TWO THINGS THAT WE USED, AND NOW THERE'S A WHOLE SERIES OF DIFFERENT KINDS OF INNOVATIVE FACILITIES THAT MANY OTHER COMMUNITIES ARE STARTING TO USE, RANGING FROM PROTECTED OR SEPARATED BIKE LANES, DIFFERENT KINDS OF INTERSECTIONS, BIKE BOULEVARDS, BIKE ROUTES, [INAUDIBLE] MARKINGS.

THERE'S A WHOLE HOST OF THINGS THAT WE CAN DO TO FILL OUT THE BIKEWAY NETWORK.

WE WANT IT TO WORK TOGETHER AS A COMPREHENSIVE SYSTEM SO IT COVERS ALL AREAS OF TOWN AND SERVES THE POPULATION NO MATTER WHAT YOUR DESTINATION AND ORIGIN.

SIGNAGE, BRANDING, AND WAYFINDING MAKE IT PULL IT ALL TOGETHER AND MAKE IT COHESIVE.

THEY ALSO MAKE IT MORE INTUITIVE AND EASY TO USE.

THE WHOLE THING IS REALLY INTENDED TO APPEAL TO AND REMOVE IMPEDIMENTS FOR A SEGMENT OF THE POPULATION THAT WE CALL INTERESTED BUT CONCERNED.

IT COULD BE UP TO 60 PERCENT OF FLAGSTAFF WHO ARE INTERESTED IN BICYCLING, MAY WANT TO USE IT MORE FOR TRANSPORTATION, FOR COMMUTING, BUT THEY REALLY NEED TO HAVE COMFORTABLE OR APPEALING FACILITIES TO BE ABLE TO DO THAT.

THAT'S REALLY WHAT THE BIKEWAYS PLAN IS INTENDED FOR.

MARTIN, THE APP BY THE HOSPITAL IS AN EXAMPLE OF THAT? YES. YOU'RE TALKING ABOUT THE SEPARATION OF THE CURVES? YES.

YES. THAT'S AN EXAMPLE.

THAT PROVIDES SOME SEPARATION FOR TRAFFIC THAT MAKES PEOPLE MORE COMFORTABLE ON BEAVER STREET.

WE'RE ALSO LOOKING AT A HANDFUL OF ANCILLARY FACILITIES, INCLUDING SOME IMPROVEMENTS AND ENHANCEMENTS TO EXISTING TRAILS.

ACCESS TO THE FORESTS, ALL THE PLACES WHERE PEOPLE GO FROM THEIR NEIGHBORHOOD OR FOR WHEREVER THEY LIVE UP TO THE FOREST.

SOMETIMES THAT CONSISTS OF A FUTS TRAIL AND A FOREST SERVICE TRAIL, BUT SOMETIMES IT'S LESS FORMAL THAN THAT.

TRAILHEADS AND TRAIL HUBS ARE AROUND THE PERIPHERY AND WE THINK OF THEM AS PLACES WHERE PEOPLE CAN PARK TO ACCESS EITHER THE FUTS SYSTEM OR THE SURROUNDING SINGLETRACK RECREATIONAL NETWORK.

WE DON'T OFTEN BUILD TRAILHEADS PARKING IN CONJUNCTION WITH FUTS TRAILS, BUT THERE ARE A FEW CASES WHERE THEY ACTUALLY DO COME IN HANDY AND PART OF IT IS FOR ACCESSIBILITY.

SINGLETRACK CONNECTORS ARE A FUTS TRAIL LIGHT, WHERE WE'RE GETTING PEOPLE FROM THE MIDDLE OF THE COMMUNITY OUT TO THE FOREST AND WE MAY SERVE THAT PURPOSE WITHOUT NECESSARILY HAVING TO BUILD A FULL-BLOWN FUTS TRAIL.

ACCESS TO OUTLYING COMMUNITIES IS SOMETHING THAT WE HEAR WHENEVER WE TALK TO PEOPLE ABOUT FUTS OR HAVE DONE SURVEYS.

THAT REALLY IS MORE OF A REGIONAL PROJECT OR A REGIONAL PROBLEM AND IT'S PEOPLE WHO LIVE IN PLACES LIKE DORNEY PARK OR MOUNTAIN AREA OR BELMONT WHO WOULD LOVE TO BE ABLE TO GET INTO THE CITY VIA A FUTS TRAIL.

BUILDING A FUTS TRIAL WOULD BE EXPENSIVE AND MAY TAKE A WHILE, BUT THERE MAY BE OTHER OPTIONS USING EXISTING TRAILS AND FOREST SERVICE ROADS.

THE LAST ONE IS FUTS GREENWAY.

THIS IS REALLY BASED ON THE PRINCIPLE THAT IF WE HAVE SOMETHING THAT FOLLOWS THE FUTS TRAILS IN THE WAY OF A PLANNED GREENWAY, IT REALLY BENEFITS THE WHOLE SYSTEM.

THOSE DON'T HAVE TO BE REALLY VERY SIGNIFICANT.

THEY CAN BE FAIRLY SMALL.

I THINK OF THE FUTS THAT GOES OUT FROM THE LIBRARY OUT TOWARDS TUSHAR AND THERE'S GENERALLY MORE OR LESS OF THE GREENWAY ALONG BOTH SIDES OF IT ALL.

IN SOME PLACES LIKE WHERE IT GOES THROUGH NEIGHBORHOODS, THEY CAN BE REALLY NARROW.

BUT I THINK IN THOSE CASES, THAT EVEN THE NARROW PARTS MAKE ALL THE DIFFERENCE TO SOMEBODY'S EXPERIENCE ON THE FUTS TRIAL.

I THINK THAT AS WE PLAN FOR THESE, THAT THERE IS A ROLE FOR PRIVATE DEVELOPMENT, WHERE I THINK WE CAN ENHANCE THESE THREE OF THE PRIVATE DEVELOPMENT PROCESS.

BUT I THINK THAT WE HAVE TO THINK OF THAT CAREFUL AND STRATEGICALLY.

THAT MIGHT BE SOMETHING THAT THE PLANNING AND ZONING COMMISSION GETS INVOLVED WITH IN THE FUTURE AS WE MOVE FORWARD.

ONE OF THEM IS WE HAVE A FUNCTION AT THE CITY THAT ENCOURAGES PEOPLE TO REDUCE HOW MUCH WASTE THEY PRODUCE.

THE IDEA IS IF YOU CAN GET PEOPLE TO REDUCE HOW MUCH WASTE THEY PRODUCE, THEN WE DON'T HAVE TO MAKE EXPENSIVE INVESTMENTS IN THE LANDFILL AND IN COLLECTION SYSTEMS. GETTING PEOPLE TO CHANGE THEIR BEHAVIOR IS WORTHWHILE IN TERMS OF A LONG-TERM INVESTMENT.

THE OTHER ONE IS THE CITY HAS A PROGRAM THAT ENCOURAGES PEOPLE TO USE LESS WATER, AND IT'S FOR THE SAME PRINCIPLE REALLY.

THEY'RE GETTING PEOPLE TO USE LESS WATER IS A BETTER WAY TO APPROACH THE PROBLEM THAN TRYING TO FIND NEW SOURCES OF WATER OR DIG NEW WELLS OR BUILD NEW TREATMENT PLANTS TO MEET THAT PERCEIVED DEMAND.

TDM REALLY WORKS IN ESSENTIALLY THE SAME WAY.

INSTEAD OF MAKING EXPENSIVE INVESTMENTS IN ROADWAY CAPACITY AND INTERSECTION CAPACITY FOR VEHICLES, THAT WE ENCOURAGE PEOPLE TO CHANGE THEIR BEHAVIOR BY GIVING THEM BETTER OPTIONS FOR GETTING AROUND AND FOR MOBILITY.

CONTEXT-SENSITIVE SOLUTIONS IS SIMPLY THE IDEA THAT THE ENVIRONMENT OR THE CONCEPT SHOULDN'T AFFECT HOW WE BUILD STREETS AND TRANSPORTATION FACILITIES.

COMPLETE TRANSPORTATION IS THE NOTION THAT WE TALKED ABOUT A LITTLE BIT EARLIER, WHERE WE CONSIDER A WIDE RANGE OF COMMUNITY VALUES AND A WIDE RANGE OF OBJECTIVES WHEN WE PLAN FOR TRANSPORTATION.

THE SECTION ON THE DRAFT DOCUMENT ABOUT CONGESTION MITIGATION CHALLENGES THE NOTION THAT CONGESTION IS SOMETHING THAT FLAGSTAFF CAN ELIMINATE OR SOLVE.

FURNISHING IS WHERE THINGS GO LIKE MAILBOXES AND BENCHES AND BIKE RACKS, AND THERE'S A BUFFER THAT COULD BE A BIKE LANE, PARKED CARS, SOMETHING BETWEEN WHERE THE OTHER ZONES ARE IN THE STREET.

THIS SHOWS A FAIRLY URBAN CONTEXT, BUT THE CONCEPT TRANSLATES WELL INTO SUB-URBAN CONTEXTS AS WELL, WHERE WERE THE FRONTAGE BECOMES A SETBACK BEFORE BUILDING AND THE FURNISHING STRIP BECOMES A GRASS OR A LANDSCAPE PARKWAY.

BUT THE PLANNING AND ZONING COMMISSION WILL BE DIRECTLY INVOLVED, THERE'S A FORMAL PROCESS TO GO THROUGH FOR THAT MINOR AMENDMENT, INCLUDING HEARINGS OR AT LEAST ONE HEARING.

I MENTIONED THERE'S A 60-DAY PUBLIC REVIEW PERIOD, IT TECHNICALLY GOES THROUGH NOVEMBER 19TH, BUT WE CAN EXTEND THAT.

WHEN THE PUBLIC COMMENT PERIOD ENDS, WE WILL BEGIN A MORE DETAILED REVIEW AND RECOMMENDATIONS.

THERE'S TWO TRACKS, ONE IS THROUGH THE PAC, PEDESTRIAN ADVISORY COMMITTEE AND BIKE ADVISORY COMMITTEE AND TRANSPORTATION COMMISSION, AND THE OTHER TRUCK GOES THROUGH THE PLANNING AND ZONING COMMISSION, BOTH END AT THE CITY COUNCIL WHO WOULD APPROVE THE DOCUMENT BY RESOLUTION, AND WE'RE ANTICIPATING THAT COULD HAPPEN IN MARCH OF 2022.

FLAGSTAFF HAS FOUND THAT A CITY OF OUR SCALE, IT'S VERY DIFFICULT TO MAKE THAT WORK.

ALSO THE DEPARTMENT OF TRANSPORTATION FOUND THAT IT IMPEDED THE EFFICIENT MOVEMENT OF OTHER VEHICLES AND TRAFFIC TO SUCH AN EXTENT THAT THEY DIDN'T THINK THERE'D BE A NET BENEFIT AT THIS TIME.

THAT HAS BEEN PART OF OUR FOCUS, THAT WILL CONTINUE TO BE PART OF OUR FOCUS TO HELP SUPPORT TRANSIT.

BUT AS FAR AS PLANNING FOR IT SPECIFICALLY, THE MOUNTAIN LINE DOES THAT.

THEY HAVE A PROCESS GOING ON RIGHT NOW TO UPDATE THEIR FIVE-YEAR TRANSIT PLAN.
