MY NAME IS RAMON ALATORRE, THE CLIMATE ENERGY COORDINATOR AT THE SUSTAINABILITY OFFICE.

AND I JUST WANTED TO TAKE A FEW MINUTES TO INFORM COUNCIL.

WORKSHOP THAT WE ARE HOSTING ON MARCH 31ST, SOMEWHAT CHEEKILY TITLED WAKE UP TO COLD WEATHER HEAT PUMPS. THE ONE HOUR ONLINE WORKSHOP WILL BE DELIVERED BY AN INSTRUCTOR FROM THE ELECTRIC LEAGUE OF ARIZONA.

THE ELECTRIC LEAGUE IS A STATEWIDE NONPROFIT TRADE ASSOCIATION THAT WAS FOUNDED IN 1960.

THEY HAVE BEEN PROVIDING TECHNICAL EDUCATION AND INDUSTRY CERTIFICATIONS FOR DECADES.

THE WORKSHOP ON MARCH 31ST WILL ACTUALLY BE A SHORTENED VERSION OF ONE OF THEIR CATALOG COURSES, WHICH THEY CALL WAKE UP TO HEAT PUMPS.

SO WE CAN'T TAKE FULL CREDIT FOR THE CHEEKY NAME.

DURING THE ONE HOUR WEBINAR.

THE INSTRUCTOR WILL COVER THE CONSIDERABLE ADVANCES MADE IN MODERN COLD WEATHER HEAT PUMP TECHNOLOGY IN THE PAST DECADE, THE SUPERIOR EFFICIENCY AND BENEFITS OF HEAT PUMP OPERATION FOR HOME HEATING, AND THE IMPORTANCE OF HOME ENERGY EFFICIENCY IMPROVEMENTS FOR EXISTING HOMES.

INDEED, WHEN TALKING ABOUT COLD WEATHER HEAT PUMPS, WE REALLY ARE TALKING ABOUT A RELATIVELY NEW GENERATION OF AN OLD SCHOOL TECHNOLOGY.

THESE ARE NOT YOUR GRANDPARENTS HEAT PUMPS.

HISTORICALLY, HEAT PUMPS IN THE U.S.

HAVE REALLY ONLY BEEN A VIABLE OPTION IN REGIONS WITH MILD WINTERS.

THEY ARE ACTUALLY SOMEWHAT COMMON IN PHOENIX AND TUCSON AND THE STORIES ABOUT LEGACY HEAT PUMPS NOT WORKING WELL ONCE THE TEMPERATURES DIPPED BELOW FREEZING WERE ACCURATE.

TODAY, HOWEVER, THE COLD WEATHER PRODUCTS AVAILABLE CONTINUE TO OPERATE EFFICIENTLY IN TEMPERATURES WELL BELOW ZERO.

INDEED, I HAD ONE OF THESE MODERN UNITS INSTALLED IN MY HOME IN DECEMBER.

IT IS IMPORTANT TO NOTE THAT I DID A LOT OF RESEARCH AND MADE INVESTMENTS IN WEATHERIZING MY HOME BEFORE INSTALLING OUR COLD WEATHER UNIT.

THAT SAID, IT HAS KEPT MY HOUSE WARM ALL WINTER, EVEN WHEN THE TEMPERATURES DROP BELOW ZERO IN JANUARY AND FEBRUARY.

MY UNIT DOES HAVE AUXILIARY HEAT AVAILABLE, BUT IT HASN'T TURNED ON ONCE THIS WINTER SEASON. AND WHEN COMPARING MY COMBINED ENERGY BILLS TO MY COLLEAGUES AND FRIENDS, MY FAMILY IS USING ON AVERAGE 30 TO 50% LESS ENERGY, SOMETIMES EVEN MORE AND MY BILLS ARE LOWER. AND I WORKED FOR GUARDIAN MEDICAL TRANSPORT 2, FOR SEVEN YEARS PRIOR.

SO 23 YEARS NOW TOTAL WITHIN THE EMS SYSTEM.

AND THEN THIS IS BRYAN RIGHT NEXT TO ME.

I'M BRIAN GUEST. I'M THE DIRECTOR OF NORTHERN ARIZONA CRISIS SERVICES FOR TERROS.

I THINK I'VE SPOKEN WITH YOU ALL BEFORE, BUT I'M I'VE BEEN A RESIDENT OF FLAGSTAFF SINCE 2002. I'VE WORKED IN BEHAVIORAL HEALTH IN FLAGSTAFF SINCE LET'S SEE, IT'S ABOUT TEN YEARS NOW. AND I OVERSEE OUR OFFICES IN NORTHERN ARIZONA.

AND THEN AS PART OF THE LAUNCH OF THE CARE UNIT, WE'VE BEEN ABLE TO HIRE A MANAGER TO SPECIFICALLY FOCUS ON OVERSEEING THE OPERATIONS AND STAFF OF OUR OF OUR FLAGSTAFF TEAM.

SO I, I GOT ASKED TO LEAD THE CARE UNIT, SO I VOLUNTEERED IN THE POSITION TO LEAD THE UNIT ITSELF.

AND SO FAR WE'VE HAD REALLY AMAZING SUCCESS.

I FINALLY GOT THE POWER FOR.

OKAY. HERE WE GO. SO AS WE KIND OF LAUNCH OUR UNIT, WE JUST KIND OF WANTED TO GIVE YOU GUYS AN UPDATE TO WHERE WE'RE AT WITH THE PROGRAM.

WE'RE EXTREMELY EXCITED.

WE'RE MOVING FORWARD IN A POSITIVE DIRECTION.

SO FAR, THE STAFFING FOR THE UNIT, JUST SO YOU KNOW, THE UNIT WILL BE STAFFED WITH ONE TERROS HEALTH CRISIS WORKER AND ONE FLAGSTAFF FIREFIGHTER.

EMT ON THE TERROS HEALTH SIDE, THEY'VE FULFILLED ALL OF THE POSITIONS.

WOULD YOU LIKE TO KIND OF GIVE THEM A RUNDOWN OF THE POSITIONS FOR TERROS? YES. SO AS WE MENTIONED, WE NOW HAVE A MANAGER FOR FLAGSTAFF [INAUDIBLE] AND SHE MANAGES SHE'S GOING TO BE THE MANAGER OF BOTH OUR REGULAR MOBILE CRISIS UNIT, AS WELL AS THE ALTERNATIVE RESPONSE TEAM.

AND THEN WE HAVE A LEAD CLINICIAN SPECIFICALLY DEDICATED TO THE ALTERNATIVE RESPONSE TEAM WHO'S ALSO A LICENSED MENTAL HEALTH PROFESSIONAL.

AND THEN WE HAVE TWO FULL TIME DEDICATED STAFF ON BOARD TO PART TIME.

AND THEN WE'VE ALSO STARTED CROSS-TRAINING SOME OF OUR MOBILE CRISIS, OUR OTHER MOBILE CRISIS STAFF TO BE ABLE TO HAVE LOTS OF LAYERS OF COVERAGE FOR THE TEAM.

SO ON THE FLAG FIRE SIDE, WE'RE USING ALL OF OUR FIREFIGHTER, EMTS, ANY FIREFIGHTER EMT IS GOING TO BE OPEN TO BE ABLE TO RIDE ON THIS UNIT.

BUT WE SELECTED THE INITIAL NINE SO THAT WE COULD PUT THEM OUT TO KEEP VALIDITY WITHIN THE PROGRAM. SO WHAT HAVE WE DONE TO BUILD SUCCESS FOR THE PROGRAM? SO TERROS IN THE FFD HAVE BEEN WORKING HARD TO PRODUCE A SUCCESSFUL PROGRAM.

WE'VE BEEN SETTING THE STAGE FROM ALL ANGLES TO ENSURE ITS SUCCESS, WHICH HAS BEEN PRETTY BIG, COMING TOGETHER TO FIGURE OUT ALL ANGLES THAT WE NEED TO MAKE SURE THAT THAT WE SERVE OUR PUBLIC IN A IN A POSITIVE MANNER.

SO SOME OF THESE THINGS THAT WE'VE BROUGHT UP IS RESPONSE MODELS FOR THE UNIT, HOW WE'RE GOING TO ENGAGE WITHIN THE COMMUNITY.

WE'VE HAD TO CHANGE DISPATCH EMS ALGORITHMS AND PROTOCOLS TO MAKE SURE THAT OUR EMTS KNOW WHAT THEY'RE DOING AND THAT THEY'RE COVERED WHEN WE'RE OUT THERE, OUR UTILIZATION FOR OUR MENTAL HEALTH CRISIS AND THE SUICIDAL IDEATION COMPONENT, HOW ARE WE GOING TO DO OUR DOCUMENTATION, STATISTICAL ANALYSIS, TO MAKE SURE THAT WE'RE ON POINT AND DOING WHAT WE WANT IT TO DO? AND THEN OUR PUBLIC OUTREACH AND OUR ALTERNATIVE TREATMENT MODELS FOR OUR IN COMMUNITY CARE. SO WE'VE CREATED SOME PARTNERSHIPS TO ALONG THE WAY.

SO ALONG WITH WORKING WITH TERROS, WE'VE ALSO HAD THE PLEASURE OF WORKING WITH DR.

ELENA BRUNACINI.

ELENA HAS BEEN A MAJOR ASSET INTO BUILDING OUR PROGRAM.

SHE'S UTILIZED SHE'S BEEN UTILIZED TO ASSIST IN THE STRUCTURE OF THE PROGRAM AND HAS BEEN VALUABLE IN CREATING THE WORKING STRUCTURE BETWEEN BOTH TERROS AND THE FLAGSTAFF FIRE DEPARTMENT EMTS.

ALANA HAS A GREAT BACKGROUND IN THE FIRE SERVICE.

HER FAMILY IS THE BRUNACINI'S FROM PHOENIX FIRE.

SO SHE WAS BORN AND RAISED IN A FIRE STATION, AND SHE'S ALSO A BEHAVIORAL HEALTH SPECIALIST AS WELL.

SO SHE'S BEEN ABLE TO KIND OF MOLD THE TWO TOGETHER TO BE ABLE TO OPERATE AS BEST AS POSSIBLE AS WE CAN FOR THIS UNIT.

SO OUR KNOWLEDGE OF MENTAL HEALTH SIDE IN THE FIRE DEPARTMENT HAS BEEN EXTREMELY BENEFICIAL IN CREATING OUR PROGRAM.

ANYTHING TO ADD TO THAT? OKAY. SO THE COLLABORATIONS WE'VE HAD TOO.

SO WE'VE BEEN WORKING REALLY CLOSELY WITH THE 911 DISPATCHER TO MAKE SURE THAT WE GET THE RESPONSE TO THIS UNIT CORRECTLY.

WE'VE OPENED UP COMMUNICATIONS WITH THE GUIDANCE CENTER TO MAKE SURE THAT WE HAVE A PLACE TO TAKE OUR MENTAL HEALTH TO OUR DETOX ISSUES OVER THERE.

SO WE'VE REALLY OPENED UP THE COMMUNICATION AND MAKE THAT RELATIONSHIP BETTER.

NATIVE AMERICANS FOR COMMUNITY ACTION, THE FLAGSTAFF SHELTER SERVICES, SUNSHINE RESCUE MISSION, THE PATH PROGRAM, FLAGSTAFF FAMILY FOOD CENTER, AND THE COMMUNITY ASSISTANCE TEAMS OF FLAGSTAFF.

SO ON COMMUNITY INPUT, WE'VE BEEN LOOKING AT PUBLIC FORUMS, NORTHERN ARIZONA INTERFAITH COUNCIL, CULTURAL COMPETENCY AND THE HUMILITY TRAINING GROUP.

YEAH. SPEAK A LITTLE MORE TO THOSE.

WE'VE OVER THE LAST COUPLE OF MONTHS, HELD A COUPLE OF PUBLIC FORUMS THAT I BELIEVE A FEW OF YOU WERE IN ON, ACTUALLY, TO JUST SORT OF GET FEEDBACK ABOUT HOW THE ALTERNATIVE RESPONSE UNIT CAN BEST SERVE THE COMMUNITY.

GETTING FEEDBACK FROM SOCIAL SERVICE PROVIDERS, BEHAVIORAL HEALTH PROVIDERS, AS WELL AS PEOPLE WITH INTERESTS AND IN TRIBAL ISSUES, AND HOW WE CAN BEST SERVE OUR INDIGENOUS POPULATION HERE.

SO AS WE'RE DOING THIS, WE ARE COMING UP WITH ARE THERE ANY SIGNS OF BREATHING? IF THERE ARE SIGNS OF BREATHING, THIS IS A GREAT TIME TO SEND THE CARES UNIT.

WE AS THE COMMISSION MAKE REVIEW AND MAKE RECOMMENDATIONS ON THE ANNUAL BUDGET THROUGH OUR REGULAR REGULARLY SCHEDULED COMMISSION MEETINGS.

WE RECEIVE A PRESENTATION BY THE PARKS AND REC DEPARTMENT AND GIVE INPUT AND ASK QUESTIONS AND DIRECTION AND GIVE DIRECTION.

WE ALSO HELP ADVISE ON RECOMMENDING USE OF THE BBB FUND, THE BED BOARD AND BOOZE TAX, THAT OF WHICH PARKS AND REC GETS A PORTION.

WITH THAT BEING SAID, HOWEVER, I SHOULD SAY THAT WE COULD GIVE DIRECTION RIGHT NOW.

CURRENTLY THIS YEAR, ABOUT 78% OF THE PARKS AND REC'S BBB FUND GOES TO BASE LEVEL MAINTENANCE. SO THERE HASN'T BEEN A LOT OF OPPORTUNITIES FOR US TO GIVE DIRECTION AS OF YET, BUT WE ARE VERY HOPEFUL.

WE DO BELIEVE THERE IS POTENTIAL FOR SOME PROJECT FUNDING WITH ONE TIME FUNDS FROM THE BBB TAX. BUT AGAIN, RIGHT NOW ABOUT ALMOST 80% GOES TO BASE LEVEL MAINTENANCE OF PARKS AND AREAS.

BUT TO GO OVER IT FIRST THING, WE'VE BEEN LOOKING AT THE PARKS AND RECREATION MASTER PLAN AND REVIEWING THAT TO SEE IF WE'RE AS A COMMISSION AND THE PARKS AND REC DIVISION, IF WE'RE KEEPING UP WITH OUR GOALS THAT SET FORTH IN THAT MASTER PLAN.

AND THEN SEE IF THERE'S ADJUSTMENTS THAT NEED TO BE MADE TO THAT.

AND IT SOUNDS LIKE WE'RE HEADED IN THAT DIRECTION, LIKE WE'RE COMING UP WITH A NEW PARKS AND REC MASTER PLAN TO BEGIN SHORTLY.

THE LAST ONE WAS DONE IN 2013.

SO WE'RE DUE TO KIND OF TAKE ANOTHER LOOK AT THAT AND AND SEE WHAT WE MIGHT IMPROVE, ESPECIALLY AS THE GROWTH OF FLAGSTAFF CONTINUES.

ANOTHER ONE WE'VE BEEN LOOKING AT IS THE COST RECOVERY POLICY AND WHETHER OR NOT WE NEED TO ADJUST THAT TO GET BETTER COST RECOVERY ON SOME OF OUR PROGRAMS AND FACILITIES.

PICKLEBALL NEEDS. I'M SURE SOME OF YOU HAVE HEARD ABOUT THIS.

WE'VE BEEN BUGGED BY OR WE'VE BEEN APPROACHED BY THE PICKLEBALL ASSOCIATION QUITE FREQUENTLY. SO WE ARE LOOKING AT OPPORTUNITIES TO ADD PICKLEBALL TO THE CITY OF FLAGSTAFF. A LOT OF THE OTHER COMMUNITIES THROUGHOUT ARIZONA HAVE BEEN ADDING THEM IN DOZENS. AND SO IT'S A GROWING SPORT AND THERE'S A BIG NEED FOR IT.

AND OBVIOUSLY THEY WANT SEVERAL PICKLEBALL FACILITIES, YOU KNOW, WHERE YOU CAN GROUP 16 TO 20 COURTS TOGETHER.

IT IS A SOCIAL SPORT.

SO WE UNDERSTAND THAT.

WE ARE LOOKING AT THE LONE TREE OVERPASS AND WHERE WE CAN PLAY A ROLE IN THAT.

THERE'S SUPPOSED TO BE SOME POCKET PARK SLASH CIVIC SPACE BUILT INTO THAT.

SO WE'VE BEEN TALKING ABOUT THAT AND HOW THAT FITS WITHIN THE THE SOUTH NEIGHBORHOOD ASSOCIATION AREA AND THEN THE THORPE PARK ANNEX.

WE'VE BEEN ENGAGED IN THAT ABOUT WHAT WHAT GETS PUT INTO THAT SPACE AND WE'LL CONTINUE TO BE INVOLVED IN THAT, I HOPE.

AND THEN THE PROS ORGANIZATION, I DON'T REALLY NEED TO GO INTO THAT, BUT THAT'S THE NEW ORGANIZATION THAT WE'VE GOT.

AND THEN THE BUDGET REVIEW DISCUSSION, THE BBB RECREATION FIVE YEAR PLAN REVIEW.

SO, YOU KNOW WE'VE LOOKING AHEAD TO SEE WHAT WE CAN BUDGET FOR IN THE FUTURE LOOKING AT

MARTIN NANCE CAME IN AND SPOKE TO US ABOUT THAT AND WHERE WE'RE INVOLVED IN THAT MOSTLY DUE TO THE FUTZ TRAIL ALIGNMENTS.

AND THEN LASTLY, JUST LOOKING AT THE COVID 19 PANDEMIC RESTRICTIONS AND REOPENING UPDATES.

MEETINGS. WE'RE GOING TO CONTINUE TALKING ABOUT THE REGIONAL PLAN, WHICH WE GOT UPDATED WITH YESTERDAY IN OUR MEETING LAST NIGHT.

SOME GRANTS OPPORTUNITIES AND OTHER FUNDING OPPORTUNITIES FOR PARKS AND RECREATION.

COST RECOVERY POLICY.

AGAIN, WE'RE GOING TO CONTINUE TALKING ABOUT THAT SO WE CAN DO A BETTER JOB OF GETTING BETTER COST RECOVERY.

I KNOW THE AQUA PLEX ESPECIALLY OPERATES AT ABOUT, WHAT, 65% COST RECOVERY OR SOMETHING LIKE THAT. SO AND THEN THE THORPE PARK ANNEX, WE'RE GOING TO BE CONTINUING TO TALK ABOUT THAT, MAYBE HOW TO INVOLVE PICKLEBALL IN THE THORPE PARK AND BUSHMASTER PARK.

WHO KNOWS? BUT. AND THEN NEW PARKS AND RECREATION, OPEN SPACE MASTER PLAN, LIKE I SAID, IS COMING UP. SO WE'LL BE ENGAGED IN THAT PROCESS.

AND THEN WE'LL BE LOOKING AT THESE UNFUNDED CAPITAL IMPROVEMENTS AND WHERE WE CAN, YOU KNOW, WHAT PROJECTS ARE GOING TO BE, WHAT WE'RE GOING TO PRIORITIZE AS PART OF THAT BASED ON BBB FUNDING AND ALL THAT.

BUT NEAR AND DEAR TO OUR HEARTS ARE THE CHRISTIANSEN PARK DEVELOPMENT, FORMERLY CHRISTIANSEN SCHOOL OVER BY THE MALL AREA, CLAY BASIN AND OR CHESHIRE FIELD DEVELOPMENT.

THE CONTINENTAL GIRLS SOFTBALL COMPLEX IS BEEN A BIG NEED IN OUR COMMUNITY FOR A VERY LONG TIME. SO HOW DO WE ADDRESS THAT ONE? THAT ONE WOULD COME AT A HIGHER DOLLAR AMOUNT THAN MAYBE SOME OF THE OTHERS ON THIS LIST.

WE'VE TALKED AT LENGTH ABOUT PICKLEBALL ALREADY TODAY, BUT PICKLEBALL THEN ALSO, YOU KNOW, THE TENNIS USERS, WE DON'T WANT TO AFFECT THE USER GROUP THAT IS CURRENTLY UTILIZING THESE FACILITIES.

SO HOW DO WE AUGMENT PICKLEBALL WITHOUT TAKING IT AT THE EXPENSE OF TENNIS FACILITIES? AND TENNIS ITSELF IS ALSO A GROWING SPORT AND HAS A LOT OF NEEDS TOO.

AND AGAIN, THE THORPE PARK ANNEX, THAT WHEN THAT PROPERTY BECAME AVAILABLE, WE GOT VERY EXCITED ABOUT THE OPPORTUNITIES AND POSSIBILITIES THERE IN.

AND SO WE HAVE STARTED TALKING ABOUT THAT PROJECT AND HOW TO GET THAT OFF THE GROUND IN RELATION TO RECREATION PROJECTS WE REALLY LIKE, WE WOULD LIKE TO LOOK AT THE AQUA PLEX FACILITY EXPANSION, WHICH COULD WE HAVE IT DOWN AS A COUPLE OF DIFFERENT IDEAS, SUCH AS A SPLASH PAD DEVELOPMENT, 25 METER POOL OR PERHAPS A COMPETITION LAP POOL.

AND IN ORDER TO DO SO, SHE'LL HAVE TO RESIGN HER COUNCIL MEMBER SEAT.

ONCE SHE SUBMITS HER CANDIDATE PETITIONS AND ULTIMATELY QUALIFIES FOR THE BALLOT.

THE ANTICIPATED DATE OF THIS RESIGNATION IS APRIL 4TH, 2022.

AND IN PREPARATION FOR THE RESIGNATION, I WANT TO KIND OF START THE CONVERSATION ABOUT PROCESS AND SEEKING YOUR DIRECTION TO KIND OF FOLLOW UP ON A FEW ITEMS, SOLIDIFY THE PROCESS, AND THEN I'LL BE BACK IN FRONT OF YOU AGAIN NEXT WEEK TO FORMALIZE THE TIMELINE AND MAKE SURE EVERYBODY'S COMFORTABLE WITH THE PROCESS AND THEN KIND OF MOVE FORWARD FROM THERE. HOWEVER, THERE IS NO ESTABLISHED PROCESS SPECIFICALLY BY WHICH THE VACANCY IS TO BE FILLED. IT IS A PROCESS THAT IS REALLY DRIVEN BY COUNCIL AND WHAT THEY WANT TO DO IN TERMS OF MAKING THAT APPOINTMENT.

SO ASSUMING A RESIGNATION DATE OF APRIL 4TH, THE COUNCIL WOULD NEED TO MAKE AN APPOINTMENT ON OR BEFORE MAY 5TH.

IT IS REALLY A TIGHT TIMELINE, WHICH IS WHY I'M HERE TONIGHT TO REALLY START TALKING ABOUT THAT PROCESS SO WE CAN REALLY HIT THE GROUND RUNNING WHEN THE TIME COMES.

BECAUSE THERE IS NO FORMALLY ESTABLISHED PROCESS.

I WANTED TO TAKE SOME TIME TO REVIEW PRIOR COUNCIL VACANCY APPOINTMENTS.

I THINK THIS WILL GIVE A GOOD FOUNDATION TO START FROM.

GENERALLY SPEAKING, THEY HAVE ALL USED THE SAME MODEL OVER THE YEARS, WHICH IS AN APPLICATION AND INTERVIEW PROCESS.

THIS IS WHERE INTERESTED INDIVIDUALS FROM THE COMMUNITY ARE ASKED TO SUBMIT AN APPLICATION ALONG WITH A LETTER OF INTEREST AND SOMETIMES ANSWERS TO A QUESTIONNAIRE WAS REQUESTED BY THE COUNCIL.

THE MOST RECENT APPOINTMENT WAS DONE IN 2012 AND THEIR APPLICATION INCLUDED TWO REALLY HIGH LEVEL QUESTIONS AS PART OF THE APPLICATION THAT RESPONDENTS WERE ASKED TO RESPOND TO. DURING THE APPLICATION PERIOD, COUNCIL WOULD MEET IN EXECUTIVE SESSION TO DEVELOP INTERVIEW QUESTIONS THAT WOULD BE USED DURING THE PUBLIC INTERVIEW PORTION OF THE PROCESS. HISTORICALLY, EACH COUNCIL MEMBER WOULD COME FORWARD WITH TWO QUESTIONS, WHICH WOULD GIVE US A TOTAL OF 12 QUESTIONS DURING THAT PUBLIC INTERVIEW SETTING.

FOLLOWING THE APPLICATION PERIOD, THE COUNCIL WOULD RECEIVE ALL MATERIALS THAT HAD BEEN SUBMITTED BY EACH OF THE APPLICANTS, AND IT WOULD ALLOW YOU TIME TO REVIEW THEM INDIVIDUALLY. FOLLOWING THAT KIND OF INDIVIDUAL REVIEW, THERE WAS A SPECIAL MEETING CALLED WHERE EACH APPLICANT WAS ASKED TO PROVIDE REALLY A FIVE MINUTE INTRODUCTION OF THEMSELVES AND WHY THEY FELT LIKE THEY WANTED TO SERVE ON THE COUNCIL AND WHY THEY WOULD

BE ESSENTIALLY GOOD AT THAT TYPE OF POSITION.

AT THAT TIME, THERE WAS NOT ANY DIRECT DIALOG WITH THE COUNCIL.

IT WAS REALLY JUST AN OPPORTUNITY FOR THEM TO HAVE SOME FACE TIME, INTRODUCE THEMSELVES AND PROVIDE SOME CONTEXT TO THEIR APPLICATION.

THE COUNCIL THEN MET IN AN EXECUTIVE SESSION TO NARROW THOSE APPLICANTS DOWN AND DECIDE WHO THEY WANTED TO MOVE FORWARD FOR AN INTERVIEW.

THE OPTION ALWAYS STANDS WHERE YOU COULD INTERVIEW ALL OF THE APPLICANTS THAT COME FORWARD. AGAIN, THIS IS JUST THE PROCESS THAT HAS BEEN FOLLOWED IN THE PAST WHERE COUNCIL CHOSE TO KIND OF NARROW THE LIST A LITTLE BIT TO REALLY FOCUS THEIR ATTENTION.

THE LAST PROCESS.

AND CONGRESSMAN O'HALLERAN AND THEN SOME OTHER LEGISLATORS AS WELL AS AND SOME AGENCY IN OUR FEDERAL AGENCIES THAT WE WERE PUSHING FOR SUPPORT IN TERMS OF POLICY AND BUDGET AS ITERATED IN OUR FEDERAL LEGISLATIVE PRIORITIES.

IT'S DIFFERENT, THOUGH, GOING TO D.C.

AND COUNCIL MEMBER SWEET AND I WERE ABLE TO ATTEND ALONG WITH A RANGE OF OTHER PARTNERS AND STAFF MEMBERS, YOU KNOW, JOHN [INAUDIBLE] AND OTHERS FROM ELEVATE PRE-K AND ELEVATE FLAGSTAFF. SO THAT CONTINUES TOMORROW AND I THINK FOR THE NEXT COUPLE OF DAYS.
