AS YOU'RE LIKELY AWARE, THERE IS AN AGENDA ITEM SET FOR DISCUSSION TODAY THAT HAS NOW BEEN MOVED TO THE JULY 5TH MEETING, SPECIFICALLY RELATING TO THE PURCHASE, INSTALLATION AND SUPPORT OF A PAID PARKING SYSTEM FOR FLAGSTAFF AIRPORT.

MY NAME IS DAN FITZGIBBON AND I'M A REGIONAL SALES MANAGER FOR SCHEIDT AND BACHMAN AND A LONGTIME RESIDENT OF PHOENIX, ARIZONA.

SCHEIDT AND BACHMAN IS BOTH A GLOBAL AND LOCAL LEADER OF AIRPORT PARKING SOLUTIONS.

IN FACT, OUR SOLUTIONS ARE INSTALLED AT ALL ARIZONA AIRPORTS WITH PAID PARKING SOLUTIONS INSTALLED, INCLUDING PHENIX, SKY HARBOR AIRPORT, MESA GATEWAY AIRPORT AND TUCSON INTERNATIONAL AIRPORT.

TIME AFTER TIME, ARIZONA AIRPORTS HAVE SOLICITED THE PURCHASE OF PAID PARKING SOLUTIONS, BUT HAVE REPEATEDLY SELECTED SCHEIDT AND BACHMANN FOR OUR INNOVATIVE AIRPORT SOLUTIONS AND INDUSTRY KNOWLEDGE.

ALTHOUGH WE FIRST REACHED OUT OVER TWO YEARS TO GO TO THE FLAGSTAFF AIRPORT TEAM AND CITY OF FLAGSTAFF PROCUREMENT TEAM, WE HAVE REALLY ONLY HAD SUBSTANTIAL COMMUNICATION WITHIN THE LAST WEEK. THE AIRPORT HAS RECEIVED A COPY OF OUR PROPOSAL, WHICH WE BELIEVE IS SIGNIFICANTLY LOWER, WHILE ALSO PROVIDING OVERALL BETTER SUPPORT FOR THE AIRPORT FOR YEARS TO COME. FURTHERMORE, SCHEIDT AND BACHMAN IS CONFIDENT WE CAN DELIVER THE MOST VALUE TO FLAGSTAFF TAXPAYERS.

SUMMER SOLSTICE IS UPON US.

IT IS THE LONGEST DAY OF THE YEAR AND A JOYOUS DAY IN THAT AS WE START THE SUMMER SEASON.

WHILE THIS DAY TYPICALLY BRINGS A LOT OF EXCITEMENT AND JOY AND A NEW CHANGE OF EVENTS OR SEASONS TO US ALL, IT ALSO COMES WITH A LITTLE BIT OF HARDSHIP FOR THOSE IN OUR POLICE DEPARTMENT.

ON THIS VERY DAY IN 2000, OFFICER JEFF MORRIS LOST HIS LIFE IN DUTY SERVING THE CITY.

JEFF HAD ONLY BEEN WITH THE CITY FOR ABOUT FOUR YEARS.

ALTHOUGH HE HAD A TEN YEAR TENURE AS A LAW ENFORCEMENT OFFICER.

HE WAS RESPONDING TO A NOISE COMPLAINT AND WAS SHOT.

SO I WANTED TO THANK YOU.

STACEY SHARE HIS PHOTO AND PERHAPS A QUICK QUOTE THAT I LIFTED FROM THE FLAGSTAFF LAW ENFORCEMENT ASSOCIATION THAT I THOUGHT WAS PRETTY PERSONAL, AND EVEN THOUGH THIS WAS NOW 22 YEARS AGO, KIND OF SHOWS WHAT KIND OF PERSON

JEFF WAS. BY THE WAY, HE ON TOP OF SERVING THE CITY AS A LAW ENFORCEMENT OFFICER.

HE WAS A FLAGSTAFF RESIDENT HIGH SCHOOL GRADUATE.

HE RAISED HIS FAMILY HERE.

AND THIS IS THE QUOTE.

JEFF WAS THE EPITOME OF WHAT A GREAT COP IS THOUGHT TO BE.

HE WAS ADVENTUROUS, HAD A GREAT SPIRIT, WAS COMPASSIONATE, INTELLIGENT AND HONEST.

HE OFTEN DONATED HIS TIME OFF DUTY WITH ELDERLY RESIDENTS WHERE HE HELPED CLEAR THE YARDS AND WITH MAINTENANCE, THEY COULD NOT DO THEMSELVES.

HE NEVER TOOK CREDIT FOR THESE THINGS, AND NO ONE WOULD HAVE EVER KNOWN HAD NOT FOR SOME OF THESE PEOPLE CALLED IN TO VOICE THEIR THANKS FOR HIS EFFORTS.

SO PARDON ME AGAIN FOR BREAKING PROTOCOL AND THANK YOU.

YOU KNOW, TYPICALLY, WE SPEND A LOT OF TIME RECOGNIZING ANNIVERSARIES AND PROMOTIONS AND ALL THE MANY ACHIEVEMENTS OF OUR FELLOW EMPLOYEES. BUT I THOUGHT IT WOULD BE APPROPRIATE THIS TIME TO RECOGNIZE WHO WAS THE VERY FIRST LAW ENFORCEMENT OFFICER FOR THE CITY OF FLAGSTAFF TO LOSE HIS LIFE IN ACTION.

THE MICRO TRANSIT PILOT HAS CONCLUDED THE BOARD VOTED TO CONTINUE WITH SERVICE IN THE HUNTINGTON CORRIDOR AND THE SERVICE TO THE AIRPORT WILL BE DISCONTINUED UNTIL THE FIVE YEAR PLAN IS COMPLETED AND FUNDING CAN BE IDENTIFIED.

AND I WILL BE ATTENDING THE COG REGIONAL COUNCIL MEETING THIS THURSDAY.

YESTERDAY I ATTENDED THE PARKS AND RECREATION COMMISSION MEETING AT THE AQUA PLEX IN A HYBRID FORMAT.

THE COMMISSION DISCUSSED A LONG LIST OF DEFERRED MAINTENANCE, WHICH OUR BACKLOG OF INFRASTRUCTURE REPAIRS IN TERMS OF EQUIPMENT AND ALONG THE LINES OF AMENITIES PARKING LOTS, PARKING LOTS.

AND THE FLAGSTAFF, AUBURN TRAIL SYSTEM SURFACING.

AND. PLAY STRUCTURE AND SPORTS COURT.

THE COMMISSION IS ALSO LOOKING INTO CREATING A NONPROFIT FRIENDS OF FLAGSTAFF, PARKS, RECREATION AND OPEN SPACE.

SO THAT'S TO PROVIDE FUNDING, SUPPORT AND VOLUNTEER SUPPORT FOR ALL THE THE INITIATIVE AND PROGRAMS. CARRIED OUT BY OUR PRO DIVISION.

ALSO ONGOING IS THE THORPE PARK ANNEX PUBLIC OUTREACH.

SO THE SURVEY IS LIVE.

THERE ARE THREE PROPOSED DESIGN CONCEPT AND IT'S ON THE FLAGSTAFF COMMUNITY FORUM ON THE CITY OF FLAGSTAFF WEBSITE.

AND AND NEXT MONTH IS PARKS AND RECREATION MONTH.

AND I BELIEVE TOMORROW PARKS AND RECREATION AND OPEN SPACE AND EVENTS WILL RESUME THE CONCERT IN THE PARKS.

I'LL JUST MENTION THAT LAST WEEK I WAS PART OF THE I'M ON THE COMMITTEE FOR THE ARIZONA LEAGUE OF CITIES AND TOWNS ON NEIGHBORHOOD SUSTAINABILITY AND QUALITY OF LIFE.

AND WE HAVE PUSHED FORWARD TO REINVIGORATE THE HOUSING TRUST FUND WITH THE STATE THAT HAD BEEN CUT TO TWO AND A HALF MILLION DOLLARS BACK IN 2009 FOR RECESSION MEASURES.

AND WE ARE PUSHING FOR A LARGER EXPANSION FOR THE HOUSING TRUST FUND FROM THE STATE TO ASSIST PARTICULARLY RURAL AREAS IN OUR HOUSING EFFORTS.

AND THIS WAS A TOUGH DECISION, BUT I DO READ THE APPLICATIONS AND I LISTENED CLOSELY TO WHAT THEY HAVE TO SAY IN THEIR WRITTEN MATERIALS.

AND I WAS VERY CONVINCED BY THE ARGUMENTS THAT BRUCE APLIN MADE, RETIRED NATIONAL PARK CHIEF RANGER, WHO'S LOOKING TO USE HIS RETIREMENT TO BRING A REALLY, REALLY NICE SKILL SET TO A GREAT SPOT, A GREAT SPACE, PUN INTENDED, AND LOOK FORWARD TO THE ADDITIONAL INSIGHT AND THE PROFESSIONAL INSIGHT THAT HE CAN BRING.

THE OPEN SPACES COMMISSION AND I WAS THE LIAISON FOR THE OPEN SPACES COMMISSION FOR THE PAST TWO YEARS, AND SO I NOMINATE BRUCE APLIN FOR THE FIRST OPEN SEAT AND I DON'T HAVE IT IN FRONT OF ME.

SO THIS WILL BE THE THIRD SORT OF RENEWAL, IF YOU WILL, OR THE THE THIRD, YEAH, RENEWAL.

THE POOL IS COMPRISED OF 77 MEMBERS AND A LOT OF THESE ARE SMALLER ENTITIES.

SO THIS PROVIDES A SMOOTHING EFFECT FOR THE MEMBERSHIP FEES, WHICH YOU CAN CONSIDER PREMIUMS, BUT THEY'RE CALLED MEMBERSHIP FEES IN OUR IN OUR AGREEMENT.

AND THOSE FEES ARE BASED PRIMARILY ON LOSS RUN, BUT THAT IS COMPRISED OF EXPOSURE, CONCENTRATION OF RISKS.

THE NCCI CODE FOR CLASSIFICATION OF EMPLOYEES PER POPULATION GROUP, FOR EXAMPLE, FIREFIGHTERS, POLICE OFFICERS, ADMINISTRATIVE STAFF, ET CETERA.

SO THAT'S HOW THAT THOSE MEMBERSHIP FEES ARE ARE DERIVED.

THERE ARE A NUMBER OF BENEFITS.

THEY ACTUALLY HAVE ABOUT 30 SERVICES THAT THEY PROVIDE TO US.

SO SORT OF AN EXTENSION, IF YOU WILL, OF THE RISK MANAGEMENT TEAM.

AND THESE ARE THE ONES THAT WE USE THE MOST OFTEN.

SO I WASN'T GOING TO LIST ALL 30, BUT BUT ONE OF THOSE THAT YOU'LL SEE UP THERE IS ONE OF THE BENEFITS IS AN ANNUAL DIVIDEND.

SO BASED ON OUR MEMBERSHIP FEES AT THE END OF THE YEAR, FORMULA BASED, THEY TAKE A LOOK AT OUR LOSS HISTORY AND AND EVERYONE ELSE'S.

AND THEN IF THEY'RE PRETTY STANDARD OF AN INSURANCE COMPANY, IF WE HAVE OVERPAID INTO THE INTO THE POOL, THEN THEY COME UP WITH A DIVIDEND THAT COMES BACK TO US.

AND THIS YEAR IN APRIL, THAT DIVIDEND WAS ALMOST 250,000.

SO WE HAD AN OUTSTANDING, OUTSTANDING YEAR HOPE TO CONTINUE THAT.

WE ELECTED TO TAKE THAT AS A CREDIT TOWARDS THOSE MEMBERSHIP FEES, WHICH WILL BE EFFECTIVE IN JULY.

BUT HERE'S WHAT YOU'RE REALLY INTERESTED IN.

I'M SURE AS OUR LIABILITY PACKAGE IS JUST A LITTLE BIT OVER $1,000,000, THIS WAS AN INCREASE OF 5% FROM THE PREVIOUS FISCAL YEAR DUE TO RATE INCREASES AND EXPOSURE CHANGES, BUT LISTED WHAT IT COVERS.

AND THEN OF COURSE, BASED ON THE TYPE OF COVERAGE LINE, THE DEDUCTIBLES AND THE PREMIUMS VARY, THE EXCESS COVERAGE.

AND I JUST PUT AN EXAMPLE, THERE IS LIKE NO FAULT SEWER BACKUP, OUR SEXUAL ABUSE AND MOLESTATION.

THERE'S A NUMBER OF EXCESS COVERAGES THAT WE CARRY THAT CAME TO A LITTLE OVER 130,000.

THAT'S ACTUALLY A DECREASE OF 11% BECAUSE THAT'S BASED ON BUDGET.

AND A LOT OF THAT IS PAYROLL.

AND THEN OUR WORKER'S COMPENSATION AND THIS IS AN ESTIMATE BECAUSE IT IS BASED ON PAYROLL AND THE NUMBER OF EMPLOYEES IN THOSE SPECIFIC CLASSIFICATION CODES, JUST UNDER 800,000 FOR A TOTAL OF $1.9226062 THERE.

WE ALSO HAVE TWO LINES OF COVERAGE NOT WITH AARP.

SO THESE ARE WITH CHUBB AND AON.

AARP DOES NOT COVER THAT LINE OF COVERAGE.

THEY'RE WORKING ON THAT, STARTING TO DABBLE IN THAT.

SO THOSE ARE FLOATED OUT TO A DIFFERENT CARRIER.

AVIATION IS AIRPORT SPECIFIC COVERAGE, SO A LITTLE OVER 15,000 FOR THAT.

AND THEN THE FOREIGN LIABILITY IS WHAT COVERS OUR EMPLOYEES THAT HAVE TO TRAVEL INTERNATIONALLY.

AND SO EVERY YEAR WE HAVE A HANDFUL OF VERY SMALL HANDFUL THAT TRAVEL ABROAD AND THAT INSURANCE LINE COVERS THEM.

AND THEN THERE'S A DEFERRED ACQUISITION COST OF 500.

SO THAT'S A TOTAL OF A LITTLE OVER 18,000.

NOW IN YOUR PACKET, YOU WILL HAVE SEEN THAT I ESTIMATED THAT TOTAL AT I THINK IT WAS FOR A LITTLE OVER 48,000.

THAT WAS AN ESTIMATE OF A THREE YEAR POLICY.

IT TOOK IT TOOK LONGER TO GET THESE QUOTES BACK FROM THE INSURANCE CARRIER THAN IT DID AARP.

SO I DIDN'T HAVE THAT NUMBER I HAD BASED IT ON A 17% INCREASE.

BECAUSE I KNEW WHAT WAS GOING ON IN OTHER INDUSTRIES ACROSS THE BOARD AND WHERE THOSE INCREASES WERE COMING.

JUST GENERALLY SPEAKING, WHEN WE GOT THE QUOTE BACK, THE THREE YEAR POLICY WAS A LITTLE OVER 54,000.

IT WAS A 32% INCREASE.

15% OF THAT INCREASE IS COMMISSION FEES.

SO WE ELECTED I TALKED WITH DIETRICH SAUER, WHO WAS ON VIRTUALLY.

WE DISCUSSED IT AND WE DECIDED THAT WE WOULD GO WITH THE ONE YEAR RENEWAL ON THAT, GIVING US TIME TO SHOP THAT FOR THE NEXT FISCAL YEAR.

SO THAT'S THAT'S WHAT WE CHOSE.

THEN NEW THIS YEAR, WE HAVE THE FIREFIGHTER CANCER REIMBURSEMENT FUND THAT IS MANAGED BY THE INDUSTRIAL COMMISSION OF ARIZONA THAT IS STRICTLY BASED ON MUNICIPAL POPULATION.

SO INSIDE THE CITY LINE.

SO I CIRCLED IT THERE.

YOU'LL SEE THEY HAVE THE POPULATION A LITTLE OVER 75,000.

I KNOW THAT IN THE NEW CENSUS COUNT, IT'S ABOUT 77,000, JUST UNDER 78,000.

SO I ANTICIPATE THIS NUMBER GOING UP FOR THE NEXT FISCAL YEAR WHENEVER THEY RECALCULATE.

BUT THIS YEAR'S FEE WAS JUST UNDER 200,000.

SO OVERALL, THE STAFF RECOMMENDATION, WE NEED INSURANCE, WE NEED COVER.

IT IS TO APPROVE THE ESTIMATED AMOUNT OF A LITTLE OVER 2 MILLION, $2,144,901, WHICH AGAIN IS LESS THAN WHAT I SUBMITTED BECAUSE OF THE AVIATION PIECE.

SO MY PRESENTATION TONIGHT WILL COVER 10A.

11A AND 12A RELATED TO THE ADOPTION OF THE CITY'S FISCAL YEAR 2022-2023 BUDGET AND PROPERTY TAXES.

SO HERE'S THE TIMELINE FOR THE CITY'S BUDGET ADOPTION.

SO TWO WEEKS AGO, ON JUNE 7TH, WE HAD THE TENTATIVE BUDGET ADOPTION.

TONIGHT, WE FIRST HAVE THE CITY'S PUBLIC HEARING RELATED TO THE BUDGET AND THE TAX LEVY, FOLLOWED BY THE FINAL BUDGET ADOPTION, BE IT OR BE A RESOLUTION.

AND THEN THE FIRST READ OF THE PROPERTY TAX ORDINANCE THAT SETS THE PROPERTY TAX RATE.

THEN IN TWO WEEKS, ON JULY 5TH, WE WILL HAVE THE SECOND READING AND ADOPTION OF THE PROPERTY TAX ORDINANCE OR YES, ORDINANCE.

SO THE CITY'S TOTAL FISCAL YEAR 2022 2023 BUDGET IS $540,887,795. THIS IS A $152 MILLION INCREASE OR A 39% INCREASE OVER THE PRIOR YEAR'S BUDGET.

AGAIN, MUCH OF THIS INCREASE IS RELATED TO CAPITAL PROJECTS THROUGHOUT THE VARIOUS FUNDS OF THE CITY, AS WELL AS AN INCREASE IN GRANTS BUDGETED.

THE CITY'S BUDGET IS BROKEN DOWN INTO FIVE FUND TYPES GENERAL FUND, SPECIAL REVENUE FUND, DEBT SERVICE, CAPITAL PROJECTS AND ENTERPRISE FUNDS.

THE GENERAL FUND PORTION OF THE BUDGET IS APPROXIMATELY $121.5 MILLION, OR 23% OF THE BUDGET.

SPECIAL REVENUE FUNDS MAKE UP $152,000,152.8 MILLION, OR 23% OF THE BUDGET.

SPECIAL REVENUE FUNDS INCLUDE FUNDS SUCH AS HER FOR THE HIGHWAY USER REVENUE FUND, TRANSPORTATION TAX PARK FLAG AND OUR BBB FUNDS OR OUR BED BOARD AND BEVERAGE FUNDS.

OUR DEBT SERVICE FUNDS MAKE UP $17.5 MILLION OR 3% OF THE BUDGET.

THESE FUNDS INCLUDE OUR GENERAL OBLIGATION BOND DEBT SERVICE AS WELL AS OUR PENSION BOND FUNDS.

NEXT, WE HAVE OUR CAPITAL PROJECT FUNDS FOR BOTH OUR GENERAL OBLIGATION BONDS AND OUR NON BOND FUNDED PROJECTS MAKING UP $49.1 MILLION OR 9% OF THE BUDGET.

AND LASTLY, WE HAVE OUR ENTERPRISE FUNDS THAT INCLUDE DRINKING WATER, WASTEWATER RECLAIMED WATER, STORM WATER SOLID WASTE, SUSTAINABILITY AND ENVIRONMENTAL MANAGEMENT, FLAGSTAFF HOUSING AUTHORITY AND AIRPORT, WHICH MAKES UP 100.

$199.9 MILLION OR 37% OF THE BUDGET.

INCLUDED IN THE CITY'S BUDGET IS THE FOLLOWING PROPOSED PROPERTY TAXES.

SO BASED ON COUNCIL DIRECTION THIS SPRING FOR A FLAT LEVY FOR THE CITY'S PRIMARY PROPERTY TAX, THE TOTAL PROPOSED CITY PRIMARY PROPERTY TAX IS JUST OVER $7.1 MILLION.

THIS LEVY DOES INCLUDE NEW CONSTRUCTION REVENUES OF $90,600 AND IS BASED ON AN AVERAGE ASSESSED VALUE ON EXISTING PROPERTY WITH AN INCREASE OF 3.4%.

BASED ON THE ASSESSED VALUE AND THE FLAT LEVY.

THE PROPOSED PROPERTY TAX RATE IS 0.6954 PER $100 OF ASSESSED VALUE, WHICH IS A RATE DECREASE OVER THE PRIOR YEAR'S RATE OF 0.7186.

THIS LEVY IS ALSO $435,892 BELOW THE MAXIMUM ALLOWED LEVY PER STATE STATUTE.

AND THE CITY'S PRIMARY PROPERTY TAXES ARE UNRESTRICTED.

REVENUES ARE INCLUDED IN THE CITY'S GENERAL FUND BUDGET.

THE SECOND PROPOSAL IS ON OUR SECONDARY PROPERTY TAX LEVY, WHICH IS BASED ON A FLAT RATE AT APPROXIMATELY $8.1 MILLION.

THIS IS AT A RATE OF 0.8000 PER $100 OF ASSESSED VALUE.

AND THIS IS A 4.7% INCREASE IN THE TAX LEVY PER STATE STATUTE.

THIS LEVY CANNOT EXCEED OUR ESTIMATED GENERAL OBLIGATION DEBT SERVICE PAYMENTS FOR THE FISCAL YEAR.

SO THIS SLIDE PROVIDES A FIVE YEAR HISTORY OF THE CITY'S PROPERTY TAX RATES.

AND AS YOU CAN SEE, THE CITY'S OVERALL PROPERTY TAX RATES HAVE DECREASED YEAR OVER YEAR FOR THE LAST FIVE YEARS.

FOR FISCAL YEAR 2020 223, THE MAXIMUM RATE ALLOWED WOULD HAVE BEEN 0.7379 PER $100 OF ASSESSED VALUE.

AND THE CITY'S PROPOSED RATE, WHICH IS EQUAL TO THE FLAT LEVY RATE IS 0.6954.

THE CITY'S PROPERTY ASSESSED, VALUATIONS INCREASED OVER THE PRIOR YEAR.

THE CITY'S LIMITED NET ASSESSED VALUATION INCREASED $4.7 MILLION OR 4.7%, WHICH DOES INCLUDE NEW CONSTRUCTION OF $13 MILLION.

AND THE FULL CASH VALUE INCREASED 3.5%.

THE COUNTY ASSESSOR'S OFFICE IS THE ONE THAT DETERMINES THESE VALUES.

AND THESE VALUES ARE BASED ON VALUATIONS DONE IN LATE 2000 OR 2020.

FOR THE TAX YEAR 2022.

PER STATE STATUTES, LIMITED ASSESSED VALUE IS BASED IS USED FOR THE CALCULATION FOR BOTH OUR PRIMARY AND OUR SECONDARY PROPERTY TAXES AS WELL AS LIMITED ASSESSED VALUE IS LIMITED TO A MAXIMUM OF A 5% INCREASE PER YEAR FOR MOST REAL PROPERTY.

SO HOW DOES THE CITY'S PROPOSED PROPERTY TAX RATES IMPACT OUR COMMUNITY'S PROPERTY TAXES? SO, FOR EXAMPLE, FOR A RESIDENTIAL PROPERTY WITH ASSESSED VALUE OF $100,000, ASSUMING NO INCREASE IN ASSESSED VALUATION FROM

AND IT ADDED SOME PARKING, BEDROOM, BATHROOM AND OTHER REQUIREMENTS.

ALSO ON MARCH 1ST OF THIS YEAR, THE CITY COUNCIL ADOPTED ORDINANCE 2022-04, WHICH MADE VARIOUS AMENDMENTS TO THE FLAGSTAFF CITY CODE, WHICH WE REFER TO AS THE RESIDENTIAL SUSTAINABLE BUILDING INCENTIVE.

AND THOSE AMENDMENTS INCLUDED REQUIRING ALL ELECTRIC DEVELOPMENT AND APPROVAL FROM THE SUSTAINABILITY DIRECTOR FOR WASTE REDUCTION AND MANAGEMENT PLANS IN ORDER TO QUALIFY FOR THE INCENTIVE. DURING THE MONTH OF MAY 2022, THE CITY RECEIVED PROP 207 CLAIMS ON BEHALF OF FOUR PARCELS OF LAND.

TWO WERE ON THE HOH AMENDMENTS, AND TWO WERE ON THE RESIDENTIAL SUSTAINABLE BUILDING INCENTIVE AND THE OWNERS OF THOSE FOUR PROPERTIES CLAIMED THAT AS A RESULT OF THOSE TWO AMENDMENTS, THE PROPERTIES LOST A COLLECTIVE $9.8 MILLION.

ARS12-1134, WHICH IS ALSO KNOWN AS PROP 207, PROVIDES THAT IF THE EXISTING RIGHTS TO USE, DIVIDE, SELL OR POSSESS PRIVATE, REAL PROPERTY ARE REDUCED BY THE ENACTMENT OR APPLICABILITY OF ANY LAND USE LAW ENACTED AFTER THE DATE THE PROPERTY IS TRANSFERRED AND SUCH ACTION REDUCES THE FAIR MARKET VALUE THAN THE OWNER IS ENTITLED TO.

AND SO THE FIRST PHASE REALLY DOESN'T IMPACT THE EXISTING BUS LAYOUT OR THE PARKING, WHICH IS ON THE SITE, WHICH IS PARK FLAGG PUBLIC PARKING.

AS LONG AS MOUNTAIN LINE IS PROVIDING THE SERVICE CAN RENEW FOR AN ADDITIONAL 50 YEARS AGAIN AS LONG AS IT'S STILL OPERATING AS A DCC AND THEY'RE NOT IN DEFAULT OF THE AGREEMENT OR THE CONDITIONAL USE PERMIT.

IT ALLOWS FOR THESE IMPROVEMENTS ON THE TWO AREAS I'VE DESCRIBED.

SO ONE AREA IS GOING TO BE AGAIN CONSTRUCTED AND MANAGED BY MOUNTAIN LINE.

THE OTHER AREA WILL KIND OF BE RESERVED FOR THE CITY AND PARK FLAGG.

I'VE TALKED ABOUT THE TWO PHASES.

PHASE ONE IS THE BUILDING ESSENTIALLY.

PHASE TWO INCLUDES THE NEW BEST PHASE PARKING RECONFIGURATION IN THE CIVIC SPACE.

OF THE AGREEMENT INCLUDES A FEE IN LIEU.

SO MOUNTAIN LION IS GOING TO PAY $4,200 FOR EVERY PARKING SPACE THAT'S IMPACTED EITHER LOST OR NEEDS TO BE RELOCATED.

AND SO WE'RE ESTIMATING THAT TO BE ABOUT 77 SPACES.

THE AGREEMENT SAYS IT WON'T EXCEED 80, AND SO THE CITY WILL RECEIVE COMPENSATION.

AND THE IDEA IS THAT MONEY CAN THEN BE USED TO PUT BACK THE SPACES.

SO ONCE PHASE TWO IS DONE, IT GETS RECONFIGURED.

AND SO THERE'S COMPENSATION TO PUT BACK SPACES AS WELL AS FOR LOST SPACES.

AGAIN, IT ALLOWS FOR THE CONSTRUCTION OF THE FLAG FLOOD CONTROL PROJECT.

INSTEAD, IT'S NOW GOING TO SAY THAT HABITAT WILL PAY THAT FEE.

IT WILL BE PAID BY THE HOMEOWNER TO HABITAT AND THEN HABITAT WILL GO AHEAD AND REMIT THAT TO THE HOA.

AND THAT IS REALLY TO PRESERVE THE INTEGRITY OF THE CC+RS AND MAKE SURE THEY'RE BEING FOLLOWED AND TO WARD OFF ANY POTENTIAL CHALLENGE TO THAT. AND SO AND IF THE HOMEOWNER DID REQUEST THAT THEY WANTED TO PAY THOSE FEES DIRECTLY THEMSELVES, FOR WHATEVER REASON, THEY WOULD HAVE THE OPPORTUNITY TO DO THAT.

OUR HOPE WOULD BE THAT AT THE TIME THAT WE THEN DECIDED TO USE THAT PROPERTY FOR SOME SORT OF AFFORDABLE HOUSING IF WE WANTED THE RESIDENTS TO BE PART OF THE HOMEOWNER'S ASSOCIATION AND ENJOY THOSE AMENITIES, THAT FEE WOULD HAVE TO BE PAID.

AND I THINK WE'D HAVE TO LOOK AT THE TIME AT WHAT THAT WOULD LOOK LIKE.

IF IT WAS RENTAL, IF IT WAS OWNERSHIP, IF IT WAS OWNERSHIP, IT WOULD PROBABLY BE THOSE INDIVIDUALS, IF IT WOULD BE A RENTAL.

ONE OF THOSE QUESTIONS WOULD BE RELATED TO WATER AND FIRE INFRASTRUCTURE, AND THE OTHER WOULD BE FOR HOUSING.

PROPOSITION 441 IS FOR THE INVESTMENT IN THE CITY'S WASTEWATER TREATMENT, STORM WATER FLOOD MITIGATION AND WILDFIRE SUPPRESSION INFRASTRUCTURE.

PROPOSITION 442 WILL SUPPORT THE CREATION OF RENTAL AND HOME OWNERSHIP OPPORTUNITIES IN FLAGSTAFF.

SO YOU WILL SEE HERE THE ENTIRETY OF THE QUESTION FOR PROPOSITION 441.

A COUPLE OF THINGS I JUST WANT TO SAY AS BACKGROUND AND CONTEXT FOR WHERE I'M COMING FROM WITH THIS REQUEST, IT HAS BEEN ON MY MIND THAT FLAGSTAFF DOESN'T HAVE MUCH OF A VERY LARGE PRESENCE IN THE HOLLYWOOD INDUSTRY OR OTHER FILMMAKING, AND JUST WANTING TO SUPPORT THE EFFORTS THAT ALREADY EXIST AND MAYBE EXPAND UPON THOSE EFFORTS.

WE KNOW THAT THE FILM INDUSTRY CAN BRING A LOT OF MONEY INTO A COMMUNITY.

THERE'S ALSO OTHER INTANGIBLES.

YOU KNOW, WHEN I WAS GROWING UP IN PRESCOTT, I REMEMBER SOME FILMS COMING THROUGH TOWN THE GETAWAY WITH ALEC BALDWIN AND KIM BASINGER FILMED IN PRESCOTT. I WAS ACTUALLY ON SET FOR THAT AND AN EXTRA IN THAT MOVIE IN MANY DIFFERENT SCENES.

I WAS IN HIGH SCHOOL.

THIS CASTING AGENT CAME TO OUR HIGH SCHOOL DRAMA CLASS AND ENCOURAGED EVERYONE TO COME INTO OUR OFFICE AND SIGN UP WITH HER.

I REMEMBER WATCHING IT IN THE MOVIE THEATER WHERE IN THEATERS BACK IN THE DAY IN PRESCOTT, WHERE I STILL HAVE THAT JIG IN MY HEAD ALL THE TIME.

IT WAS SUCH A FABULOUS MOMENT FOR THE ENTIRE AUDIENCE TO BE OOHING AND EYEING AND ALL THE SET PIECES AND THE LOCATIONS AND THE FAMILIAR PLACES AND EVEN SOME OF THE FAMILIAR PEOPLE.

AND THERE HAVE BEEN A COUPLE HOLLYWOOD MOMENTS FOR FLAGSTAFF, MOST NOTABLY, YOU KNOW, LITTLE MISS SUNSHINE AND FORREST GUMP.

BUT WHY CAN'T WE HAVE A LOT MORE OF THAT GOING ON? THERE'S SOME THINGS HAPPENING AT THE STATE LEVEL THAT ARE GETTING IN THE WAY OF THAT, BUT.

WHAT I DISCOVERED WHEN I STARTED LOOKING INTO THIS IS THAT THERE'S A LOT OF EFFORTS AND SYNERGY AROUND THE STATE RIGHT NOW TO CORRECT THE THINGS THAT ARE CAUSING HOLLYWOOD TO FLY OVER ARIZONA ON THEIR WAY TO NEW MEXICO TO TO FILM ALL THEIR LOCATION SHOOTING.

AND THIS ISN'T JUST ABOUT HOLLYWOOD.

IT'S ABOUT ANY PRODUCTION THAT'S COMING THAT'S LOOKING FOR A PLACE TO SHOOT ON LOCATION.

AND IT'S ABOUT SUPPORTING OUR OWN EMPLOYEES AND CREATING JOBS IN FLAGSTAFF.

SO AS I WAS LOOKING INTO THIS, OUR WONDERFUL CITY STAFF SORT OF DROPPED ME IN THE MIDDLE OF AN ONGOING CONVERSATION THAT WAS HAPPENING WITH MATTHEW EARL JONES.

HE'S THE FILM AND MEDIA DIRECTOR FOR THE ARIZONA COMMERCE AUTHORITY.

AND HE HAPPENS TO BE HE IS JAMES EARL JONES BROTHER.

SO IT WAS KIND OF COOL TO HAVE COFFEE WITH DARTH VADER'S REAL BROTHER.

WE HAD SOME WONDERFUL CONVERSATIONS.

WE HAD 104 VOLUNTEERS COME THIS SATURDAY TO HELP WITH SANDBAGGING, REPLACING THEM AS WELL AS FILLING MORE AND TOOK CARE OF JUST THIS SATURDAY.

14 HOMES OF OUR ELDERLY AND DISABLED COMMUNITY WHO NOW HAVE SANDBAGS SET UP, REPLACED, READY TO GO FOR A MONSOON SEASON.

I WILL NOTE TO THE PUBLIC THAT THERE IS GOING TO BE ANOTHER EVENT THIS SATURDAY 8 A.M.

TO NOON TO ALSO WORK ON SANDBAGGING EFFORTS.

THIS WILL BE AT KING STREET, 2625 KING STREET, WHERE THE COCONINO COUNTY HEALTH AND HUMAN SERVICES BUILDING IS.
