THE CITY OF FLAGSTAFF PARKS, PLAYGROUNDS, BALL FIELDS, URBAN TRAIL SYSTEM AND RECREATION CENTERS MAKE THE COMMUNITY AN ATTRACTIVE AND DESIRABLE PLACE TO LIVE.

CITY OF FLAGSTAFF PARKS AND RECREATIONAL FACILITIES CONTRIBUTE TO OUR ONGOING ECONOMIC VITALITY BY DRAWING VISITORS AND TOURISTS FROM THROUGHOUT THE REGION IN THE WORLD.

CITY OF FLAGSTAFF PARKS AND REC PROGRAMS POSITIVELY IMPACT THE SOCIAL, ECONOMIC, HEALTH, AND ENVIRONMENTAL QUALITY OF OUR COMMUNITY AND THE FLAGSTAFF URBAN TRAIL SYSTEM.

OPEN SPACES PROVIDE A WELCOME RESPITE FROM FAST-PACED HIGH TECH LIFESTYLES WHILE PROTECTING AND PRESERVING OUR NATURAL ENVIRONMENT.

FLAGSTAFF CITIZENS OF ALL AGES BENEFIT FROM THE WIDE RANGE OF RECREATIONAL PROGRAMS. THE MONTH OF JULY IS RECOGNIZED AND CELEBRATED THROUGHOUT THE NATION AS NATIONAL PARKS AND RECREATION MONTH.

I WANT TO PROVIDE THE RECOGNITION AND THANK ALL OF OUR CITIZENS AND BOND COMMITTEE MEMBERS.

BARBARA DAVIS IS ONE OF OUR RECREATION ASSISTANCE.

ARTHUR ULIBARRI IS ONE OF OUR RECREATION LEADERS, AND KIMBERLEY DAWSON IS ALSO ONE OF OUR LEADERS.

SO 25 YEARS PLUS, I BELIEVE WE HAVE THREE INDIVIDUALS FOR YOU TODAY THAT WILL FALL IN THIS CATEGORY.

PEARL IS ONE OF OUR SUPERVISORS OUT IN THE LIBRARY AND SHE'S RECOGNIZING TRISH POLACCA FOR HER 29 YEARS.

THEY WORK IN THE COUNTY LIBRARIES.

SHE'S BEEN WITH US AS A CHEERFUL PERSON.

OUR CUSTOMERS HAVE ALWAYS COMMENTED ON TRISH BEING FRIENDLY, AND ALWAYS HELPFUL.

SHE'S DEFINITELY KNOWN IN THE COMMUNITY, ATTENDING SCHOOL BOARD MEETINGS WITH HER HUSBAND, DELMAR AND OTHER SCHOOL SPORTS EVENTS.

SHE'S AWARE OF THE SCHOOL ACTIVITIES GIVEN THAT HER CHILDREN ARE STILL IN HIGH SCHOOL.

PEARL SHARES WITH US THAT SHE ENJOYS WORKING WITH TRISH ALL THESE YEARS AND THAT SHE'S AN EFFECTIVE TEAM PLAYER, AND TO THANK HER FOR ALL THE TIME THAT SHE SPENT THERE AT THE LIBRARY AND HER CONTINUING TO SHINE.

SO OUR NEXT EMPLOYEE THAT IS CELEBRATING 25 YEARS AND MORE IS ACTUALLY DEPUTY CHIEF MARK WILSON.

HE'S CELEBRATING 30 YEARS WITH THE CITY OF FLAGSTAFF.

HE WAS HIRED IN 1992 AS A FIREFIGHTER AND HAS SERVED IN RANKS OF ENGINEER, CAPTAIN, AND BATTALION CHIEF, AND BATTALION CHIEF OF TRAINING AND NOW OUR DEPUTY CHIEF BEGINNING IN 2020.

THE CONTRIBUTIONS THAT HE'S MADE TO THE ORGANIZATION IS WORKING ON THE CONCEPT AND DESIGN OF THE FIRE TRAINING FACILITY, WHICH HAS BEEN AN INSPIRATION FOR MANY OTHER FIRE DEPARTMENTS, AND ALSO PROVIDES INVALUABLE TRAINING FOR OUR NEWEST RECRUITS, LINE PERSONNEL, AND THE GREATER FLAGSTAFF REGION.

OUTSIDE OUR DEPUTY CHIEF WILSON HAS MANY ROLES: HUSBAND, FATHER, SPORTS COACH, CHURCH LEADER, HUNTER, AND FISHERMEN AND THE LIST GOES ON, ALL OF WHICH HE DOES WITH GREAT PRIDE AND COMMITMENT.

BUT WOULDN'T THAT BE FUNNY THOUGH TO SEE IF YOU COULD GUESS WHO THE PERSON IS, IF THEY HAD THEIR PICTURES [LAUGHTER] FROM WHEN THEY WERE FIRST HIRED.

IT WAS CERTAINLY FUN [OVERLAPPING] WHEN WE WERE CLEANING OUT EMPLOYEE FILES AND GOING BACK AND SEEING THE HISTORICAL PHOTOS FROM THAT REGARD.

PUBLIC SERVICE DEFINITELY RUNS IN THE WILSON FAMILY.

HIS BROTHER DAVE IS ONE OF OUR BATTALION CHIEFS, AND HIS SON KYLE WAS HIRED AS A RECENT FIREFIGHTER.

HE'S VERY PROUD OF MARK'S SUCCESSES AND SO VERY HAPPY TO CELEBRATE HIS 30 YEARS WITH THE CITY OF FLAGSTAFF.

HE'S DEFINITELY A CRITICAL COMPONENT OF OUR COMMAND STAFF.

HE'S DEVOTION TO THE DEPARTMENT AND THE TEAM IS EVIDENT EACH AND EVERY DAY THROUGH WHAT HE DOES TO SERVE OUR COMMUNITY AS WELL AS OUR ORGANIZATION.

HIS CREATIVITY, THEY TALK ABOUT IN ADMINISTRATIVE SUPPORT SERVICES HAS BEEN REMARKABLE IN AN IMPORTANT PART OF THE FIRE DEPARTMENT'S SUCCESS.

LASTLY, WE WILL SHARE WITH YOU TODAY ABOUT CATHLEEN HARRISON.

SHE IS ONE OF OUR DEPUTY COURT ADMINISTRATORS IN OUR MUNICIPAL COURT.

SHE BEGAN WORKING FOR THE CITY IN JULY OF 1989 AS A COURT CLERK.

THROUGH THE YEARS SHE'S PROMOTED TO SERVE AS COURT CLERK 2 AND ULTIMATELY THE DEPUTY COURT ADMINISTRATOR BEGINNING IN MAY OF 2001.

SHE CONTINUES TO SERVE IN THIS CAPACITY WHERE SHE OVERSEES COURT SERVICES.

SHE GETS THE LOVELY JOY OF SCHEDULING ALL OF THOSE JUDGES AND THE NUMBER OF TRIALS THAT THEY HAVE EACH AND EVERY DAY.

SHE'S EXTREMELY DEPENDABLE, HIGHLY RESPECTED, AND IS AN ESSENTIAL MEMBER OF THAT MUNICIPAL COURT.

IT'S AN ABSOLUTE PLEASURE FOR THEM TO HAVE HER ON THE COURT TEAM.

THEY APPRECIATE HER HARD WORK AND TO THANK HER FOR HER DEDICATION.

CONGRATS CATHLEEN ON HER 33 YEARS OF SERVICE.

SHE WOULD HAVE BEEN HERE TODAY, BUT SHE'S ACTUALLY ENJOYING A MUCH NEEDED VACATION, SO [LAUGHTER] AS MANY OF OUR EMPLOYEES, THAT'S A GREAT TIME TO TAKE THAT BREAK.

THE CITY MANAGER AND I HAD THE PLEASURE AND HONOR OF JOINING THE FLAGSTAFF FIRE DEPARTMENT AND THE FEW RETIREMENTS CELEBRATIONS THEY HAD BEGINNING LAST FRIDAY THROUGH THE MIDDLE OF LAST WEEK.

IT WAS AN INCREDIBLE EXPERIENCE WHEN YOU THINK ABOUT HOW MANY YEARS OF EXPERIENCE AND DEDICATION THESE THREE EMPLOYEES HAD, 103 YEARS THEY'VE BEEN SERVING OUR COMMUNITY, WHICH I THINK IS JUST PRETTY AMAZING.

WE TALKED ABOUT HOW THESE WERE THE LAST THREE EMPLOYEES THAT WE'RE CURRENTLY WORKING FOR THE FLAGSTAFF FIRE DEPARTMENT WHEN DEPUTY CHIEF WILSON JOIN THE TEAM, AND HE'S JUST NOW CELEBRATING HIS 30 YEARS AS WE JUST SAW.

WE WANTED TO TAKE A MOMENT AND TELL YOU ABOUT THESE THREE AMAZING EMPLOYEES, BEGINNING WITH FIRE CAPTAIN RAY GONZALEZ, WE TALKED ABOUT HIM JUST THE LAST MEETING TO CELEBRATE HIS JUNE WORK ADVERSARY.

WE LEARNED HE'S BEST KNOWN AS GONZO.

HE LATER PROMOTED AGAIN TO CAPTAIN IN 2008, AND THIS IS THE POSITION THAT HE'S HELD UNTIL HE RETIRED LAST WEEK.

HE SERVED AT STATION 4 AS YOU CAN SEE IN THIS PHOTO THAT WE'VE SHARED WITH YOU HERE.

THIS IS WHERE WE CELEBRATED GONZO AND HIS CONTRIBUTIONS TO FLAGSTAFF.

THIRTY-SIX YEARS WENT BY, I'M SURE, INCREDIBLY FAST AND WE HAD THE OPPORTUNITY TO MEET HIS FAMILY AND FOR THEM TO WISH HIM WELL IN HIS RETIREMENT.

THE ONE JUST PRIOR TO THAT WAS BATTALION CHIEF KRISTIN SMITH, SO WE GOT TO CELEBRATE HER LAST MONDAY.

SHE STARTED WITH OUR DEPARTMENT IN 1989 AND SERVED FOR 33 YEARS.

SHE BEGAN AS A FIREFIGHTER AND WORKED IN THAT ROLE FOR 13 YEARS WHEN SHE PROMOTED TO ENGINEER IN 2002, SHE BECAME A CAPTAIN IN 2005.

SHE THEN MOVED OVER TO BEING A FIRE MARSHAL, SO OFF THE TRUCKS AND INTO IT A LITTLE BIT DIFFERENT LINE OF WORK IN 2011 AND THEN BECAME A BATTALION CHIEF IN 2015.

SHE REMAINED IN THIS LEADERSHIP POSITION UNTIL SHE RETIRED LAST MONDAY, JUNE 27TH.

AGAIN, A LITTLE BIT TO GIVE YOU A GLIMPSE OF HOW WONDERFUL THIS CEREMONY WAS.

THIS WAS AT STATION 2, JUST RIGHT UP OFF OF PONDEROSA ACROSS FROM STARBUCKS.

IF FOLKS ARE MORE FAMILIAR WITH THAT.

SHE RECEIVED THE BUGLE FROM DEPUTY CHIEF BILLS, THEY RECEIVED A COUPLE OF DIFFERENT PLAQUES, SOME PICTURES WITH HER PEERS THERE OTHER BCS, PRESENTATION OF THE FLAG FROM THE HONOR GUARD IN SOME OF HER PEERS THAT HAVE WORKED WITH HER OVER THIS 30 PLUS YEAR CAREER.

CONGRATULATIONS TO BATTALION CHIEF SMITH.

THEN THE LAST WAS THE FIRST CEREMONY THAT WE ACTUALLY ATTENDED FOR DEPUTY CHIEF PAT STASKEY.

HE JOINED THE DEPARTMENT IN APRIL OF 1988, PROMOTED TO ENGINEER IN 1994.

HE LIKE KRISTIN, MOVED OFF OF THE FIRE TRUCKS INTO FIRE INSPECTION WHERE HE BECAME THE SUPERVISOR IN 1997, RETURNED TO SUPPRESSION SERVICES IN 1999, IS A FIRE CAPTAIN WHERE HE WAS FOR FOUR YEARS BEFORE HE PROMOTED TO BATTALION CHIEF.

FOR THE HOUSING COMMISSION, THEY DISCUSSED ADOPTION OF THE LAND ACKNOWLEDGMENT FOR FUTURE COMMISSION MEETINGS.

I REALLY WISH I COULD HAVE BEEN THERE FOR THAT DISCUSSION BECAUSE IT WAS SOMETHING THAT I RAISED WHEN THE COMMISSION HAD A JOINT MEETING WITH THE SUSTAINABILITY COMMISSION, AND AFTER OUR COUNCIL PRESENTATION FROM THE INDIGENOUS COMMISSION, I'M THRILLED TO SHARE THAT IT HAS BEEN ADOPTED UNANIMOUSLY BY THAT COMMISSION FOR INCORPORATION INTO THEIR FUTURE MEETINGS.

THEY ALSO RECEIVED AN UPDATE ON BOND RECOMMENDATIONS, CDBG AND RPA FUNDS, AND DISCUSS THE VACANCIES ON THE COMMISSION.

DEFINITELY KEEP RECOMMENDING FOLKS IF YOU POTENTIALLY CAN FILL ANY OF THE SEATS ON THAT COMMISSION TO APPLY IF YOU'RE INTERESTED IN ENGAGING WITH THE COMMUNITY AND CITY FOR HOUSING.

THERE IS ALSO GRATITUDE THAT WAS EXPRESSED FOR THE CURRENT COMMISSION MEMBERS THAT I WANT TO ECHO FOR THOSE COMMISSIONERS WHO HAVE PARTICIPATED IN DEDICATED THEIR TIME TO THE HOUSING COMMISSION THUS FAR.

THE TEAM HAS ACCOMPLISHED SO MUCH IN SUCH A SHORT PERIOD OF TIME AND SO MUCH GRATITUDE TO THEM AND TO THE HOUSING STAFF.

THEIR NEXT MEETING WILL BE IN AUGUST.

THEN FOR THE OPEN SPACE COMMISSION, NEW MEMBERS WERE INTRODUCED WITH THANKS FOR DEDICATING THEIR TIME AND COMMITMENT TO THE COMMISSION.

THEY REVIEWED THE OBSERVATORY MESA TRAIL PLAN PUBLIC REVIEW PROCESS, AND THE FIRST PUBLIC MEETING WAS ACTUALLY HELD LAST WEEK HERE IN CITY HALL.

IT WAS GREAT TO POP IN FOR THAT AND SEE THE PROCESS AS MEMBERS OF THE COMMUNITY SHARE THEIR INPUT ON THAT PLAN, AND ENHANCING AND EXPANDING TRAIL ACCESS THROUGHOUT THE AREA.

COMMUNITY MEMBERS ARE ENCOURAGED TO SHARE COMMENTS THROUGH THE COMMUNITY FORUM SURVEY, NOW THROUGH JULY 24TH.

THEY ALSO DISCUSSED WHAT I'M REALLY EXCITED ABOUT A FIELD TRIP OR FIELD TRIPS OUT TO THE AREA, OPEN SPACE PROPERTIES.

I BELIEVE IT WAS LANDED ON THAT THEY WOULD BE DOING SEVERAL TO MAKE IT EASIER FOR PUBLIC PARTICIPATION IF DESIRED, AND SPEND MORE MEANINGFUL TIME AT EACH.

THE NEXT MEETING FOR THAT COMMISSION IS GONNA BE JULY 25TH, AND WE'LL JUST WATCH FOR THE FINAL PLAN TO VENTURE OUT AND BE ABLE TO SHARE WHEN THAT MEETING IS GOING TO TAKE PLACE. THANKS.

HOWEVER SIX MILLION WAS OBTAINED BY MOUNTAIN LINE FROM THE STATE OF ARIZONA.

RECENT BUDGET APPROVED FOR THE DOWNTOWN CONNECTIONS CENTER.

HOWEVER, WE WILL REGROUP AS RURAL TRANSPORTATION AS ADVOCACY COUNSELING JUST FOR THE BENEFIT OF EVERYONE LISTENING.

THE RURAL TRANSPORTATION ADVOCACY COUNCIL IS MADE UP OF 11 RURAL METROPOLITAN PLANNING ORGANIZATIONS AND COUNCIL OF GOVERNMENTS ADVOCATING FOR STATE AND FEDERAL DOLLARS FOR OUR TRANSPORTATION PROJECTS LOCALLY.

WE HAD SUBMITTED A 50 MILLION REQUESTS TO FUND OUR RURAL PROJECTS THAT ARE LOCAL PROJECTS, AND WE HAD SUBMITTED 2.6 MILLION FOR LAUNDRY.

WE WILL CONTINUE TO WORK ON THIS AS WE WILL REGROUP.

THE RTA WILL HAVE STRATEGIC PLANNING COMING UP TOWARD THE END OF JULY.

THEN THE AIRPORT COMMISSION WILL BE MEETING NEXT WEEK, WE WILL HEAR BACK AND PROBABLY HEARD THE NEWS ABOUT UNITED AIRLINES.

THE ACFR IS REVIEWED BY AN INDEPENDENT AUDITOR TO PROVIDE REASONABLE ASSURANCE THAT THE FINANCIAL STATEMENTS ARE FREE FROM MATERIAL MISSTATEMENTS.

IN ADDITION, THE CITY ALSO OBTAINS AN ANNUAL SINGLE AUDIT, AS A CONDITION OF RECEIVING FEDERAL ASSISTANCE AND ACCESS OF $750,000.

THE PASSENGER FACILITY WAS DONE BY DECEMBER 31ST, AND THE LANDFILL AGREED UPON PROCEDURES BY FEBRUARY 28TH.

THE SINGLE AUDIT REPORT IS ISSUED MUCH LATER THIS YEAR FOR A VARIETY OF REASONS.

ONE, IS WITH A LOT OF THE NEW FEDERAL FUNDING THAT'S OUT, THE ACFR FUNDING, AS WELL AS ANY OF THE COVID FUNDING.

EVERYTHING THAT MOST THINGS THAT WEREN'T DEVELOPED TO REMOVE THOSE LOT LINES.

IT ALLOWED FOR THE CONSTRUCTION OF THOSE NEW MULTI-FAMILY RESIDENTIAL UNITS, WHICH ARE CURRENTLY UNDER CONSTRUCTION, THE BUILDING PERMITS WERE APPROVED IN NOVEMBER OF 2021.

WITH THOSE 40 UNITS PLUS SIX IS EXISTING TOWN HOMES, THERE'LL BE 46 UNITS TOTAL.

THE PURPOSE OF THESE REQUESTS, SO THE DEVELOPER WANTS TO TURN THOSE 40 NEW MULTIFAMILY UNITS INTO CONDOS THAT EACH ONE CAN BE SOLD INDIVIDUALLY.

HOWEVER, THE UNDERLYING TOWN HOME PLAT HAS TO BE UPDATED.

TODAY WE'RE REQUESTING ABOUT 102,000 IN WRITE-OFF FROM OUR MUNICIPAL BILLS, MISCELLANEOUS RECEIVABLES, SALES TAX ACCOUNTS, AND NON-SUFFICIENT FUNDS, CHECKS.

THIS IS JUST PART OF REGULAR BUSINESS PRACTICE FOR PEOPLE TO WRITE OFF THE RECEIVABLES OFF THEIR BOOKS FOR ACCOUNTS THAT ARE DEEMED UNCOLLECTABLE OR HIGHLY UNLIKELY TO RECEIVE FUNDING FOR.

WHILE THE AMOUNTS MUNICIPAL SERVICE ACCOUNTS DID INCREASE THIS YEAR A LITTLE BIT, WE KNEW THAT GOING INTO THE PROCESS AS WE WERE VERY LENIENT ON DISCONNECT NOTICES DURING THE COVID PANDEMIC.

WE'RE LEAVING THE WATER ON REGARDLESS OF PAST DUE AMOUNTS.

THIS WILL REFLECT A SLIGHTLY HIGHER AMOUNT OF UNCOLLECTIBLE ACCOUNTS IN THAT AREA BUT AS EXPECTED.

HOWEVER, IT IS STILL THE SECOND LOWEST OVER THE LAST FIVE YEARS SO OUR TEAM IS STILL DOING A GREAT JOB TRYING TO OUR BEST TO COLLECT ON THESE ACCOUNTS.

I JUST HAVE A COUPLE OF POINTS FROM THE LAST MEETING WE HAD ON JUNE 14TH.

JUST TO REITERATE SOME POINTS FROM THE GRANT.

WE BROUGHT THE PROJECT FORWARD TO THE WATER COMMISSION ON MAY 19TH, WHICH PASSED FIVE TO ONE.

WE BROUGHT FORWARD THE GRANT APPLICATION TO CITY COUNCIL ON JUNE 14TH AND HAD A GREAT DISCUSSION ABOUT THE PROJECT WITH YOUR SUPPORT TO SUBMIT THE APPLICATION.

WHAT WE DIDN'T REALIZE OR HAD JUST REALIZED THAT AT THAT TIME IS THE APPLICATION DID REQUIRE A RESOLUTION FROM THE CITY COUNCIL AS PART OF THE SUBMITTAL, AND WE HAVE 30 DAYS TO SUBMIT THAT FROM THE DATE OF THE APPLICATION.

THAT IS WHY WE'RE HERE TONIGHT AND I'LL INVITE STACY BRESLER NEXT TO SPEAK SOME OF THE MAIN POINTS OF THE RESOLUTION, WHAT IT DOES MEAN AND DOES NOT MEAN.

BUT SOME OTHER POINTS FROM THE APPLICATION, WE RECEIVED LETTERS FROM SUPPORT FROM THE NATURE CONSERVANCY, FRIENDS OF THE RIO DE FLAG ARIZONA GAME AND FISH, NAU PROFESSORS APE SPRINGER AND TOM WISDOM, COCONINO PLATEAU WATERSHED PARTNERSHIP, THE ASU KYLE CENTER FOR WATER POLICY, SENATOR CINEMAS, SENATOR KELLY AND CONGRESSMEN O'HALPERIN.

THERE IS A NEXUS WITH THE RIO DE FLAG WATERSHED PLAN.

WHEN YOU'RE APPLYING FOR THESE WATER-SMART APPLICATIONS, YOU GET POINTS WHEN THERE IS A NEXUS WITH OTHER PROJECTS THAT THEY'RE FUNDING OR IF THERE'S COLLABORATION GOING ON.

AGAIN, WE'RE MOVING THE DISCHARGE LOCATION THAT'S CURRENTLY AT THE RIO DE FLAG WATER RECLAMATION PLAN, WE ARE MOVING THAT ONE MILE FURTHER UPSTREAM TO TWO LOCATIONS AT SINCLAIR WASH AND BOW AND ARROW WASH. THAT'S ANOTHER MILE UPGRADIENT OF SIX GROUNDWATER WELLS THAT ARE ALREADY IN PLACE, SO THAT'S FURTHER TRAVEL TIME THROUGH THE AQUIFER TO THOSE WELLS.

WE'RE ALSO ALLOWING WATER RELEASED AT THE WILDCAT HILL WATER RECLAMATION PLAN.

THE OPPORTUNITY WE CAN WHEEL THAT WATER 3,000 ACRE-FEET A YEAR THROUGH THE PURPLE PIPE SYSTEM TO RELEASE AT THESE TWO POINTS, WE'RE CURRENTLY UNABLE TO DO ANYTHING WITH THE WILDCAT WATER AND IT'S A LARGE VOLUME OF WATER.

SOME BENEFITS OF THE APPLICATION JUST WE'RE SHOWING RECLAMATION THAT WE SUPPORT THEIR WATER SUPPLY PROGRAMMING EFFORTS BECAUSE WE'RE APPLYING FOR THIS GRANT.

THEIR EFFORTS ARE ALL ABOUT WATER EFFICIENCY, DROUGHT PREPAREDNESS, AND WATER REUSE.

WE DID NOT HAVE THESE PROJECTS IN OUR CIP, SO WE'RE ABLE TO LEVERAGE MONEY FROM THE WATER FUND TO BOLSTER OUR DROUGHT RESILIENCY.

NOW ON THE WATER QUALITY SIDE, I KNOW THERE ARE CONCERNS ON WATER QUALITY.

THE BUREAU OF RECLAMATION SHOULD BE RECEIVING FUNDING FOR ADVANCED TREATMENT PROJECTS.

WE'VE BEEN LOOKING FOR OPPORTUNITIES TO FUND AN ADVANCED TREATMENT PILOT STUDY.

IF WE HAVE THIS GRANT FOR DROUGHT RESPONSE, MAKES A GREAT NEXUS TO ADD ADVANCED TREATMENT AT ONE OR BOTH OF THESE LOCATIONS.

WE GOING TO WORK REALLY HARD ON THE WATER QUALITY SIDE FOR THE PILOT PROJECT.

LET'S SEE HERE.

THE OTHER THING I HAD A CONCERN ABOUT WAS THAT WE MIGHT BE INVESTING IN INFRASTRUCTURE THAT WE MIGHT NOT USE FOREVER.

IF WE WERE TO GO DIRECT TO POTABLE REUSE, YOU NEED A BACKUP IF THE PROCESS FAILS AND THAT WATER NEEDS TO BE DISCHARGED SOMEWHERE WHILE THE ISSUES BEING TAKEN CARE OF THAT COULD BE A SHORT-TERM ISSUE OR A LONG-TERM ISSUE DISCHARGING TO THE AQUIFER WHERE WE WOULD BUY THAT TIME, HAVE A DEMONSTRATED STORAGE FACILITY IS A GREAT BACKUP TO A PROJECT LIKE DIRECT POTABLE REUSE.

WILL LEARN A LOT FROM THIS PROJECT, BOTH ON THE CAPACITY OF STORAGE IN OUR AQUIFER AND POTENTIALLY ADVANCED TREATMENT.

AS I SAID, SOMETHING WE DID NOT KNOW ABOUT AT OUR LAST MEETING ON MAY 14TH IS WE NEED THIS RESOLUTION SO I'D LIKE TO INVITE STACY RECKRANAGSUP TO SHARE WHAT THAT MEANS.

WE'RE IN WHAT WE CALL THE PRE-AWARD PHASE, WHICH IS YOUR APPLICATION PHASE.

WHEN YOU GET TO THE AWARD PHASE, THAT'S THE TIME THAT YOU ACTUALLY HAVE TO NEGOTIATE YOUR GRANT AGREEMENT.

YOU CAN DECLINE YOUR GRANT IF YOU REALLY CHOOSE TO DO THAT.

IF FOR SOME REASON IT CHANGES YOUR PRIORITIES, YOUR GOALS, THINGS CHANGE, BUDGETS CHANGE, YOU HAVE AN OPPORTUNITY AT THAT AWARD PHASE.

WE DON'T LIKE TO DO THAT BECAUSE IT TAKES EVALUATORS TIME AT THE FEDERAL AGENCIES TO AWARD THAT AND GO THROUGH THAT PROCESS.

DOING IT MORE INTENTIONAL AS OPPOSED TO UNINTENTIONAL LIKE THE CITY HAS BEEN DOING FOR THE LAST THREE OR FOUR DECADES.

SO THIS WILL BE VERY INTENTIONAL.

IT WILL HAVE SCIENCE BEHIND IT.

AND I THINK IT'S VERY APPROPRIATE TO GO AND LOOK FOR GRANT DOLLARS TO HAVE SOMEONE ELSE PARTNER.

AND AS AARON MENTIONED, THE NEXT STEP OF THIS CONVERSATION IS NOT JUST WATER MANAGEMENT IS THEN WATER QUALITY STAFF IS ALWAYS BECAUSE OF THE WAY THE REGULATIONS ARE SETUP SEPARATED THOSE TWO CONVERSATIONS AND SO WE'LL BE LOOKING FOR HOW DO WE SOLVE THE WATER QUALITY QUESTION.

I JUST WANTED TO EMPHASIZE WHAT AARON HAS POINTED OUT THAT CECS AND CLEAN UP OF THE WATER IS STILL AN OPEN ISSUE.

ONE LITTLE ITEM CAME UP LAST WEEK, I THINK IT WAS, THAT WAS QUITE SIGNIFICANT AND THAT WAS THAT THE EPA SUGGESTS THAT A NEW LEVEL FOR THE PFOS, THE FLUORINE COMPOUNDS AND THEY DROPPED THE SUGGESTED LEVEL FROM 70 PARTS PER TRILLION.

WE ALWAYS THOUGHT THAT PARTS PER TRILLION WAS REALLY SMALL, AND THEY LOWERED IT TO 0.02 PARTS PER TRILLION.

SO THESE THINGS ARE HAPPENING AS I DISCOVER THEM, STUDY THEM.

THEN THEY LOWER IT, LOWER THE LEVELS AND THIS WAS LIKE 3,000 FACTOR OR 3,000 REDUCTION.

IT'S OUR VIEW THAT THIS RESOLUTION EXCEEDS THE INTENT OF COUNCIL AS DISCUSSED AT THE JUNE 14TH WORK SESSION AND SHOULD BE TRUNCATED SPECIFICALLY WHILE WE ACCEPT PART ONE OF THE RESOLUTION THAT AUTHORIZES THE GRANT APPLICATION, WE BELIEVE THE SECOND PART THAT AUTHORIZES THE ACCEPTANCE OF ANY RESULTING GRANT AWARD COMES A YEAR OR TWO EARLY,

HOWEVER, THERE WAS ALSO DISCUSSION OF SERIOUS CONCERNS BY THE FLAGSTAFF WATER GROUP AND SEVERAL COUNCIL MEMBERS ABOUT THE HEALTH RISKS OF COMPOUNDS OF EMERGING CONCERN CONTAMINATING THE COCONUT OIL AQUIFER AND THEN BEING ENTRAINED IN OUR POTABLE WATER SUPPLY.

THE DISCUSSION INCLUDED A REQUEST FROM THE [INAUDIBLE] FOR THE FLAGSTAFF WATER GROUP TO MAKE A PRESENTATION TO COUNSEL ON THE TOPIC OF CECS, WHICH WE AGREED TO DO.

YOUR JUNE 14TH DISCUSSION CONCLUDED WITH SUPPORT FROM THE COUNCIL TO PROCEED WITH THE GRANT APPLICATION.

AT THAT TIME, I JOINED WITH ANOTHER COUNCIL MEMBER TO SAY THAT THE PROPOSAL WAS A BAD IDEA.

AS I NOTED THEN I'M A STRONG SUPPORTER OF GETTING WATER BACK IN OUR STREAMS. I'M A STRONG SUPPORTER OF RECHARGING OUR AQUIFERS.

HOWEVER, IN THIS CASE, THERE ARE IMPLICATIONS THAT GO BEYOND THE OBVIOUS.

SHORTLY AFTER GETTING MY BACHELOR DEGREE IN MECHANICAL ENGINEERING, I STARTED WORKING ON AN ENVIRONMENTAL ENGINEERING DEGREE.

THE COURSES THAT I COMPLETED INCLUDED ORGANIC CHEMISTRY AND WATER CHEMISTRY.

I ALSO COMPLETED A COURSE IN INDUSTRIAL HYGIENE WHERE WE STUDIED THE EFFECTS OF VARIOUS COMPOUNDS ON THE HUMAN BODY.

MAYBE THAT IS WHY I TAKE THIS ISSUE SO SERIOUSLY.

I REALIZE THAT WE ARE CURRENTLY PUTTING RECLAIMED WATER INTO THE AQUIFER.

BUT THIS PROPOSAL WOULD PUT THE LESS THAN PURE WATER IN A PART OF THE AQUIFER WHERE IT WILL END UP IN OUR DRINKING WATER VIA RECOVERY DOWN GRADIENT OF THE RECHARGE POINT.

INDEED, THE PRIMARY PURPOSE OF THIS PROPOSAL IS TO GET THIS WATER INTO OUR DRINKING WATER SUPPLY.

I REALIZE THAT OUR RECLAIMED WATER IS RATED A PLUS.

THIS MEANS THAT THE WATER HAS BEEN FILTERED, THE BIOLOGICAL AGENTS ARE NEUTRALIZED, AND THE NITROGEN IS REMOVED.

HOWEVER, THERE ARE COMPOUNDS STILL IN WATER THAT POTENTIALLY COULD IMPACT THE ASSUMED PURITY.

THESE COMPOUNDS ARE CLASSIFIED AS COMPOUNDS OF EMERGING CONCERN OR CECS FOR SHORT.

THEY INCLUDE LOW BUT SIGNIFICANT CONCENTRATIONS OF PHARMACEUTICALS, PERSONAL CARE PRODUCTS, AND OTHER CONTAMINATES.

BOTH IN NATURE AND IN LABORATORY STUDIES, THERE'S EVIDENCE OF ENDOCRINE DISRUPTION, DEVELOPED MENTAL DISRUPTION, REPRODUCTIVE ABNORMALITIES, AND BEHAVIORAL DISRUPTIONS WITH EXPOSURE TO SEE CECS.

THESE CHEMICALS ARE SUBSTANTIALLY MORE POTENT THAN DIRECT ACTING CHEMICALS.

THEY ACT LIKE CATALYSTS.

MOST CHEMICALS THAT ACT DIRECTLY CAN BE CONTROLLED IN PARTS PER MILLION.

AS ONE OF OUR SPEAKERS NOTED TONIGHT, CHEMICALS THAT ACT AS CATALYSTS MUST BE CONTROLLED IN MUCH MORE VIGOROUS MANNER IN SMALL PARTS PER TRILLION.

EVEN IF A PLUS RECLAIMED WATER IS SAFE FOR IRRIGATION AND RELATED PURPOSES, WHEN IT COMES TO PRESERVING THE QUALITY OF OUR DRINKING WATER, I SUGGEST THAT WE TAKE A CONSERVATIVE APPROACH.

TO PROTECT THE HEALTH OF OUR PEOPLE, WE SHOULD BE VERY QUALITY PROTECTIVE OF OUR DRINKING WATER.

IN SUMMARY, WE SHOULD NOT EVEN RISK COMPROMISING THE QUALITY OF OUR DRINKING WATER.

JUST LAST WEEK, MOST OF THE COUNCIL MEMBERS TOWARD THE SCOTTSDALE WATER TREATMENT PLANT.

SCOTTSDALE HAS A VERY ACTIVE GROUNDWATER RECHARGE PROGRAM.

HOWEVER, SCOTTSDALE DOES NOT RECHARGE A PLUS WATER INTO THE AQUIFER.

THEY ONLY INJECT WATER THAT HAS GONE THROUGH ADVANCED TREATMENT.

THE SCOTTSDALE WATER TREATMENT STAFF THINKS THAT IT IS UNWISE TO PUT A PLUS WATER INTO THE AQUIFER.

AGAIN, THEY ONLY INJECT ADVANCED TREATMENT WATER INTO THE AQUIFER.

WHEN I ASKED WHY, I WAS TOLD THAT THERE WERE TWO REASONS.

ONE IS THAT THEY DO NOT WANT TO CONTAMINATE THE AQUIFER; AND SECOND, THEY BELIEVE THAT THE RECOVERY WELLS NEED LESS MAINTENANCE IF THEY ARE NOT SUBJECTED TO LOWER GRADE WATER.

CONSIDERING RATIONAL PLANNING, WE ARE PUTTING THE CART BEFORE THE HORSE.

THIS PROJECT WOULD DEDICATE RECLAIMED WATER BEFORE WE COMPLETE THE RECLAIMED WATER MASTER PLAN OF HOW RECLAIMED WATER SHOULD BE USED.

THAT SIMPLY IS BAD PLANNING.

THE PROPOSAL IS ALSO INCONSISTENT WITH THE RECOMMENDATIONS OF THE RECLAIMED WATER STAKEHOLDER GROUP, WHICH WAS SPONSORED BY THE WATER SERVICES DEPARTMENT.

IN SUMMARY, CONSIDERING THE POTENTIAL RISK TO THE QUALITY OF OUR DRINKING WATER, THE PROJECT SHOULD NOT BE DONE UNTIL OUR TREATMENT PROCESSES ADDRESS COMPOUNDS, EMERGING CONCERN.

WE NEED TO ADDRESS CECS BEFORE WE START PUTTING MORE RECLAIMED WATER INTO OUR DRINKING SUPPLY.

AT THIS POINT, I WOULD LIKE TO BRIEFLY DISCUSS SOME OF THE ARGUMENTS IN SUPPORT OF MOVING THE GRANT PROPOSAL FORWARD.

WHAT'S FRUSTRATING IS THAT THE STUDIES THAT BRAD PUT TOGETHER HAVE SHOWN THAT THE ALTERNATIVES ARE CHEAPER ON A DOLLARS PER GALLON BASIS.

IN ADDITION, RED GAP RANCH HAS TO BE PUT IN ALMOST ALL OF IT AT ONCE.

IT'S NOT SOMETHING THAT YOU CAN STAGE.

WELL, THE IPR, DPR ALTERNATIVE CAN BE DONE AND IT WAS STUDIED AS, I THINK, THREE PHASES.

SO YOU CAN START WITH A SMALL AMOUNT AND USE IT UNTIL YOU USE IT UP.

WITH RED GAP RANCH, IT'S GOING TO BE THE MOST EXPENSIVE WATER BECAUSE IT HAS TO BE PUMPED 40 MILES AND UP 2,000 FEET.

IT WILL ALWAYS BE THE MOST EXPENSIVE WATER UNTIL WE SEE WHAT HAPPENS WITH IPR, DPR.

BUT AS IT STANDS, YOU'RE NOT GOING TO USE THE WATER BECAUSE IT'S JUST TOO EXPENSIVE.

THE WORLD THAT IPR AND DPR IS MADE UP OF CHEMICAL ENGINEERS.

WE ARE SHOCKED BY THIS ORDINANCE FOR PURCHASE OF EASEMENTS FOR THE PROPOSED RED GAP RANCH PROJECT.

WE ARE SHOCKED BECAUSE THERE HAS BEEN NO DECISION TO PROCEED WITH THE PROJECT.

IN ADDITION, THE 14 YEARS LONG JACOB ENGINEERING STUDY IS INCOMPLETE, MEANING THERE'S NO FINAL COST ESTIMATE FOR THE PROJECT.

THE 2011 GUESS ESTIMATE WAS 265 MILLION.

THE FLAGSTAFF WATER GROUP IS ON RECORD SAYING THAT WE BELIEVE THERE ARE BETTER OPTIONS THAN RED GAP RANCH FOR FLAGSTAFF'S NEXT MAJOR WATER SUPPLY THAT'S BASED ON FINANCIAL, ENERGY AND WATER QUALITY CONSIDERATIONS AND THE LACK OF COMPARABLE STUDIES IF WHAT WE BELIEVE ARE BETTER ALTERNATIVES.

WE VOICED THOSE CONCERNS DURING A MARCH 11TH VIRTUAL MEETING WITH GREG CLIFTON, EDDY BERTHELSEN, BRAD HILL, AND AARON YOUNG.

A MEETING HELD IN ANTICIPATION OF YOUR MARCH 15TH COUNCIL MEETING, IN WHICH COUNCIL WAS ASKED TO AUTHORIZE A LETTER TO THE BUREAU OF RECLAMATION FOR HELP IN STUDYING RED GAP RANCH DEVELOPMENT.

I SUMMARIZE THAT VIRTUAL MEETING IN AN EMAIL TO ALL PARTICIPANTS AND TO ALL COUNCIL MEMBERS ON MARCH 12TH, AN EMAIL TO WHICH I RECEIVE NO CORRECTIONS.

REFERRING TO THE FLAGSTAFF WATER GROUP AND THE BUREAU OF RECLAMATION LETTER, I SAID, "WE WERE SIMULTANEOUSLY ASSURED THAT THE LETTER DOES NOT REPRESENT A DECISION BY THE CITY THAT RED GAP RANCH IS THE BEST PATH FORWARD FOR FUTURE WATER SUPPLIES AND THAT THE CITY WILL CONTINUE TO STUDY ALL ALTERNATIVES IN PARALLEL TO SUPPORT A FUTURE DECISION ON WHICH WATER SUPPLY BEST MEETS FLAGSTAFF'S NEEDS.

THE CITY EMPLOYEE IS FURTHER ASSURED US THAT THEY ARE SEEKING FOR FEDERAL INFRASTRUCTURE FUNDS TO STUDY OTHER WATER SUPPLY ALTERNATIVES, INCLUDING INDIRECT POTABLE REUSE, AND DIRECT POTABLE REUSE".

DESPITE THOSE ASSURANCES, THE ORDINANCE BEFORE YOU DOESN'T REFLECT THE BALANCED APPROACH PROMISED BY THE CITY MANAGER AND THE WATER SERVICES DIRECTOR, NOR DOES IT REFLECT THE SENSE OF COUNCIL ON MARCH 15TH IN WHICH YOU ADDED A CLAUSE TO THE BUREAU OF RECLAMATION LETTER ASKING THEM TO INCLUDE POTABLE REUSE IN THEIR STUDY.

THE FINAL MYSTERY OF THIS AGENDA ITEM IS THE DECLARATION OF WATER EMERGENCY TUCKED INTO THE 10TH WHEREAS OF THE RECITALS.

RIGHT NOW, WHAT WERE THE NARRATIVE THAT WE'RE GIVING TO THE FLAGSTAFF PUBLIC IS THAT WE'RE INVESTING IN RED GAP RANCH AS OUR FUTURE WATER SUPPLY.

THIS IS A ONE TIME OPPORTUNITY.

IF THE CITY DOES NOT ENGAGE IN THE PUBLIC AUCTION, WE TOTALLY LOSE THE OPPORTUNITY IN OBTAINING THESE EASEMENTS NOW.

WE ARE NOT DISCUSSING THE DESIGN, THE INFRASTRUCTURE, CONSTRUCTION OF THE PIPELINE OR EVEN THE INFRASTRUCTURE REQUIRED ON RED GAP RANCH PROPERTY.

I AM NOT A FAN OF THE IDEA OF PUMPING WATER 2,000 PLUS FEET 40 MILES AWAY AND ALL THE COST ASSOCIATED.

I KNOW I'VE BEEN RATHER AGAINST THE IDEA, BUT THE FACT IS ALSO THAT THIS WAS APPROVED BY VOTERS, RED GAP RANCH, IN THE EARLY 2000S AND WE NEED TO RESPECT THE VOTERS AND MAKE SURE THAT WE HAVE THIS AS AN OPPORTUNITY IN THE FUTURE.

AGAIN, IT WASN'T US LOOKING TO BUY UP ALL THIS LAND, IT WAS US REACTING TO THE FACT THAT THIS LAND WAS BEING AUCTIONED OFF BY THE STATE.

THEREFORE, I DO WANT TO KEEP THIS OPTION OPEN.
