YEAH AND THANK YOU, I WAS IN HIRING FOR ABOUT TWO YEARS AND TYPICALLY THE WAY BASIC TRAINING WORKS, WE'RE AN OUTSIDE AGENCY. WE'RE ABOUT 100 MILES FROM ANY POLICE ACADEMY AND 150 MILES FROM THE MAJORITY OF THE REST OF THE ACADEMIES IN ARIZONA. WHAT WE'D HAVE TO DO IS WE'D HAVE TO PUT IN THROUGH THOSE ACADEMIES FOR SEATS, AND THEN IF WE GOT SELECTED FOR THOSE SEATS, THEN WE WOULD SEND OUR RECRUITS TO THOSE ACADEMIES, AND SOMETIMES THAT DOES. THERE'S A REGISTRATION COST OR A TUITION COST FOR THE RECRUIT, AND THEN WE HAVE TO DO LONG TERM HOUSING FOR OUR RECRUIT, YOU KNOW, AND LIKE A VACATION RENTAL OR AN AIRBNB OUT OF STATE, WHICH GETS VERY COSTLY IN THE VALLEY IF YOU'RE TALKING, YOU KNOW, THE SPRING, THE FALL MONTHS DOWN THERE. SO, YOU KNOW, WE WEREN'T ALWAYS GUARANTEED SEATS IN THOSE ACADEMIES IN PHOENIX, AND THEN THE OTHER THE OTHER PORTION WAS WE REALLY HAD DIDN'T HAVE AS MUCH ACCOUNTABILITY OVER THE DAY TO DAY OPERATIONS OF OUR POLICE RECRUITS. AND THAT'S SOMETIMES LED TO TURNOVER OR PEOPLE RESIGNING THEIR JOB WHERE, YOU KNOW, US AS SUPERVISORS COULD HAVE MAYBE INTERVENED AND MAYBE HELP THAT RECRUIT ALONG THE WAY. MCCARTHY SAID, IS, YOU KNOW, IF THERE IS A PROBLEM, HOPEFULLY WE CAN INTERVENE, AND THEN ONCE WE TAKE A RECRUIT ON, THEY ACCEPT A JOB OFFER HERE WITH THE CITY. THEY GET EXPOSED TO THE CULTURES OF OTHER AGENCIES AND SOMETIMES THOSE RECRUITS ENDED UP LEAVING THE AGENCY FOR SOMETHING THEY SAW DOWN IN PHENIX AT THE BASIC TRAINING LEVEL. SO WE'RE HOPING IF WE KEEP OUR BASIC TRAINING, OUR PEOPLE ARE TRAINED HERE, THAT THEY'RE GOING TO BUY INTO OUR CULTURE FROM DAY ONE, AND POTENTIALLY. THANKS SO MUCH. THIS HAS TAKEN LITERALLY HUNDREDS OF HOURS AND HAS INCLUDED HUMAN RESOURCES, CITY MANAGERS, LEADERSHIP, EXTENDED LEADERSHIP AND THE EMPLOYEE ADVISORY COMMITTEE. WE HAVE ALSO BEEN THROUGH TWO BUDGET CYCLES. I WANT TO MAKE A VERY SPECIAL SHOUT OUT TO JESSICA VIGORITO AND TO BRANDI SUDA, OUR FINANCE DIRECTOR, WHO IS SERVING AS OUR INTERIM HR DIRECTOR AS WELL FOR THE COUNTLESS HOURS THEY HAVE SPENT ON THESE, AND ALSO A SHOUT OUT TO KEVIN FENZEL FROM THE CITY ATTORNEY'S OFFICE FOR HIS VALUABLE REVIEW. IN FISCAL 21, THE WORK WITH EVERGREEN SOLUTIONS BEGAN AND DISCUSSIONS WITH INTERNAL STAKEHOLDERS BASICALLY ENCOMPASS THE ENTIRE YEAR. WE ALSO TRANSITION TO THE NEW PERFORM EVALUATION PLATFORM IN FISCAL 22. [01:05:07] BASED ON OUR WORK WITH EVERGREEN AND THE BUDGET PROCESS, WE IMPLEMENTED THE ENTIRELY NEW PAY PLAN STRUCTURE, ADJUSTED OUR PAY RANGES TO MARKET BASED RANGES, ESTABLISHED A BUDGETED MERIT FUND AND IMPLEMENTED A COMPRESSION ADJUSTMENT. THIS WAS A HUGE AMOUNT OF LIFT AND ESTABLISHED A SOLID FRAMEWORK FOR MOVING FORWARD FOR FISCAL 23. WE CONTINUED WITH THE MIRROR BUDGET ADDITIONAL COMPRESSION ADJUSTMENTS AND ESTABLISHED A BUDGET FRAMEWORK FOR FUNDING ONGOING MARKET ADJUSTMENTS TO KEEP THE PAY PLANS HEALTHY. WE ALSO, OF COURSE, MADE A SIGNIFICANT IMPROVEMENT TO HEALTH INSURANCE COST SHARING AS PART OF OUR TOTAL COMPENSATION STRATEGY AND IMPLEMENTED AN EARLY ESTIMATED CPI ADJUSTMENT. NOW WE'VE REACHED THE STAGE OF ADOPTING THE UPDATED POLICIES. THE GOALS FOR THIS CURRENT FISCAL YEAR INCLUDE DEVELOPING A FRAMEWORK FOR A MERIT BASED PAY FOR PERFORMANCE SYSTEM BEGINNING IN FISCAL 24. ALL OF THESE ACTIONS, STARTING WITH THE EVERGREEN COMPENSATION STUDY, ARE INTENDED TO PROVIDE THE CITY WITH CONSISTENT AND COMPETITIVE COMPENSATION AND PERFORMANCE MANAGEMENT PROGRAMS TO SUPPORT RECRUITMENT AND RETENTION. NEXT SLIDE. WHEN YOU OPEN THE TRACK CHANGES DOCUMENT COUNCIL MEMBERS. IT MAY HAVE BEEN OVERWHELMING TO SEE ALL OF THE EDITS THAT HAVE BEEN MADE. WHILE SEVERAL OF THESE DO REFLECT CHANGES TO POLICY, A VAST NUMBER OF THEM ARE REALLY RELATED TO CLEANUP. THIS INCLUDES ITEMS SUCH AS MOVING TO GENDER NEUTRAL PRONOUNS, WHICH WERE ENDEAVORING TO DO IN ALL OF OUR COMMUNICATIONS. WE MADE A TON OF PROGRESS AND ALSO IN REDUCING DUPLICATION. BUT MORE WILL BE ACHIEVED WHEN THE TOTAL HANDBOOK IS COMPLETED. I'M EXCITED FOR THE NEW HR DIRECTOR TO HAVE THAT OPPORTUNITY. SOME OF OUR POLICIES CONTAINED LOTS OF PROCEDURAL LANGUAGE AND REFERENCES TO FOREIGN NAMES. WHILE POLICY DOES NOT CHANGE FREQUENTLY, FORMS AND PROCEDURES DEFINITELY DO. SO THINGS LIKE REFERENCES TO THE PERSONNEL ACTION FORM OR PROCEDURAL STATEMENTS LIKE AND THEN THE SUPERVISOR SIGNS THE FORM HAVE BEEN ELIMINATED. WE'VE ALSO MOVED TO CONSISTENT TERMINOLOGY AND UPDATED AND MADE EVERYTHING CURRENT THINGS LIKE REMOVING THE FLAGSTAFF METRO PLAN, WHICH IS NO LONGER PART OF THE CITY, AND REMOVING REZONE LANGUAGE THAT RELATED TO BROADBAND PAY RANGES. WE ALSO NEEDED TO MAKE A FEW REGULATORY UPDATES AND WE HAVE SOME EXAMPLES ON OUR NEXT SLIDE. THESE INCLUDE ITEMS SUCH AS THE FACT THAT PART TIME AND TEMPORARY EMPLOYEES MAY ACTUALLY BECOME BENEFITS ELIGIBLE UNDER BOTH THE AFFORDABLE CARE ACT AND ASRS THE ARIZONA STATE RETIREMENT SYSTEM. SO THERE WERE SEVERAL REFERENCES TO THOSE TO BE UPDATED. FIRE MOVED TO THE 106 HOUR SCHEDULE AND A 14 DAY WORK PERIOD SOMETIME AGO, AND SURE ENOUGH, WE CAUGHT A FEW OF THOSE REFERENCES IN THESE POLICIES THAT HAD NOT BEEN UPDATED. THE DEFINITION OF OUR REGULAR HOURLY PAY RATE WAS INCORRECT AND NOT COMPLIANT WITH THE FAIR LABOR STANDARDS ACT. NOW, THE GOOD NEWS IS WE WERE DOING THIS CORRECTLY. WE JUST DIDN'T GET THE POLICY UPDATED. THERE ARE A LOT OF PAY TYPES, SUCH AS AD PAYS THAT HAVE TO BE INCLUDED IN THE REGULAR RATE CALCULATION FOR OVERTIME PURPOSES. SO NOW THIS LANGUAGE WILL BE CORRECT. ADDITIONALLY, OVER TIME, EVEN WHEN IT'S NOT AUTHORIZED, MUST STILL BE PAID IF IT WAS WORKED BY AN EMPLOYEE. WE CAN COUNSEL EMPLOYEES FOR WORKING UNAUTHORIZED OVERTIME, BUT WE CAN NEVER WITHHOLD THEIR PAY. NEXT SLIDE, THANK YOU. SO THE ADOPTION OF THE NEW COMPENSATION PROGRAM LAST YEAR BROUGHT WITH IT SOME NEW TERMINOLOGY AND OF COURSE, ELIMINATED TERMS WE NO LONGER USE. THESE CHANGES ARE REFLECTED THROUGHOUT THE REVISIONS AS WELL. THE SALARY CALCULATION METHOD IS HOW WE DETERMINE A PAY OFFER. MORE DETAILS ON THAT IN AN UPCOMING SLIDE. MARKET ANALYSIS. THIS IS HOW WE UTILIZE MARKET DATA TO ASSESS OUR PAY RANGES AND MAKE ADJUSTMENTS AS THEY ARE IDENTIFIED TO MAKE SURE THEY REMAIN COMPETITIVE. INTERNAL HIERARCHY. WE UTILIZE THE ORGANIZATIONAL STRUCTURE WHEN PLACING POSITIONS INTO PAY RANGES AS WELL TO MAKE SURE THAT THEY FLOW WITH THE OTHER POSITIONS IN THE WORK GROUP [01:10:07] BUT ALSO ACROSS THE ORGANIZATION. OF COURSE, BROAD BANDS AND SKILL BASED PAY WERE BOTH ELIMINATED, SO ANY REFERENCES TO THOSE PAY STRUCTURES WERE DELETED, AND OF COURSE STEP PLANS WERE ADOPTED IN MULTIPLE AREAS. SO THAT LANGUAGE NEEDED TO BE ADDED. EXCITE. A PERCEIVED LACK OF CONSISTENCY IN THE ADMINISTRATION OF COMPENSATION HAD CONTRIBUTED TO THE CONTINUED EROSION OF NOT JUST SATISFACTION BUT ALSO TRUST AND CREDIBILITY OF THE CITY'S COMPENSATION PROGRAM BY OUR EMPLOYEES. THIS WAS REFLECTED REPEATEDLY DURING THE EMPLOYEE SURVEYS. WHILE, OF COURSE, INCONSISTENCY CAN PLACE US IN LEGAL JEOPARDY. JUST AS IMPORTANT IS THE CONFIDENCE OF OUR EMPLOYEES. A BIG CHANGE FOR US IS THAT ALL PAY CHANGES ARE BEING EFFECTIVE, ARE BECOMING EFFECTIVE ON THE FIRST DAY OF A PAY PERIOD. THIS IS HUGE FOR PAYROLL. SOME EMPLOYEE PAY IS VERY COMPLICATED DUE TO THE REGULATORY REQUIREMENTS OF HOW WE HAVE TO CALCULATE THE OVERTIME RATE TO ENSURE THIS DOESN'T PENALIZE MERIT INCREASES WHICH WERE EFFECTIVE ON AN EMPLOYEE'S ANNIVERSARY DATE. THE MERIT INCREASES NOW EFFECTIVE ON THE FIRST DAY OF THE PAY PERIOD IN WHICH THAT EMPLOYEE'S ANNIVERSARY FALLS. CLASSIFICATION DATES, EXCUSE ME. NOW, OUR POLICIES WILL BE CONSISTENT THAT WHENEVER AN EMPLOYEE IS CHANGING POSITIONS AND OR CHANGING SUPERVISORS THROUGH A TRANSFER, THEY WILL RECEIVE A NEW CLASSIFICATION DATE. THIS, IN TURN, CHANGES THEIR PERFORMANCE EVALUATION DATE TO THAT NEW DATE. THIS AVOIDS THE DILEMMA OF HAVING ONE PERFORMANCE EVALUATION PERIOD THAT SPANS TWO DIFFERENT JOBS AND TO ENSURE THE EMPLOYEES ARE NOT ADVERSELY IMPACTED IN THEIR MERIT, WE HAVE INCLUDED LANGUAGE AS TO WHEN A PRORATED MERIT AMOUNT IS ADDED OR A MERIT APPLIED IN THE CASE OF THE STEP PLANS. THE TERMS, MARKET ADJUSTMENT AND RECLASSIFICATION HAVE BEEN USED INTERCHANGEABLY, DEFINITELY NOT CONSISTENTLY. SO WE HAVE DISTINGUISHED THOSE IN THESE NEW POLICIES. A MARKET ADJUSTMENT IS SIMPLY WHEN IT'S IDENTIFIED. WE NEED TO CHANGE THE PAY RANGE THAT A POSITION IS PLACED ON. THE EMPLOYEES IN THAT POSITION ARE DOING THE SAME WORK. THE JOB DESCRIPTION DIDN'T CHANGE. TO MAINTAIN THE INTEGRITY OF THE COMPENSATION PLAN. IF A POSITION IS PLACED ON A HIGHER RANGE, ALL THE EMPLOYEES IN THAT POSITION ARE MOVED TO THE HIGHER RANGE AND THEY MAINTAIN THEIR COMPA-RATIO. YEP, THERE'S THAT COMPA-RATIO TERM AGAIN, IT MEANS THEIR RELATIVE POSITION IN THE RANGE. IF PERCHANCE THE MARKET ADJUSTED RANGE IS TO GO LOWER, WE DO NOT IMPACT CURRENT EMPLOYEES AND WE WOULD WAIT UNTIL THERE WERE NO EMPLOYEES IN THAT POSITION BEFORE MAKING THAT DOWNWARD RANGE ADJUSTMENT. ALTERNATIVELY, A RECLASSIFICATION IS WHEN A LEADER IDENTIFIES THAT A POSITION'S JOB DESCRIPTION DOES NEED TO BE UPDATED. THE DUTIES RESPONSIBILITIES, OFTEN EVEN THE MINIMUM QUALIFICATIONS MAY NEED TO BE CHANGED WHEN A MARKET ANALYSIS OF THE UPDATED JOB DESCRIPTION DETERMINES IT SHOULD BE PLACED ON A HIGHER RANGE, THEN THE EMPLOYEES IN THAT POSITION ARE RECLASSIFIED TO THAT HIGHER RANGE. SIMILAR TO A MARKET ADJUSTMENT. IF IT HAPPENS TO BE LOWER, THE CURRENT EMPLOYEES WOULD NOT BE IMPACTED. SO IN SHORT, NOW A MARKET ADJUSTMENT HAPPENS TO A POSITION AND A RECLASSIFICATION HAPPENS TO A PERSON. WE TOOK A SIMILAR APPROACH TO SORTING OUT WHEN IT'S APPROPRIATE TO USE ACTING PAY AND WHEN WE SHOULD DO A TEMPORARY PROMOTION. THEY'VE ALSO BEEN FREQUENTLY CONFUSED AND FRANKLY USED INTERCHANGEABLY. IN SHORT, A TEMPORARY PROMOTION IS FOR AN EMPLOYEE TO COVER A VACANCY FOR AT LEAST 30 DAYS. USUALLY IT'S MUCH LONGER. THE EMPLOYEE MEETS THE MINIMUM QUALIFICATIONS AND WILL BE PERFORMING 100% OF THE RESPONSIBILITIES FOR THAT POSITION. WE ALSO DETERMINED TO REQUIRE AN INTERNAL SOLICITATION OF INTEREST PRIOR TO APPOINTING A TEMPORARY PROMOTION. FOR TRANSPARENCY AND TO ENSURE CONSIDERATION OF ALL QUALIFIED AND INTERESTED INTERNAL STAFF, WHICH ADDRESSES ANOTHER AREA OF STAFF [01:15:07] CONCERN IN THE PAST. THE CITY WILL SOON BEGIN THE WORK OF DESIGNING THEIR PAY FOR PERFORMANCE SYSTEM BASED ON THE APPROVED MERIT BUDGET BEGINNING JULY 2024. THE PERFORMANCE PLATFORM IS ROBUST ENOUGH TO SUPPORT THAT GOAL. SO WE NEED ADDITIONAL EASEMENTS ON THEIR PROPERTY AND THOSE EASEMENTS ARE NEEDED FOR A WATER LINE AND KIND OF THAT NEXUS WITH WELL, CAN, CAN WE ACCESS THAT WATER LINE FOR WATER HAS ALWAYS BEEN KIND OF THIS THIS ISSUE THAT'S BEEN DIFFICULT TO RESOLVE. AND WE'VE BEEN MAKING SOME SERIOUS HEADWAY ON THAT, AND LAST LAST THAT COUNCIL WEIGHED IN ON THIS. THE GRANT RECIPIENTS OF 2021 TO 2022 AS WELL AS TOUCH ON THIS YEAR'S CYCLE. I WANT TO TAKE A QUICK MOMENT TO GIVE AN OVERVIEW OF THE GRANTS. THE NEIGHBORHOOD SUSTAINABILITY GRANT PROGRAM IS A COMPETITIVE GRANT THAT FUNDS COMMUNITY PROJECTS RELATED TO FOOD, WASTE, CLIMATE ACTION, RESILIENCE, BUILDING ENERGY, PUBLIC HEALTH AND TRANSPORTATION. ELIGIBLE APPLICANTS INCLUDE INDIVIDUALS, GROUPS OF INDIVIDUALS, COMMUNITY GROUPS, EDUCATIONAL GROUPS, AND NON-FOR-PROFIT ORGANIZATIONS WHOSE PROJECTS ARE WITHIN FLAGSTAFF CITY LIMITS. IN FISCAL YEAR 2022 2021, THE GRANTS HAD A TOTAL OF $25,000 IN FUNDING, AND APPLICANTS COULD APPLY FOR UP TO $2,000 IN FUNDING IN FISCAL YEAR 2021 TO 2022. COUNCIL VOTED TO APPROVE A BUDGETARY INCREASE OF A TOTAL OF $50,000 FOR THESE GRANTS. THE SUSTAINABILITY COMMISSION PUT TOGETHER A WORKING GROUP TO SUGGEST ADMINISTRATIVE CHANGES IN ORDER TO BETTER PROCESS THE INCREASE IN RECIPIENTS, INCLUDING INCREASING THE INDIVIDUAL AWARD AMOUNT OF UP TO $5,000 IN FISCAL YEAR 2022 2021. WE HAD A TOTAL OF 30 APPLICANTS THROUGH TWO CYCLES OF OUTREACH AND APPLICATIONS, 18 OF WHICH WERE FUNDED IN FISCAL YEAR 2021 TO 2022. LAST YEAR, WE STARTED HOSTING GRANT WORKSHOPS TO MAKE THE GRANTS MORE APPROACHABLE TO POTENTIAL APPLICANTS WHO MAY HAVE NOT WRITTEN A GRANT APPLICATION BEFORE. WE TEAMED UP WITH BEAUTIFICATION, ARTS AND SCIENCES, AND WE DISCUSSED THE REQUIREMENTS AND APPLICATION PROCESS FOR THE NEIGHBORHOOD SUSTAINABILITY GRANTS AND THE BEAUTIFICATION AND ACTION GRANTS, AND GIVE APPLICANTS THE OPPORTUNITY TO BRAINSTORM AND RECEIVE FEEDBACK ON THEIR IDEAS. WE HOSTED OUR FIRST EVER GRANT WORKSHOP ON SEPTEMBER 23RD, 2021, VIRTUALLY, AND JUST HELD ANOTHER VIRTUAL EVENT ON SEPTEMBER 1ST. WE HAVE AN UPCOMING IN-PERSON WORKSHOP AT THE EAST SIDE COMMUNITY LIBRARY ON SEPTEMBER 17TH, AND I'LL GO INTO THOSE DETAILS ON A LATER SLIDE. SO HERE ARE OUR 16 ORGANIZATIONS WHO HAVE COMPLETED THEIR PROJECTS AND JUST FINISHED GIVING THEIR FINAL REPORTS. I ABSOLUTELY LOVE WORKING WITH ALL OUR GRANT RECIPIENTS AND THIS IS ONE OF THE MOST EXCITING PARTS OF THE JOB. WE ARE SO THANKFUL FOR ALL THEIR HARD WORK BUILDING RESILIENCE FOR OUR COMMUNITY. THERE IS SUCH A DIVERSE ARRAY OF PROJECTS. THEY BUILD SO MUCH INTO THE SUSTAINABILITY DIVISION'S WORK AND I'M VERY EXCITED TO PRESENT THEM TO YOU TODAY. FIRST UP IS A NEW LIVING. THEY BUILT A LARGER, MORE ACCESSIBLE CHICKEN COOP AT THEIR FACILITY AND EDUCATED FAMILIES ON LOCAL FOOD AND PRODUCE AND HOW TO PREPARE MEALS WITH THE VEGETABLES THEY GROW AND THE EGGS THEY COLLECT. ROOTS MAKER FARM INSTALLED A HOOP HOUSE TO EXPAND THEIR MICRO GREEN GROWING OPERATION, WHICH ALLOWED THEM TO PROVIDE AN AVERAGE OF 40 TRAYS PER WEEK TO THE COMMUNITY THROUGH A CSA PROGRAM THE FLAGSTAFF COMMUNITY, LOCAL MARKET, LOCAL RESTAURANTS AND THE ARIZONA FOOD BANK NETWORK. KILLIP ELEMENTARY RECEIVED A GRANT TO INCREASE THE NUMBER OF SUPPLIES AND EQUIPMENT FOR THE KILLIP SCHOOL GARDEN IN ORDER TO GIVE ALL STUDENTS HANDS ON LEARNING OPPORTUNITIES AND INCREASE FOOD OUTPUT TO GO DIRECTLY BACK INTO THE SUNNYSIDE COMMUNITY. ADDITIONALLY, THROUGH THE PANDEMIC, STUDENTS ATTENDED VIRTUAL GARDENING CLASSES. SEEDS AND SUPPLIES WERE SENT HOME WHILE STUDENTS WERE COMPLETELY REMOTE. [01:45:01] THE ARBORETUM AT FLAGSTAFF INSTALLED AN EDUCATIONAL GARDEN TO DEMONSTRATE SEVERAL SUSTAINABLE PRACTICES ESSENTIAL TO SUCCESSFUL FOOD PRODUCTION WITHIN THE HIGH DESERT ENVIRONMENT, AND IF ESTIMATED, 4500 GALLONS OF WATER WERE SAVED BY USING DRIP LINE IRRIGATION WHEN COMPARED TO HOSE WATERING AND A TOTAL OF 39 HOURS OF EDUCATIONAL OPPORTUNITIES WERE OFFERED TO THE PUBLIC THROUGH 13 SESSIONS COVERING TOPICS SUCH AS SOIL AMENDMENT STRATEGIES, CROP ROTATION STRATEGIES, SEED SAVING, COMPOSTING SEASON EXTENSION AND WATER CONSCIOUS IRRIGATION METHODS. OAKLEY ANDERSON-MOORE SUPERYARD FARMS GOAL WAS TO DISTRIBUTE SEED PACKETS FOR NATIVE PLANTS THAT CAN BE EATEN AS GREENS AS WELL AS ALTERNATIVE NON-NATIVE PLANTS GROWN IN ANALOG CLIMATES TO NORTHERN ARIZONA IN AN INFORMATIONAL COLORING BOOK IN ENGLISH. SPANISH AND TO NAME. THEY SAVED AN ESTIMATED 6000 GALLONS OF WATER. MADE AN ORIGINAL COLORING BOOK WITH SEEDS AND DISTRIBUTED OVER 150 COLORING BOOKS AND 600 SEED PACKETS AT FREE EVENTS ACROSS FLAGSTAFF. DARRIEN BENALLY'S PROJECT AIMED TO PROMOTE FOOD SECURITY AND ENABLE COMMUNITY MEMBERS TO GROW THEIR OWN NUTRITIOUS GARDEN PLANTS AND LEARN THE IMPORTANCE OF EATING HEALTHY BY DISTRIBUTING BALCONY GARDENING KITS. SHE DISTRIBUTED 15 KITS TO DIFFERENT NATIVE HOUSEHOLDS ACROSS FLAGSTAFF AND REACHED 40 DIFFERENT COMMUNITY MEMBERS WITH WORKSHOPS ON GARDENING, CLIMATE CHANGE, SEED STARTING AND GROWING KIT PREPARATION. THE AZULITA PROJECT WORKS TO PROVIDE STUDENTS, TEACHERS AND STAFF WITH ACCESS TO EASY TO USE RECYCLING INFRASTRUCTURE IN SCHOOLS. STEFAN INTERNS FROM THE ACLU PROJECT, WILLOW BEND ENVIRONMENTAL CENTER AND MARSHALL STEM COORDINATOR MANAGED AND IMPLEMENTED THE BIN DISPERSAL. OVER 100 RECYCLING BINS WERE DISTRIBUTED TO TWO ELEMENTARY SCHOOLS, AND EACH NEW RECYCLING BIN WAS PAIRED WITH A TRASH BIN AND LABELED WITH CITY APPROVED SIGNAGE EXPLAINING HOW TO PROPERLY IDENTIFY THROWAWAY AND RECYCLABLE WASTE. THE BOYS AND GIRLS CLUB OFFERED AN ENVIRONMENTAL EDUCATION PROGRAM TO TEACH TEENS ABOUT CLIMATE CHANGE, SUSTAINABILITY AND FOOD WASTE AND TO PROMOTE COMMUNITY INVOLVEMENT. 20 CLUB TEENS AND 30 CLUB KIDS PARTICIPATED IN THE PROGRAMING, AND THEY EXPANDED THEIR GARDEN AREA IN THE BRANDON HOMES HOUSING COMPLEX, ADDING FOUR GARDEN BEDS AND A STAND FOR HERBS. THE CONGREGATION LEV SHALOM WAS ABLE TO TURN FOOD AND GARDEN WASTE INTO RICH SOIL AND DONATED THEIR FIRST HARVEST ON AUGUST TEN TO THE FAMILY FLAGSTAFF FAMILY FOOD CENTER. THE FIRST OF MANY DONATIONS. THE GOAL OF KILLIP ELEMENTARY AND THE COMMUNITY LEARNING CENTER WAS TO CREATE A CLUB FOR COLLECTING DONATIONS, REPURPOSING AND UPCYCLING COMPUTERS FOR DISTRIBUTION TO FAMILIES IN THE SUNNYSIDE COMMUNITY. STUDENTS IN THIS CLUB WERE TO ACTIVELY PARTICIPATE IN INSTALLING OPERATING SYSTEMS AND SOFTWARE. THEY WERE ABLE TO CREATE THE INFRASTRUCTURE FOR COMPUTER AND HARDWARE DONATIONS TO DISTRIBUTE TO ELEMENTARY FAMILIES AND OTHER COMMUNITY MEMBERS AND DONATED THREE MACHINES, ONE BOUGHT WITH GRANT FUNDS AND THE OTHER DONATED AND SUPPLEMENTED WITH GRANT FUNDS. THREADED TOGETHER, HOSTED A WORKSHOP SERIES FOR ADULTS AND TEENS, FOCUSED ON REPURPOSING RESPONSIBILITY AND RESILIENCE THROUGH HAND, QUILTING AND MENDING. THE GOAL WAS FOR PARTICIPANTS TO LEARN ABOUT TEXTILE WASTE AND SUSTAINABLE FASHION AND GAIN EMPOWERING SKILLS THAT WOULD ALLOW THEM TO MEND THEIR OWN CLOTHES AND CREATE QUILTS FROM REPURPOSED MATERIALS. THEY WERE ABLE TO TEACH SUSTAINABLE SEWING SKILLS TO 18 STUDENTS WHILE AWARDING FIVE FULL AND FOUR PARTIAL SCHOLARSHIPS FOR THESE WORKSHOPS. THEY ALSO CREATED A DIGITAL TUTORIAL ON SUSTAINABLE QUILTING, WHICH IS AVAILABLE FOR DOWNLOAD ON THEIR WEBSITE. FLAGSTAFF JUNIOR ACADEMY CREATED A CLIMATE ACTION PLAN TO HELP GUIDE THE SCHOOL COMMUNITY AND FURTHERED CLIMATE EDUCATION GOALS FROM THE PLAN BY PURCHASING SCIENCE KITS FOR USE IN THE CLASSROOM. THE PLAN RECEIVED APPROVAL BY THE GOVERNING BOARD OF FLAGSTAFF JUNIOR ACADEMY AND TARGETED AREAS INCLUDING EDUCATION, ENERGY, WATER, WASTE MANAGEMENT AND TRANSPORTATION. THE NORTHERN ARIZONA CLIMATE CHANGE ALLIANCE AIMS TO EDUCATE AND EMPOWER FLAGSTAFF COMMUNITY MEMBERS TO ENGAGE IN ISSUES AND SOLUTIONS AROUND CLIMATE CHANGE AND RESILIENCE TOPICS. THEY PROVIDED SEVEN EDUCATIONAL EVENTS TO NEARLY 350 PARTICIPANTS COVERING FOOD AND PUBLIC HEALTH CONNECTIONS TO CLIMATE CHANGE AND LOCAL CLIMATE IMPACTS, AND THEY DEVELOPED A WEB PAGE THAT ACTS AS AN ARCHIVE OF ALL EVENT RECORDINGS, PARTNERS, RESOURCES, AND WAYS TO GET INVOLVED. THE METEOR'S GOAL WAS TO IMPROVE CRATER COMMUNITY RADIO STUDIO AND PROVIDE EQUIPMENT TO LOAN TO REPORTERS, ALLOWING THEM TO EXPAND REPORTING AND PROVIDE MORE DIVERSE AND RELEVANT PROGRAMING TO FLAGSTAFF. [01:50:01] THEY WERE ABLE TO SET UP A BROADCAST RADIO STUDIO AVAILABLE TO THE PUBLIC, TRAINED 27 RADIO HOSTS ON BROADCASTING EQUIPMENT, OPERATOR OPERATION AUDIO EDITING TECHNIQUES AND INTERVIEW SKILLS, AND THEY CREATED THE CRATER COMMUNITY RADIO PHONE APP TO INCREASE LISTENERSHIP ACCESSIBILITY AND A NEW WEBSITE CREATOR RADIO.COM TO INCREASE CONNECTION, SPEED AND LISTENERSHIP. THEY ARE CURRENTLY AVERAGING 628 LIVE RADIO LISTENERS A MONTH AND THE RADIO ARCHIVE HAS RECEIVED 1573 TOTAL PLAYS AND 41,734 TOTAL MINUTES LISTENED. TOWNSITE URBAN FARM MADE IMPROVEMENTS TO THEIR HOOP HOUSE TO EXTEND THE GROWING SEASON AND OPTIMIZE LAND USE FOR GROWING PRODUCE IN AN URBAN SETTING. PROVIDE ORGANICALLY GROWN PRODUCE TO THE COMMUNITY AND PROVIDE COMMUNITY EDUCATION ON SUSTAINABILITY PRACTICES, INCLUDING URBAN FARMING AND HIGH ALTITUDE COMPOSTING, RAISING BACKYARD CHICKENS AND WASTE REDUCTION. THEY INSTALLED A SOLAR SYSTEM THAT POWERS FANS IN THE HOOP HOUSE, ADDED A GRAVEL PATH TO IMPROVE ACCESSIBILITY TO THE FARM, GAVE URBAN FARM TOURS TO OVER 40 COMMUNITY MEMBERS, AND DONATED OVER 25 POUNDS OF PRODUCE TO COMMUNITY MEMBERS AND A LOCAL NONPROFIT ORGANIZATION , AND LASTLY, SILAS AIKEN. HIS PROJECT GOAL WAS TO GROW ALL GARDEN VEGETABLES ALMOST EXCLUSIVELY WITH RAINWATER AND LAUNCH AN URBAN FARM BUSINESS AND GARDEN HUB FOR THE COMMUNITY. HE WAS ABLE TO SAVE AN ESTIMATED 4000 TO 8000 GALLONS OF WATER SOLD AND DONATED OVER 70 BAGS OF GARDEN GREENS AND SOLD AND DONATED OVER 70 GARDEN STARTS. THANK YOU AGAIN TO ALL THE FISCAL YEAR 2022 2021 RECIPIENTS. ALL THE WORK HAS MADE A HUGE IMPACT ON THE SUSTAINABILITY AND RESILIENCE IN OUR COMMUNITY , AND HERE OUR RECENT FISCAL YEAR, 2021 TO 2022 RECIPIENTS WHO ARE WORKING ON THEIR PROJECTS NOW, AND WE'LL BE GIVING THEIR FINAL REPORTS NEXT YEAR TO HIGHLIGHT AND GIVE AN OVERVIEW OF JUST A FEW OF THESE EXCITING PROJECTS. LIMINAL FLAGSTAFF IS WORKING TO OFFER PAY WHAT YOU CAN, NUTRITIONALLY CONSCIOUS VEGETARIAN MEALS THROUGH A COMMUNITY FRIDGE AND OFFER A FREE SPACE TO PREPARE AND STORE FOOD FOR THE UNSHELTERED POPULATION. A SPACE TO TRAIN COMMUNITY MEMBERS ON NUTRITION AND FOOD PRODUCTION, AND A CONSISTENT SPACE TO HOLD LARGE SCALE COMMUNITY POTLUCKS. SUPER YARD FARMS IS AIMING TO TURN RESIDENTIAL PINE TREE DEBRIS INTO CLIMATE CHANGE, MITIGATING BIOCHAR AND MULCH, AND PROVIDE A SERIES OF EDUCATIONAL WORKSHOPS THAT PROVIDE INFORMATION WITH FREE MULCH AND BIOCHAR TO LOCAL GARDENERS AND SMALL SCALE FARMERS TO USE IN CARBON SEQUESTRATION AND DRY FARMING TECHNIQUES, AND LEFTY LUCEY BIKES IS PROVIDING AN ON GOING COMMUNITY BIKE BUILDING AND BIKE REPAIR POP UP EVENTS IN PARTNERSHIP WITH ORGANIZATIONS THAT TARGET LOW INCOME RESIDENTS IN OUR COMMUNITY. LASTLY, I WANTED TO LET YOU ALL KNOW THAT THIS YEAR'S GRANT CYCLE HAS BEGUN. APPLICATIONS FOR OUR FISCAL YEAR 2022 TO 2023 NEIGHBORHOOD SUSTAINABILITY GRANTS ARE NOW OPEN THROUGH SEPTEMBER 30TH. OUR NEXT GRANT WORKSHOP IS SEPTEMBER 17TH, FROM 10 A.M. TO 12:00 PM AT THE EAST SIDE COMMUNITY LIBRARY, AND TO GIVE YOU AN IDEA OF THE TIMELINE, THE SUSTAINABILITY COMMISSION WILL EVALUATE APPLICATIONS THROUGH THE MONTH OF OCTOBER AND DETERMINE THE RECIPIENTS IN THEIR MEETING ON NOVEMBER 17TH. WE WILL BEGIN MEETING WITH THIS YEAR'S RECIPIENTS AND PROCESSING FUNDING IN DECEMBER, AND RECIPIENTS WILL LIKELY SEE THOSE FUNDS AND BEGIN WORK IN JANUARY. SO I'M JUST HERE TO SHARE SOME GRATITUDE TO THE COUNCIL TONIGHT FOR THE NEIGHBORHOOD SUSTAINABILITY GRANT PROGRAM. THESE FUNDS, AGAIN, HELP SUPPORT OUR SUSTAINABLE SEWING WORKSHOP SERIES, WHERE WE GOT TO GATHER WITH COMMUNITY MEMBERS IN A SAFE WAY, WHICH FELT WILD DURING ALL THE COVID FUN TIMES LAST FALL AND WINTER, AND SO WE GOT TO GET TOGETHER. I SPECIFICALLY TAUGHT THE SUSTAINABLE QUILTING WORKSHOP. WE WORKED WITH SHARON'S ATTIC, WHO DONATED THE FUNKIEST BOX OF MATERIALS FOR OUR WORKSHOP SERIES. AND SO WE HAD SOME GOLD LAME' SHOWER CURTAINS AND SOME OLD MAYBE STAINED FLORAL SHEETS, AND MY GROUP OF [01:55:02] QUILTING STUDENTS WERE JUST SO CREATIVE AND CAME UP WITH THE MOST BEAUTIFUL QUILTS, TAKING THESE MATERIALS THAT WERE ABSOLUTELY DESTINED FOR THE LANDFILL AND TURNING THEM INTO TREASURES. SO THE FINANCIAL SUPPORT WAS SO IMPORTANT FOR THE SUCCESS OF THIS PROGRAM. A BIG TENET OF OUR ORGANIZATION IS TO IMPROVE ACCESSIBILITY OF QUALITY ARTS PROGRAMING, AND SO THIS GRANT ALLOWED US TO OFFER FULL AND PARTIAL SCHOLARSHIPS SO THAT ANYONE COULD ATTEND. WE ROUTINELY SEE IN THE COMMUNITY THAT WE SERVE THAT AT LEAST 50% OF OUR PARTICIPANTS REQUIRE SOME SORT OF SCHOLARSHIP, AND THAT'S, OF COURSE, WHAT WE SAW FOR THESE WORKSHOPS, TOO. SO 50% OF THE PEOPLE THAT WE SERVED WOULD NOT HAVE BEEN ABLE TO ATTEND THESE WORKSHOPS WITHOUT THE SUPPORT OF THIS GRANT FUNDING. I THINK WITH ALL EVERYTHING GOING ON WITH COVID AND THE CHALLENGES OF THAT, OBVIOUSLY AND INFLATION, IT JUST FELT REALLY GREAT TO BE ABLE TO NOT ONLY ADEQUATELY PAY OUR STAFF FOR THEIR TIME AND EXPERTISE AND IN HOSTING THESE WORKSHOPS AND DOING ALL THE PROMOTION AND EVERYTHING, BUT ALSO TO JUST HELP PEOPLE ACCESS THIS REALLY FUN AND JOYFUL OPPORTUNITY TO BE CREATIVE AND CONNECT WITH OTHER PEOPLE IN THE COMMUNITY. SO WE HAD A LOT OF GREAT FEEDBACK FROM THE PROGRAM AND WE'RE GOING TO USE OBVIOUSLY ALL OF THE CURRICULUM AND MATERIAL THAT WE CAME UP WITH DURING THIS PROJECT TO CONTINUE TO OFFER THESE WORKSHOPS SO THAT WE CAN REALLY JUST SPREAD OUR LOVE OF SUSTAINABLE SEWING WHILE REALLY TRYING TO INSPIRE PEOPLE TO MAKE WHAT THEY NEED AND MEND WHAT THEY HAVE AND JUST KIND OF REDUCE OUR CONSUMPTION AND WASTE ALTOGETHER. SO JUST A HUGE THANK YOU TO THE COUNCIL AND THIS PROGRAM. IT REALLY MEANS A LOT TO US, ESPECIALLY TO US, A LITTLE KIND OF ON THE SMALLER SIDE, NONPROFITS OUT THERE, THESE $2000 GRANTS MAKE A REALLY BIG DIFFERENCE FOR US. SO THANK YOU.
