CALLING TO ORDER OUR SPECIAL MEETING.

NOTICE THE PUBLIC THAT WE MAY GO AND VOTE TO GO INTO EXECUTIVE SESSION FOR LEGAL ADVICE ON ANY OF THE AGENDA ITEMS. AGENDA ITEM TWO CONSIDERATION AND ADOPTION OF ORDINANCE NUMBER 2022-29 NORTON OF THE CITY.

CITY COUNCIL OF THE CITY OF FLAGSTAFF AMENDING SECTION 1-07-0010005 SALARIES OF THE FLAGSTAFF CITY CODE AND ESTABLISHING AN EFFECTIVE DATE.

SHANNON. GOOD EVENING, MAYOR AND COUNCIL.

SHANNON ANDERSON, YOUR SENIOR DEPUTY CITY MANAGER.

WE REVIEWED THE PRESENTATION LAST WEEK, BUT I CERTAINLY HAVE IT ACCESSIBLE IF WE WANT TO REFER TO THAT OR THE ORDINANCE.

BUT I'M HERE TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.

THANK YOU. I DO HAVE ONE SUGGESTION I WANT TO PROVIDE THAT WOULD ALLOW ME TO FEEL VERY COMFORTABLE WITH VOTING UNANIMOUSLY ON THIS, AND THAT IS THAT WE ADD A SUBSECTION ON TO THESE COUNCIL SALARIES THAT STATES THAT WE PLACE A WEEKLY UPDATE ON OUR ACTIVITIES AS INDIVIDUAL COUNCIL MEMBERS, SIMILAR TO HOW I POST EVERY WEEK MY CALENDAR THAT WILL JUST ALLOW THE PUBLIC TO SEE AND HOLD OURSELVES ACCOUNTABLE TO THE ACTIVITIES THAT WE ARE DOING IN A WEEK.

IT WOULD BE VERY SIMILAR TO WHAT I'M ALREADY POSTING.

COUNCIL MEMBER SHIMONI MAYOR THANK YOU.

I APPRECIATE THAT.

I WILL SAY I STRUGGLE WITH THAT REQUEST.

NOT THAT I DON'T BELIEVE THAT WE DON'T WANT TO BE TRANSPARENT.

IT'S JUST AN ADDED LEVEL LAYER OF WORK THAT I THINK NEEDS TO BE FURTHER VETTED.

I'M OPEN TO IT.

I LIKE TO MAYBE SEPARATE THAT FROM THE PAY DISCUSSION AND MAYBE DO THAT THROUGH THE LENS OF JUST COUNCIL COMMUNICATION.

YOU KNOW, MAYBE SOMETHING THAT CAN BE TIED TO THE CITY MANAGER REPORT PERHAPS, OR I'M JUST THROWING IDEAS OUT.

I HAVEN'T THOUGHT ABOUT IT TOO MUCH, BUT I MEAN, I'M OPEN.

I'M CURIOUS TO HEAR WHAT OTHER COUNCIL MEMBERS THINK, BUT I LIKE TO KEEP IT FOCUSES ON THE PAY TONIGHT.

WELL, SINCE THE PAY IS TIED TO THE EXPECTATION OF A FULL TIME WORKLOAD, I FELT THIS WAS A POOR PERIOD.

I SPOKE TO CITY ATTORNEY AND HE SAID THAT HAVING A SUBSECTION ON THERE, JUST SAYING WE POST THE WEEKLY ACTIVITIES, WHICH WILL TAKE LESS THAN 5 MINUTES A WEEK WOULD BE SOMETHING THAT WOULD BE BEFITTING OR ALLOWABLE WITHIN THIS PARTICULAR ORDINANCE.

CITY ATTORNEY MR. MAYOR, THANK YOU. I APPRECIATE IT.

MAYOR AND COUNCIL. THE INCLUSION OF A SECTION IN THE SALARIES WOULD NOT BE THE BEST FIT.

IT'S SOMETHING THAT COULD BE PERMISSIBLE.

BUT THAT SAID, IT IT I THINK, COULD PROBABLY FIT SOMEWHERE ELSE IN MAYBE COUNCIL DUTIES OR SOMETHING ALONG THOSE LINES, BUT IT STILL COULD BE PUT IN HERE IF COUNCIL SO CHOSE TONIGHT.

COUNCIL MEMBER ASLAN. OH, WAYNE, THIS IS BRAND NEW IDEA TO ME.

I HAVE TO SAY, I APPRECIATE WHERE YOU'RE COMING FROM.

I'M NOT READY TO MAKE A DECISION ON SOMETHING LIKE THAT IN SUCH SHORT NOTICE.

AND MY GOSH, ARE WE OFF TO THE RACES? I FEEL LIKE WE'RE ALL TALKING REALLY FAST RIGHT NOW.

SO, I VERY RESPECTFULLY AND VERY AUTHENTICALLY WOULD LIKE TO PUT A PIN IN THAT.

FIRST OF ALL, I'M NOT SURE WHAT YOU MEAN BY POST IF THIS IS SOMETHING THAT GOES ON THE CITY WEBSITE OR IF YOU MEAN SOCIAL MEDIA.

I BELIEVE WE ALREADY DO THAT WITH TO FROM.

AND ALSO I KNOW THAT COUNCIL MEMBER SALAS IS WORKING ON SOME RULES REGARDING COUNCIL PROCEDURES AND SHE'LL BE ABLE TO.

TURN THE TURN OF PHRASE BETTER THAN I CAN.

BUT THIS MIGHT BE SOMETHING THAT WE CAN DISCUSS AS PART OF OUR RULES OF DECORUM.

AND AND THAT'S AND FRANKLY, JUST BASED OFF OF WHAT I HEARD THE CITY ATTORNEY SAY, IT IT SEEMS TO ME IT WOULD BE MORE PRUDENT FOR US TO TAKE A MORE CAUTIOUS APPROACH TO THIS, ALTHOUGH I'M VERY OPEN TO THE IDEA, EVEN THOUGH I I WOULD SAY I THINK WE ALREADY HAVE A MECHANISM FOR THAT WITH OUR WEEKLY TO FROM AND LIAISON REPORTS.

MR. MAYOR, IF I CAN MAKE MYSELF CLEAR, IT COULD BE HERE.

I'M JUST SAYING IT COULD ALSO BE IN ANOTHER SECTION.

THIS ONE IS PRIMARILY FOCUSED ON COUNCIL MEMBERS' SALARIES.

THE CONNECTION BETWEEN THE TIME COMMITMENT NECESSARY THAT WAS DISCUSSED AT LENGTH LAST WEEK DURING THE DISCUSSION IS WHERE THAT COULD POSSIBLY FIT HERE. IT COULD ALSO FIT UNDER COUNCIL MEMBER DUTIES ELSEWHERE.

I DON'T I DON'T WANT TO SAY ONE WAY OR THE OTHER AS FAR AS WHERE THE BEST FIT FOR IT IS.

THAT'S ULTIMATELY UP TO YOU.

WELL, I'LL JUST STATE THAT WITH 150% INCREASE, I KNOW THAT SEVERAL COUNCIL MEMBERS STATED THAT THEY WOULD BE WILLING TO WORK MORE FOR HIGHER GIVEN THE HIGHER PAY, AND I THINK IT WOULD BE VERY PRUDENT OF US TO BE POSTING NOT JUST IN TO AND FROM BECAUSE LET'S BE HONEST, LESS THAN 100 PEOPLE LISTEN TO OUR COUNCIL MEETINGS IN GENERAL ANYWAYS AND FAR LESS GO TO THE END OF THE MEETING.

THIS WOULD BE IN A FORMAT THAT IS HOW I POST EXACTLY MY CALENDAR EVERY SINGLE WEEK SHOWING EXACTLY THE ACTIVITIES THAT I'M DOING.

AND I THINK WE NEED A LEVEL OF ACCOUNTABILITY AND TRANSPARENCY AND BE LEADERS ON THAT.

ON THAT AS WE ARE BEING LEADERS IN THE LEVEL OF PAY INCREASE AND MANY OTHER FORMATS OF LOCAL GOVERNMENT.

SO, COUNCIL MEMBER SHIMONI? REALLY QUICK FOLLOW UP. I REALLY AM OPEN TO IT AND I APPRECIATE YOU RAISING THIS.

I DO THINK THAT THIS IS A CONVERSATION THAT WE SHOULD HAVE AND THAT'S GOING TO TAKE SOME TIME TO REALLY DIVE INTO FOR COUNCIL TO REALLY DIGEST.

AND I'M NOT SURE, CITY MANAGER, HOW THAT WOULD BE BEST BROUGHT TO COUNCIL IN TERMS OF AN AGENDA ITEM.

BUT I DO WANT TO DECOUPLE IT FOR NOW FROM THE SALARY DISCUSSION, ALTHOUGH I TOTALLY I THINK AT THE END OF THE DAY I'M VERY MUCH SUPPORTIVE OF WHAT YOU'RE PUSHING FOR. I JUST WANT TO KEEP IT CLEAN AND REALLY ALLOW COUNCIL THE CHANCE TO REALLY DIVE INTO IT PROPERLY.

BUT I DO THINK WE HAVE HEARD DIRECTION ENOUGH FOR THE THREE OF US THAT WE'RE WANTING TO HAVE THAT CONVERSATION IN THE FUTURE RATHER THAN BRINGING THIS FORWARD AS A FAIR ITEM TO MYSELF OR SOMETHING TO THAT EFFECT.

SO HOWEVER, WE CAN WORK THAT OUT AT A LATER TIME, BUT IT SEEMS LIKE THERE'S MORE OF A DESIRE TO DO THAT IN A DIFFERENT FORMAT.

I DID ASK, FOR EXAMPLE, IF IT IS APPROPRIATE FOR RULES OF PROCEDURE IN WHICH WE'LL BE TALKING ABOUT DECEMBER, JANUARY.

SO I DID LOOK FOR OTHER OPTIONS ALREADY WITH CITY ATTORNEY.

I JUST WANT TO MAKE SURE THAT IF WE ARE RAISING SALARIES THIS LEVEL, THAT WE HOLD OURSELVES ACCOUNTABLE AND AS TRANSPARENT AS POSSIBLE, THAT WE ARE WORKING THE EXPECTED HOURS AND THAT PEOPLE CAN SEE WHERE THEIR TAX DOLLARS ARE GOING.

SO THAT'S REALLY MY POINT BEHIND THIS.

SO WE CAN SAVE THAT FOR A FUTURE DISCUSSION AND WE CAN TALK OFFLINE WHERE THAT MIGHT BE MORE APPROPRIATE.

BUT WE DO HAVE DIRECTION FOR THAT FURTHER DISCUSSION.

SO TO KIND OF KEEP IT STRAIGHT, I'VE PRINTED IT OUT AHEAD OF TIME.

SO IF I COULD, BEFORE YOU STATE THE AMENDMENT, IS IT A FORMAL MOTION TO AMEND? THIS IS A FORMAL MOTION, YES, TO AMEND.

AND I ALMOST NOTE THAT I HAVE GIVEN A COPY OF THIS PREVIOUSLY TO THE CITY MANAGER, THE CITY CLERK, AND THE CITY ATTORNEY.

SO HERE IS MY AMENDMENT.

I PROPOSE AN AMENDMENT TO ORDINANCE 2022 TO OUR DASH 29 AS FOLLOWS.

ACTUALLY, BEFORE I GO ON, I WANT TO MENTION THAT THE PROPOSAL ON THE TABLE OF THE AMENDMENT THAT WE ALREADY HAVE A SECOND FOR IS TO INCREASE THE SALARY FOR COUNCIL TO 63,800.

LAST WEEK I PROPOSED IT WOULD GO TO 50,000.

AND TONIGHT I'M GOING TO PROPOSE IT GOES TO 59,000 INSTEAD.

SO HERE I GO.

I'LL READ THIS. REGARDING COUNCIL SALARIES FOLLOWING THE 2022 ELECTION, THEY SHALL BE 42 TO $50 PER YEAR INSTEAD OF 44,650 AND EFFECTIVE JANUARY EXCUSE ME, EFFECTIVE DECEMBER 1ST, 2024 SHALL BE $59,000 PER YEAR INSTEAD OF 63,800.

REGARDING THE MAYOR'S SALARY FOLLOWING THE 2022 ELECTION, IT SHALL BE 54000 TO 50 PER YEAR INSTEAD OF 54 350 PER YEAR.

AND EFFECTIVE DECEMBER 1ST, 2024 SHALL BE 70,000 PER YEAR INSTEAD OF 70,180.

AND FINALLY, THE AMOUNT PAYABLE PER PAY PERIOD SHALL BE AMENDED ACCORDINGLY.

THAT IS MY PROPOSED FORMAL AMENDMENT.
