I'M A HIGH SCHOOL STUDENT HERE IN FLAGSTAFF, AND I'M SPEAKING ON BEHALF OF MY PEERS WHO CAN'T BE HERE TODAY.

THANK YOU TO [INAUDIBLE] FOR REVIEWING MY COMMENT.

IN 2018, THE CITY OF FLAGSTAFF DECLARED A CLIMATE EMERGENCY AND ADOPTED THE CLIMATE ACTION AND ADAPTATION PLAN.

IT REAFFIRMED ITS COMMITMENT TO PROTECTING OUR PLANET'S FUTURE, AND IT ADOPTED THE CARBON NEUTRALITY PLAN IN 2021 AND AGAIN AS RECENTLY AS TWO WEEKS AGO WHEN IT ADOPTED A REVISED CARBON NEUTRALITY PLAN.

THAT'S ALL TO SAY THAT FLAGSTAFF HAS MADE SIGNIFICANT PROGRESS TOWARDS CARBON NEUTRALITY.

THAT BEING SAID, IT SHOULD BE CLEAR THAT THE CURRENT APPROACH IS INADEQUATE ACCORDING TO INFORMATION PROVIDED BY THE CITY.

OUR EMISSIONS ARE NOT GOING DOWN.

INSTEAD, THEY ARE RISING.

AS A COMMUNITY AND AS INDIVIDUALS, WE ARE ALREADY FEELING THE IMPACTS OF CLIMATE CHANGE.

WILDFIRES, FLOODS, DECLINING FOREST HEALTH AND ERRATIC WEATHER HAVE ALREADY COST FLAGSTAFF HUNDREDS OF MILLIONS OF DOLLARS, AS WELL AS THE INCALCULABLE COST OF DISRUPTION AND ANXIETY. THE THREATS ARE ONLY GROWING.

WITHOUT A SERIOUS AND REAL FOCUS ON MITIGATION AND ADAPTATION.

THE WORLD IS BEING JEOPARDIZED FOR GENERATIONS THAT ARE STILL BECOMING FAMILIAR WITH IT.

IF THE CITY OF FLAGSTAFF IS MEANT TO DELIVER ON ITS PROMISES AND PROTECT ITS CITIZENS PRESENT AND FUTURE, THEN IT NEEDS TO MAKE MORE SERIOUS CHANGES AT A FASTER PACE, WHICH NEEDS TO BEGIN WITH CHANGES IN THE WAY THAT THE CITY MAKES DECISIONS AND ALLOCATES ITS RESOURCES.

YOU HAVE BEEN TRUSTED WITH LEADERSHIP AND UNIQUE TIME, WITH UNIQUE RESPONSIBILITIES, AND BECAUSE OF THAT, THE LIVES OF GENERATIONS THAT ARE STILL COMING INTO THEIR OWN RESTS ON THE FOUNDATIONS YOU LAY TODAY.

I HOPE THAT THE COUNCIL WILL BE RECEPTIVE TO THE INVITATION THAT'S BEING MADE TODAY, AND I HOPE THAT THE CONVERSATION THAT CREATES WILL BE PRODUCTIVE.

BASICALLY WHAT I'M DOING IS KIND OF A 20, 22 YEAR INTERVIEW FOR THE FLAGSTAFF FIRE DEPARTMENT, AND I ONLY HAVE 3 MINUTES.

SO IT'S GOING TO KIND OF BE THE READER'S DIGEST VERSION OF THAT.

BUT THIS IS SIMPLY JUST KIND OF A GEE WHIZ FOR SOME OF THE STUFF WE ACCOMPLISHED IN 2022.

FIRST OF ALL, FOR THOSE OF YOU THAT ARE NEWLY ELECTED AND THE MAYOR, I APPRECIATE ALL THAT YOU GUYS HAVE DONE AND I WISH YOU THE BEST OF LUCK ON YOUR TERMS. AND FOR THOSE OF YOU JUST COMPLETED, THANK YOU FOR YOUR HARD WORK.

AS FAR AS STAFFING AND RECRUITMENT AND RETENTION GOES, WE HAD FOUR RETIREMENTS THIS YEAR, TWO RESIGNATIONS, AND WE'VE SINCE FILLED THOSE POSITIONS.

WE HAVE TEN FIREFIGHTERS THAT HAVE BEEN RECENTLY HIRED AND WE HAVE ANOTHER HIRING THAT IS COMING.

WE CURRENTLY HAVE THREE NEW PARAMEDICS THAT ARE IN SCHOOL WITH GRADUATION COMING THIS FOLLOWING YEAR.

WE HAVE I'M SORRY, THREE NEW PARAMEDICS THAT JUST GOT DONE WITH SCHOOL.

AND WE HAVE FOUR NEW PARAMEDICS THAT ARE IN CLASS CURRENTLY WITH GRADUATION COMING THE FOLLOWING YEAR, WE ADDED ANOTHER UNIT TO OUR STAFFING, WHICH IS RESCUE THREE.

SO AT STATION THREE, WE NOW HAVE A FULL TIME RESCUE IN ADDITION TO THE ENGINE AND THE LADDER TRUCK THAT'S COST UP THERE.

SO IT KIND OF MIRRORS STATION TWO FOR US.

THAT WAS A BIG SHOT IN THE ARM FOR US.

MANY OF YOU ARE AWARE, BUT WE HAD THE CARES UNIT THAT WAS STAFFED AND WENT INTO SERVICE FULL TIME ON MARCH 29TH.

THAT'S GATHERED A LOT OF ATTENTION FROM THE MEDIA, AND THAT'S BECOME A BIG THING FOR US.

AND IT'S HELPING A LOT OF PEOPLE THAT DON'T THAT DON'T HAVE RESOURCES OTHERWISE.

AND WE APPRECIATE YOU GUYS AS SUPPORT DURING THAT.

I'D LIKE TO BEFORE I GET INTO CALL VOLUME, I'D LIKE TO PREFACE BY SAYING THAT WE DID SWITCH TO A NEW REPORTING PLATFORM.

SO SOME OF THE CALLS THAT CAME FROM OUR OLD ONE DIDN'T TRANSITION OVER TO THE NEW YEAR.

WE WERE PREVIOUSLY IN FIREHOUSE AND NOW WE'RE IN A NEW PROGRAM CALLED ESO.

BUT FROM THE ESO SIDE OF THINGS WE HAD OVER 15,000 INCIDENTS.

SO THAT'S JUST CALLS.

SO IF WE HAD A CALL THAT REQUIRED THREE ENGINES AND A BATTALION CHIEF, THAT JUST COUNTS AS ONE CALL.

SO THERE'S ACTUALLY 15,000 INCIDENTS, ACTUALLY A LOT MORE RUNS PER UNIT IF THAT MAKES SENSE.

OF THOSE CALLS, 66% OF THEM WERE EMS CALLS.

SO THAT'S 9800 5000 PARAMEDIC INTERVENTIONS WERE WERE OCCURRED DURING THOSE CALLS, 1430 MEDICATIONS WERE GIVEN.

AND ASTOUNDINGLY, ALL OF OUR CARDIAC ARREST CALLS, 35% OF THOSE REGAIN PULSES IN THE FIELD.

SO THAT'S A THAT'S A BIG, BIG ACCOMPLISHMENT FOR US.

FOR CERTAIN. THE CARES UNIT AS OF TODAY HAS RECEIVED ABOUT 1000 CALLS FOR SERVICE, AND IT ONLY STARTED MARCH 29TH.

IT'S DUE TO THAT.

IT'S CURRENTLY OUR BUSIEST UNIT IN OPERATION IN THE 50 FLEET.

JUST REAL QUICK, SOME BIG EVENTS THAT WE HAD.

WE HAD THE REGIONAL RESPONSE TO THE TUNNEL AND PIPELINE FIRES.

AS A NEWLY SEATED CITY COUNCILOR, YOU HAVE A GREAT OPPORTUNITY TO ADDRESS THE CLIMATE CHANGE CRISIS WITH A FRESH PERSPECTIVE AND URGENCY.

THE PETITION BEFORE YOU ASKS YOU TO PRIORITIZE THIS CRISIS IN EVERY DECISION YOU MAKE.

I KNOW FROM PERSONAL EXPERIENCE THAT INDIGENOUS PEOPLE ARE ESPECIALLY AFFECTED BY THE RAPIDLY CHANGING CLIMATE, WATER AVAILABILITY AND QUALITY, AS WELL AS DECREASED GROUNDWATER RETENTION ARE THE MOST DRASTIC IMPACTS CLIMATE CHANGE HAS HAD ON INDIGENOUS PEOPLE AS WELL AS IN SPRINGS.

DRY UP ON THE NAVAJO NATION AND OTHER DRY TRIBAL LANDS, PEOPLE HAVE HAD TO DRIVE LONGER DISTANCES TO ACCESS WATER FOR THEMSELVES AND THEIR LIVESTOCK.

THOSE WHO CANNOT AFFORD THIS COST TAKE THE RISK TO USE UNSAFE WATER FROM NEARBY RESOURCES.

THE HOTTER CLIMATE ALSO TAKES THE TOLL ON FOOD SECURITY AND INDIGENOUS COMMUNITIES.

FARMERS RELY ON RAINFALL TO WATER THEIR CROPS, BUT MONSOONAL RAINFALL HAS DECLINED, WHICH LEAVES CROPS LIKE CORN DRIED OUT AND FARMERS UNABLE TO FEED THEMSELVES, THEIR FAMILIES AND EXTENDED RELATIVES IN THE COMMUNITY.

THE LATEST IPCC REPORT SAID THAT HAZARDS LIKE FLOODING, WEATHER EXTREMES AND LOSS OF ARABLE LAND WILL OCCUR SIMULTANEOUSLY AND THAT SOME EFFECTS WOULD BE IRREVERSIBLE.

THE REPORT ALSO SAID THAT SUPPORTING INDIGENOUS PEOPLES SELF-DETERMINATION AND SOVEREIGNTY AND WORKING WITH INDIGENOUS PRACTITIONERS TO INCORPORATE TRADITIONAL ECOLOGICAL KNOWLEDGE AND LAND MANAGEMENT PRACTICES MAY HELP ADDRESS OR EVEN MITIGATE THIS CRISIS.

FLAGSTAFF IS THE LARGEST CITY IN NORTHERN ARIZONA, AND POLICIES MADE BY THIS CITY COUNCIL WILL IMPACT NOT ONLY RESIDENTS OF FLAGSTAFF, BUT PEOPLE LIVING IN SURROUNDING COMMUNITIES AS WELL.

AND SO WE TRUST YOU WILL WORK IN GOOD FAITH TO ADDRESS THE CLIMATE CHANGE AND PUBLIC HEALTH CRISIS THAT AFFECTS US ALL.

FOR ALL OF THE AMAZING WORK THAT THE SUSTAINABILITY CITY SUSTAINABILITY PROGRAM HAS DONE AND IS DOING, IT CANNOT FIGHT FOR THIS ALL BY ITSELF WITHIN THE CITY.

WHEN I WAS GROWING UP, FEW OF US HAD ANY AWARENESS OF CLIMATE CHANGE.

WE KNEW THE ENVIRONMENT NEEDED TO BE CLEANED UP AND THERE WAS TOXINS AND POISONS, CHEMICALS AND PROBLEMS WITH STREAMS AND LANDFILLS AND MORE.

AND WE SUPPORTED CERTAIN REGULATIONS, FOR EXAMPLE, AUTO EMISSIONS AND BANNING THE SUBSTANCES AND SUCH.

BUT IT WAS SEVERAL DECADES BEFORE ANY OF US REALLY HEARD ABOUT OR KNEW ABOUT THE THREAT TO HUMANITY AND NON-HUMAN SPECIES DUE TO GLOBAL CLIMATE CHANGING AND WARMING CAUSED BY GREENHOUSE GAS EMISSIONS.

THIS BECAME A GREAT CONCERN IN RECENT YEARS.

I PERSONALLY HAVE 14 SOLAR PANELS, A SOLAR BATTERY, AND HAVE MANY OTHER WAYS OF CREATING MY OWN PERSONAL RESILIENCE.

I'M HERE TO ASK THAT YOU CONSIDER RAISING A HUMAN TRAFFICKING AWARENESS BLOG IN JANUARY FOR HUMAN TRAFFICKING AWARENESS AND PREVENTION MONTH.

COUNSEL WAS PROVIDED AN IMAGE OF THE FLAG, WHICH IS LIGHT BLUE WITH A DARK BLUE RIBBON AND STATES, QUOTE, INTO HUMAN TRAFFICKING.

SINCE THE START OF OUR WORK, WE HAVE HAD OVER 600 INDIVIDUALS IDENTIFY EXPERIENCES OF EXPLOITATION IN OUR COMMUNITY.

WE ALSO KNOW THAT DEMAND CONTINUES TO BE AN ISSUE, WITH 12 MEN HAVING BEEN ARRESTED FOR ATTEMPTING TO PURCHASE SEX IN FLAGSTAFF.

MEMBERS OF THE COMMUNITY TO CONTINUE TO RECEIVE EDUCATION ON EXPLOITATION AND FEAR ALONE PROVIDES TRAINING TO OVER 500 INDIVIDUALS AND ORGANIZATIONS ANNUALLY. RAISING THE FLAG WOULD COMPLEMENT OUR EFFORTS OF EXPANDING AWARENESS TO OUR LOCAL CITIZENS.

I WANT TO THANK THE PAST COUNCIL AND STAFF FOR THEIR UNENDING SUPPORT OF OUR ANTI-TRAFFICKING EFFORTS AND LOOK FORWARD TO WORKING WITH OUR COMMUNITY'S NEW COMMUNITY LEADERSHIP. THANK YOU.
