MAJOR CONFERENCE DESTINATION, AND IT IS HOME TO MANY PROFESSIONAL SPORTING EVENTS. ACCORDING TO THE US STATE DEPARTMENT, ARIZONA IS A MAIN DESTINATION AND TRANSIT POINT FOR LABOR AND SEX TRAFFICKING FROM WITHIN THE US AND MULTIPLE REGIONS OF THE WORLD. THE BIGGEST MISCONCEPTION IS THAT TRAFFICKING IS SOMETHING THAT HAPPENS OVERSEAS. LOCAL AND FEDERAL LAW ENFORCEMENT HAS INDICATED THAT SEX TRAFFICKING IS HAPPENING IN ARIZONA AT AN ALARMING RATE. THE INCOME POTENTIAL AND THE USE OF TECHNOLOGY ARE REASONS WHY THE CRIME IS PREVALENT. CURRENTLY, SEX TRAFFICKING IS ESTIMATED TO BE A $12 BILLION PER YEAR INDUSTRY. PROFIT FROM SEX TRAFFICKING IS $1,000,000,000 BUSINESS, SECOND ONLY TO ILLEGAL ARMS TRAFFICKING AND THE ILLICIT DRUG TRADE. SEX TRAFFICKING IS A HIGH PROFIT, LOW RISK BUSINESS WHERE THE COMMODITY CAN BE SOLD REPEATEDLY. UNLIKE DRUGS OR WEAPONS, WHERE THE PRODUCT CAN ONLY BE SOLD ONE TIME. FOR ONE BUSINESS TO SURVIVE, IT REQUIRES SUPPLY AND DEMAND. THERE APPEARS TO BE A GROWING DEMAND FUELED BY EASY ACCESS THROUGH THE INTERNET AND A READY SUPPLY OF BOTH ADULTS AND UNDERAGE YOUTH THAT ARE CONSTANTLY BEING RECRUITED AND EXPLOITED. IN THE PAST FIVE YEARS, AGENCIES IN THE FLAGSTAFF COMMUNITY HAVE COME INTO CONTACT WITH NEARLY 600 ADULT AND 40 YOUTH VICTIMS. THROUGH VARIOUS ONLINE DECOY ADVERTISEMENTS, WE HAVE SEEN A DEMAND OF OVER 600 INDIVIDUALS ATTEMPTING TO PURCHASE SEX WITH A MINOR FLAGSTAFF INITIATIVE AGAINST TRAFFICKING, FIAT, IS A COMMUNITY COLLECTIVE OF PROFESSIONAL SERVICE PROVIDERS AND VOLUNTEERS WHO WANT TO END HUMAN TRAFFICKING. THE GOALS OF FIAT ARE TO CONSTRUCT A UNIFIED RESPONSE FOR TRAFFICKING VICTIMS AND SURVIVORS, TO GET OUT OF THE LIFE SAFELY, EDUCATE, AND TO BRING AWARENESS TO OUR COMMUNITY ON HUMAN TRAFFICKING IN ORDER TO DRIVE DOWN DEMAND AND TO COLLECT DATA TO DETERMINE THE TRUE IMPACT OF HUMAN TRAFFICKING IN FLAGSTAFF. THERE'S GOING TO BE A NEW EMPHASIS THIS YEAR, ESPECIALLY WITH THE REPUBLICANS CONTROLLING THE HOUSE ON WORKFORCE DEVELOPMENT ISSUES, ESPECIALLY AS IT RELATES TO SOME OF THE VOCATIONAL EDUCATION AND JOB TRAINING PROGRAMS, JOB CORPS AND THINGS LIKE THAT. SO THAT'S A PLACE WHERE I THINK WE CAN LEAN IN AND BE INFLUENTIAL. SO WITH THAT, WE CAN MOVE ON TO THE NEXT SLIDE. OBVIOUSLY, WITH SENATOR SINEMA TAKING THE LEAD ON THE INFRASTRUCTURE INVESTMENT AND JOBS ACT, IIJA, OR THE BIPARTISAN INFRASTRUCTURE LAW, AS WE CALL IT, IT CREATED OVER 400 NEW PROGRAMS, 85 IN THE TRANSPORTATION, SPECIFICALLY IN THE TRANSPORTATION GRANT SPACE. THERE'S TONS OF MONEY AVAILABLE FOR ROADS, BRIDGES, AND FRANKLY, IT'S ONE OF THE REASONS WHY WE WERE SUCCESSFUL IN GETTING THE INFRA GRANT FOR THE DOWNTOWN MILE PROJECT WAS BECAUSE THERE WAS THIS ADDITIONAL MONEY PUT INTO INFRA. SO IT WAS A HUGE VICTORY, AND WE'LL CONTINUE TO LOOK FOR OPPORTUNITIES TO FUND CITY PRIORITIES IN TERMS OF TRANSPORTATION AND INFRASTRUCTURE THROUGH THE IIJA AND SOME OF THESE GRANT PROGRAMS. OBVIOUSLY WATER AND STORM SEWER AND STORM WATER INFRASTRUCTURE IS REALLY IMPORTANT. WE'VE BEEN UTILIZING THE ENVIRONMENTAL INFRASTRUCTURE PROJECT, AN ENVIRONMENTAL INFRASTRUCTURE PROGRAM, RATHER, FOR A LOT OF IMPORTANT KEY PRIORITIES, [INAUDIBLE] AND SOME OF THE OTHER BASINS WE'RE USING THAT. WE'VE GOT ABOUT SIX MORE PROJECTS ON THE PRIORITY LIST. WE'LL CONTINUE TO WORK TO FUND SOME OF THESE AND WORK AGAIN THROUGH THE IIJA ON A NUMBER OF THESE IMPORTANT PROJECTS. OBVIOUSLY, FOREST HEALTH IS CRITICAL [INAUDIBLE] AND FWPP. WE'VE BEEN ABLE TO UTILIZE LOTS OF FEDERAL DOLLARS TO HELP KEEP FLAGSTAFF AWAY FROM FIRES AND POTENTIAL POTENTIAL CATASTROPHIC WILDFIRE. CONTINUE TO WORK ON THAT AS WELL AS, I WOULD LIKE TO NOTE THAT OUR NEWEST CONGRESSMAN, CONGRESSMAN CRANE, WHO I JUST MET WITH AGAIN EARLIER TODAY, AND HIS STAFF, THEY REALLY WANT TO LEAN IN HEAVILY ON FOREST HEALTH AND BE REALLY HELPFUL WHERE THEY CAN. SO I THINK THIS IS AN ISSUE WHERE WE CAN BE, AGAIN, VERY, VERY INFLUENTIAL, AND HE'S GOING TO LIKELY GOING TO BE ON THE HOUSE NATURAL RESOURCES COMMITTEE, WHICH HAS JURISDICTION OVER A LOT OF FEDERAL AGENCIES, AND HE CAN BE VERY EFFECTIVE IN HELPING US PUSH THAT, AND THAT KIND OF RELATES TO POST WILDFIRE FLOOD MITIGATION. I WANT TO LET YOU KNOW THAT IN THE OMNIBUS APPROPRIATIONS BILL THAT WAS JUST SIGNED INTO LAW THIS PAST WEEKEND, THAT THERE IS GOING TO BE $925 MILLION FOR THE EMERGENCY WATERSHED PROTECTION PROGRAM. SENATOR KELLY, CONGRESSMAN O'HALLORAN AND AND SENATOR SINEMA FOUGHT REALLY HARD FOR THOSE FUNDS THAT WILL TAKE CARE OF EVERY PROJECT THAT'S ON THE PRIORITY LIST. SO I KNOW FLAGSTAFF HAD ONE, THE COUNTY HAS SEVERAL. WE'RE LOOKING AT PROBABLY IN AND AROUND THE AREA OF FLAGSTAFF OVER $50 MILLION IN EWPP FUNDS. [00:40:01] IN ADDITION, THE FOREST SERVICE WAS GIVEN $210 MILLION THROUGH THAT PROGRAM, AND THAT WILL TAKE CARE OF SOME OF THE ROADS AND SOME OF THE MITIGATION THERE. IT WAS ACTUALLY 100 MILLION LESS THAN WE ASKED FOR, BUT STILL A HUGE BUMP UP AND THAT WILL HELP MITIGATE SOME OF THESE POST WILDFIRE FLOODING THAT HAS DECIMATED THE CITY. RURAL BROADBAND CONTINUES TO BE AN IMPORTANT ISSUE, NOT ONLY IN FLAGSTAFF AND COCONINO COUNTY, BUT REALLY ACROSS ALL OF ARIZONA. THE ARIZONA COMMERCE AUTHORITY--AND TODD WILL PROBABLY GET INTO THIS TO SOME DEGREE, TOO--HAS A LOT OF MONEY AVAILABLE. THERE ARE MORE FEDERAL PROGRAMS. THERE'S A NEW PROGRAM THROUGH NTIA, THE NATIONAL TELECOMMUNICATIONS INFRASTRUCTURE PROGRAM AND AGENCY, AND THAT HAS A TON OF MONEY FOR RURAL BROADBAND. THERE'S ALSO A NEW PROGRAM THAT PROVIDES A $25 A MONTH SUBSIDY FOR THOSE THAT CAN'T AFFORD INTERNET OR NEED AN INTERNET CONNECTION. CHILDREN THAT WERE BORN HERE THAT STILL AREN'T CITIZENS AND SOME OTHER IMMIGRATION REFORM, I THINK YOU'LL SEE A REAL PUSH THIS YEAR TO TRY TO DO IMMIGRATION REFORM, AND I THINK THAT'S ONE AREA WHERE THE REPUBLICAN HOUSE AND THE DEMOCRATIC SENATE AND THE PRESIDENT CAN COME TOGETHER. THIS IS AN ISSUE THAT'S REALLY BEEN ON THE TABLE FOR A LONG, LONG TIME, AND THEY HAVEN'T HAD ANY RESOLUTION. THIS MAY BE THE YEAR IT FINALLY HAPPENS, AND FINALLY, VETERAN POPULATION IS CRITICAL IN FLAGSTAFF, ESPECIALLY ALL THE NATIVE AMERICAN BROTHERS AND SISTERS WHO'VE COME DOWN FROM THE NAVAJO NATION, THEY SERVE AT A HIGHER PROPORTION THAN ANY OTHER SEGMENT OF SOCIETY. OBVIOUSLY, WE HAVE THE NEW VETERANS HOME AND VETERANS FACILITY AND MCMILLAN MESA, AND THAT CONTINUES TO BE A FOCUS, OBVIOUSLY, AND WE'LL CONTINUE TO WORK ON THOSE ISSUES, AND THEN, OF COURSE, THE GRAND CANYON IS CRITICAL TO TOURISM GROWTH AND PROTECTION THERE. I THINK IT'S IMPORTANT TO CONTINUE TO EDUCATE OUR MEMBERS AS WELL AS MEMBERS THAT MAY NOT BE FROM ARIZONA, BUT THE REALITY IS THAT THIS IS GOING TO BE A LOT HARDER ISSUE TO PUSH BECAUSE OF REPUBLICANS WHO HAVE BEEN RETICENT TO EXPAND GRAND CANYON BOUNDARIES OR REALLY ANY NATIONAL PARK BOUNDARIES, AND FINALLY, THIS IS AN ISSUE WHERE I THINK WE CAN WORK WITH BOTH SIDES AGAIN, IS A TRANSPORT OF URANIUM. OBVIOUSLY, AN ACCIDENT ON ONE OF OUR HIGHWAYS NEAR FLAGSTAFF WOULD BE CATASTROPHIC. SO WE CAN CONTINUE TO WORK WITH DEPARTMENT OF TRANSPORTATION, WE CAN WORK WITH SOME OF OUR MEMBERS OF CONGRESS AND OTHERS TO ENSURE THAT THESE METHODS ARE SAFE AND EFFICIENT IN THE TRANSPORT OF SOME OF THESE PROJECTS. FLAGSTAFF WAS ONE OF THEM AND SO WE PASSED THOSE ORDINANCES THAT DID NOT RESTRICT THE ESTABLISHMENT OF A SHORT TERM RENTAL, BUT DID SAY, OKAY, THERE ARE CERTAIN THINGS YOU HAVE TO ABIDE BY TO PROTECT [01:20:06] THE HEALTH AND SAFETY OF OUR CITIZENS. SO WHAT WAS AGREED TO WAS SORT OF ALREADY IMPLEMENTED BY HALF OF THE STATE AND THE CONCESSION THAT THE THAT THE STAKEHOLDERS FROM THE SHORT TERM RENTAL COMMUNITY GAVE US WAS SAYING, OKAY, WE'LL GIVE YOU THIS AS LONG AS YOU AGREE TO A MORATORIUM FOR A FIXED AMOUNT OF TIME, THREE YEARS OR FIVE YEARS, AND SO THAT'S WHERE WE'RE IN NOW. MY UNDERSTANDING, I'VE HEARD THE SECOND HAND IS THE LEAGUE'S POSITION IS, WELL, WE'RE NOT GOING TO DO ANYTHING, BUT IF CITIES WANT TO PURSUE LEGISLATION IN THEIR OWN SELF INTEREST, OF COURSE, IT'S THEIR RIGHT TO DO SO. FRANKLY, WITH THIS LEGISLATURE, I'D FIND THAT AN UPHILL BATTLE ANYWAY, REGARDLESS OF WHAT THE LEAGUE SUGGESTED. SO I DON'T KNOW THAT THEIR AGREEMENT DID MUCH. IF IT'S ONLY THREE YEARS, IT CERTAINLY IS BETTER THAN A FIVE YEAR MORATORIUM. I THINK THAT THE NUMBER ONE ASPECT OF THE SHORT TERM RENTAL, THE BIGGEST THING THAT CHANGED WAS THAT THE EXECUTIVE CHANGE. GOVERNOR DUCEY HAD MADE IT VERY CLEAR HE WAS NOT GOING TO REPEAL HIS SIGNATURE LAW. HE WAS NOT GOING TO MITIGATE THE EFFECTS OF THAT LAW, AND SO WE WERE FACED WITH A SORT OF TAKING TO HIM A CONSENSUS LEGISLATION THAT SAID, OKAY, EVERYONE AGREES THIS IS A STEP FORWARD AND HE WOULD SIGN IT. WITH A NEW EXECUTIVE. THAT'S NOT NECESSARILY THE CASE. WE'RE NOT WE'RE NOT CONSTRAINED BY THAT. OKAY, THE EXECUTIVE IS AUTOMATICALLY ON THEIR SIDE.
