This Zoning Text Amendment is to Amend Title 10 Flagstaff Zoning Code, Chapter 10-40: Specific to Zones, Division 10-40.30: Non Transect Zones, Section 10-40.30.050 Industrial Zones, to Modify Table 10-40.30.050.B to allow the Manufacturing/Processing - Heavy use in the Light Industrial Zone with a Conditional Use Permit. STAFF RECOMMENDED ACTION: Staff recommends the Planning and Zoning Commission, in accordance with the findings presented in this report, make a recommendation to the City Council for approval of the Zoning Code Text Amendment. ]

OH, THIS ONE IS FOR REGARDING INDUSTRIAL ZONES TO ALLOW THE MANUFACTURING PROCESSING HEAVY USE AND THE LIGHT INDUSTRIAL ZONE WITH A CONDITIONAL USE PERMIT.

I'M AN ASSOCIATE PLANNER WITH CITY OF FLAGSTAFF.
THE PROPOSED AMENDMENT IS TO ALLOW WITH THE CONDITIONAL USE PERMIT.
WE JUST WANT TO HAVE A LITTLE BIT OF FLEXIBILITY IN THE USE OF OUR INDUSTRIAL ZONED LANDS.
IT'S JUST THESE DARK PURPLES RIGHT HERE THAT ARE HEAVY INDUSTRIAL.
SO RIGHT NOW, THAT HEAVY MANUFACTURING, I BELIEVE ALL OF THOSE ARE HAVE TENANTS AS WELL.

SO IF ANY HEAVY MANUFACTURING PROCESSING WANTED TO COME IN TO TOWN, IT'S KIND OF DIFFICULT.SO THIS WOULD ALLOW A LITTLE MORE FLEXIBILITY WITH THE CONDITIONAL USE PERMIT.
AS YOU CAN SEE RIGHT HERE, WE'RE JUST GOING TO MODIFY THE TABLE RIGHT HERE FOR MANUFACTURING PROCESSING HEAVY TO MAKE IT AN ALLOWED USE WITH A CONDITIONAL USE PERMIT. SO THESE ARE THE THREE FINDINGS FOR THE ZONING CODE, TEXT AMENDMENTS.
I'M GOING TO GO OVER EACH ONE IN A LITTLE MORE DETAIL ON THE NEXT THREE.
I JUST WANTED TO GIVE YOU AN OVERVIEW.
AS YOU CAN SEE, THERE'S THE LAND USE GOAL 16 AND A FEW ECONOMIC DEVELOPMENT GOALS.
THE LAND USE GOAL REFERENCES HAVING HEAVY INDUSTRIAL AREAS THAT ARE WELL MAINTAINED AND ATTRACTIVE, AND THE TWO ECONOMIC DEVELOPMENT POLICIES REFERENCE PROTECTING EXISTING BUSINESSES AND INDUSTRIAL LAND USES AND ALSO ALLOWING FOR THEIR EXPANSION AND PROMOTING SOME VARIETY AND FLEXIBILITY IN THEIR OPTIONS.
AND THE THIRD ONE IS THAT'S INTERNALLY CONSISTENT WITH OUR OTHER PROVISIONS OF THE ZONING CODE.
AND SO IT'S NOT CHANGING ANYTHING.
IT'S GOING TO KEEP EVERYTHING CONSISTENT.
IT'S JUST ADDING ONE MORE USE WITH THE USE PERMIT.
STAFF RECOMMENDS THAT THE PLANNING AND ZONING COMMISSION AND ACCORDANCE WITH THE FINDINGS PRESENTED IN THE REPORT MAKE A RECOMMENDATION TO THE CITY COUNCIL FOR APPROVAL OF THE ZONING CODE TEXT AMENDMENT.
AND I HAVE THIS UP HERE AGAIN IF YOU WANT TO LOOK AT IT.

HI MY NAME IS BEN MEJIA. I'M A PLANNER AT THE CITY.
[INAUDIBLE] FOR YOUR SECOND ZONING TEXT AMENDMENT OF THE DAY.
WE ARE LOOKING AT THE MODIFICATION OF THE DEFINITION OF DUPLEX.
WE DID HAVE A WORK SESSION ON THIS ON YOUR PREVIOUS MEETING.
BUT AS A REFRESHER, LET ME JUST WALK YOU THROUGH THE CONTEXT HERE.
SO IN 2020 THERE WAS A ZONING CODE TEXT AMENDMENT THAT HAD MODIFIED THE DEFINITION OF DUPLEX TO INCLUDE TWO SINGLE FAMILY HOMES ON ONE LOT AS A DETACHED DUPLEX.
THE 2020 AMENDMENT CREATED INCONSISTENCIES WITHIN THE ZONING CODE THAT WE ARE PROPOSING TO REESTABLISH THOSE CONSISTENCIES.
WITH THIS WITH THIS PROPOSAL HERE.
SO HERE'S WHAT IT WOULD LOOK LIKE IS TO REMOVE ANY REFERENCE OF A DETACHED, DETACHED OR ATTACHED DUPLEX, BECAUSE NOW THEY WOULD ALL BE ATTACHED DUPLEXES, SO THEY WOULD ALL BE UNDER THE DEFINITION OF DUPLEX.
SO THAT THE FINDINGS WE HAVE THE FINDINGS HERE.
AND WE FIND THAT IT IS SUPPORTED BY THE GENERAL PLAN, BY LAND USE GOAL, 1.6, 5.2 AND 5.3.
AND THESE ARE PRIMARILY FOR ITS ABILITY TO TO FACILITATE INFILL DEVELOPMENT BECAUSE AS A DEVELOPMENT TYPE THAT HAS THE POTENTIAL TO INCREASE DENSITY ON THE LOT THAT'S ALREADY BEING USED FOR SINGLE FAMILY BY BY ADDING AN ADDITIONAL SINGLE FAMILY UNIT ON THAT PARCEL, IT'S ACHIEVING THAT.
AND THAT'S REALLY THE AIM HERE, IS TO REESTABLISH THAT CONSISTENCY THAT WAS THAT WAS UNINTENTIONALLY MADE INCONSISTENT IN THE PREVIOUS AMENDMENT.
AND SO WITH THAT, STAFF RECOMMENDS THE PLANNING AND ZONING COMMISSION IN ACCORDANCE WITH THE FINDINGS PRESENTED IN THIS REPORT, MAKE A RECOMMENDATION TO THE CITY COUNCIL FOR APPROVAL OF THE ZONING CODE.

THEY WOULDN'T BE THEY WOULDN'T FALL UNDER THE SAME PROVISIONS AS WOULD A DUPLEX.
IT REALLY CLARIFIED AND RESOLVE SOME OF THE QUESTIONS THAT I AND I THINK ANOTHER COMMISSIONER HAD IN OUR WORK SESSION REGARDING DOES THIS HELP OR HINDER BEING CREATIVE IN THE WAY WE ALLOW DEVELOPMENT SO THAT WE'RE OPEN TO ALL OPTIONS TO SORT OF INCREASE OUR DOORS BUILT IN THE CITY.
AND I APPRECIATED THE THE VERBIAGE THAT HAD READ THAT IT FACILITATED THE DEVELOPMENT OF TWO SINGLE FAMILY DWELLINGS ON ONE LOT AND AND INCREASE THE OPPORTUNITY FOR INFILL TO BASICALLY BUILD MORE DOORS TOWARD OUR HOUSING SHORTAGE.
SO THAT REALLY HELPED ME UNDERSTAND THIS A LITTLE FURTHER THIS WEEK DURING THIS PUBLIC HEARING.
