WE HAVE A MID-CENTURY MODERN WE DON'T HAVE MANY OF THOSE LEFT.
A LOT OF THEM HAVE LOST THEIR INTEGRITY.
THIS HOUSE AT 1625 NORTH SUNSET DRIVE IS A PRETTY UNIQUE ARCHITECTURAL STATEMENT.
AND ALSO IT IS PLACED ON THE SITE IN A VERY UNIQUE WAY.
IT FACES THE STREET ON AN ANGLED AREA.
I THINK IT'S A HIGH LEVEL OF ARCHITECTURAL DESIGN AND THE OWNER WOULD LIKE TO BRING BACK THOSE CHANGES THAT TOOK PLACE, THAT REPLACED SOME OF THE ORIGINAL ASPECTS OF THE BUILDING WINDOWS AND SIDING.
AND HE HAS MANAGED TO FIND A MATERIAL THAT HASN'T BEEN MADE FOR DECADES.
I THINK YOU'D RECOGNIZE THAT COMBED SIDING, WHICH IS VERY UNIQUE.
SO I DID DO A LITTLE MEMO REPORT ON THIS.

I GREW UP IN FLAGSTAFF ACTUALLY IN COCONINO ESTATES, JUST DOWN THE STREET.
IF YOU WENT STRAIGHT UP THE HILL FROM WHERE OUR HOUSE IS NOW AND BOUGHT THIS HOUSE IN 2017 AND IT WAS IN PRETTY BAD SHAPE, BUT A LOT OF THINGS HADN'T BEEN CHANGED AND WAS DRAWN IN BY THAT.
THERE'S STILL TONS OF UNIQUE ARCHITECTURE AND UNIQUE ASPECTS TO IT THAT.
I FELL IN LOVE WITH, INCLUDING SOME OF THE SIDING AND THE WINDOWS AND IT JUST FELT.
AND AS I DID MORE RESEARCH, INCLUDING HAVING A LOT OF THE ORIGINAL DESIGNS WHICH NEIGHBORS BROUGHT OVER A LOT OF THE BLUEPRINTS BECAUSE A LOT OF THE NEIGHBORS EITHER KNEW THE HISTORY OF THE HOUSE OR SOMETHING.
BUT ONE OF OUR NEIGHBORS BROUGHT OVER A BUNCH OF ORIGINAL BLUEPRINTS AND WE HAVE THEM FRAMED NOW.
AND I GUESS THAT KIND OF FELL IN LOVE WITH THE ORIGINAL DESIGN.
AND AT SOME POINT, I THINK IN THE 70S OR 80S, THEY CHANGED CERTAIN THINGS THAT I WOULD LIKE TO.
AS WELL AS LOTS OF THINGS HAVE GONE INTO DISREPAIR, MOSTLY THE SIDING.
I DON'T THINK IT'S BEEN WORKED ON IN 40 YEARS.
IT'S JUST LOOKING BAD. SO WE'RE TRYING TO UPKEEP IT IN GENERAL, MAKE IT LOOK.
AND IN PARTICULAR IN THIS GRANT WAS THESE ALUMINUM SLIDER WINDOWS THAT WERE PUT IN.
WE'D LIKE TO REPLACE THEM WITH THE ORIGINAL STEEL CASEMENTS.
THERE'S AN UPPER PORTION OF THE HOUSE WHERE THEY REPLACED THIS SIGHTING WITH BOARD AND BATTEN TO MATCH THE REST OF THE HOUSE, BECAUSE AT THAT TIME IN THE 70S, THEY WEREN'T MAKING THIS SIGHTING ANYMORE.
AND IN 2010, A COMPANY STARTED MAKING THIS SIGHTING AGAIN.
THERE'S ONE COMPANY DOING IT OUT OF CALIFORNIA.
REPLACE WHERE NEEDED THAT CITING WHILE SOMEONE'S STILL MAKING IT.
YEAH, THAT'S MY THOUGHTS ON IT.

SO WE GO FROM A HIGH END, ARCHITECTURALLY DESIGNED PROJECT TO A VERNACULAR THAT FITS JUST WONDERFULLY INTO THE SOUTH SIDE DISTRICT IS CONTRIBUTING.BUILDING WAS BUILT BY THE APPLICANT'S FATHER AND IT IS A STONE BUILDING WITH A STRUCTURE ON THE TOP.
I DON'T THINK A LOT OF PEOPLE WOULD APPRECIATE IT, BUT IT'S SO VERNACULAR.
IT'S SO MUCH A PART OF THE SOUTH SIDE BEING BUILT WITH STONE MATERIALS.
THE KNOWLEDGE OF THE PEOPLE THAT LIVED IN THE SOUTH SIDE THAT WERE SURROUNDED BY ALL THIS ACTIVITY AND BUSINESS, IT JUST REALLY REPRESENTS A REALLY NEAT BUILDING IN THE AREA.
THE FRONT FACADE STUCCO HAS FAILED.
THE REASON THE APPLICANT CONTACTED ME BECAUSE A SIGN SHOWED UP KINGDOM HALL.
SO THE JEHOVAH WITNESSES ACTUALLY MET ON THE SECOND FLOOR IN THIS BUILDING.
SO NOT A GOOD ENOUGH CONDITION OF THE SIGN TO GO THROUGH THE PROCESS AS A UNIQUE SIGN.
BUT WE'RE GOING TO TRY TO PURSUE SOME ACKNOWLEDGMENT AND INTERPRETATION OF THAT FACT THAT IT WAS THE KINGDOM HALL AND THAT IT WAS THE FIRST CHURCH FOR THE JEHOVAH WITNESSES AT THAT LOCATION, WHICH IS UNIQUE CONSIDERING THE ETHNIC MAKEUP OF THE NEIGHBORHOOD AND THE OWNER.
SO THE [INAUDIBLE], THE FRONT, THE OTHER STUFF IS INTACT.
THE RE STUCCO IN THE FRONT IS APPROXIMATELY A $10,000 PROJECT.
I ADDED A LITTLE MORE FROM THE ESTIMATE FOR PAINTING, AND SO THE REQUEST IS FOR A MATCHING GRANT OF $5,000 FOR THAT PROJECT. UM, WE HAVE THE OPPORTUNITY TO HAVE SOMEBODY THAT VERY MUCH UNDERSTANDS THE SOUTH SIDE.

GOT A SAND PILE ON ONE END WHICH USED SAND TO MAKE CEMENT.
THE BUILDING WAS BUILT LIKE THIS.
IT WAS MEANT TO BE A STORE BUT COULDN'T GET A CONDITIONAL USE PERMIT.
AND IT WAS ALL MADE OUT OF KNOTTY PINE TONGUE AND GROOVE, CEILINGS, FLOOR WALLS, EVERYTHING.
THE UPSTAIRS ROOMS. THE BEDROOMS. THE HALLWAYS ARE ALL IT IS.

SO THE INTERESTING PART IS WE'VE BEEN WORKING ON THIS FOR TWO YEARS.
WE HAVEN'T WRITTEN THE PLAN YET.
WE'VE REALLY BEEN GATHERING AND LISTENING, UNDERSTANDING OUR DATA, UNDERSTANDING WHAT THE COMMUNITY WANTS SET AS OUR PRIORITIES AND WHAT THEY WOULD LIKE TO SEE US WORKING TOWARDS AS WE GATHER THIS WORK AND GO FORWARD.
SO I'M GOING TO GIVE A BRIEF UPDATE OF THE WORKSHOPS THAT WE'VE DONE IN THE FALL AND THE SPRING.
WE HAD 11 VISIONING WORKSHOPS AT 11 DIFFERENT LOCATIONS IN THE FALL.
THAT'S THE REGIONAL PLAN AREA IS MORE THAN JUST THE CITY OF FLAGSTAFF.
IT INCLUDES SURROUNDING AREAS OF COCONINO COUNTY.
THE FOCUS OF THESE WORKSHOPS WAS REALLY FOR EXERCISES AND WE HAD INCLUDING ASSET MAPPING, CREATING KEY QUESTIONS FOR US TO MONITOR AND REALIZE AS WE WORK, CREATING A VISION STATEMENT AND ALSO JUST HAVING A PLACE TO TALK ABOUT OPEN ENDED CONCERNS THAT AFFECT THE COMMUNITY IN THE LONG TERM.
CONCURRENT WITH THAT, WE DID A VISIONING SURVEY THAT HAD ABOUT 126 RESPONSES.
SO FROM THAT FIRST ROUND OF ENGAGEMENT, WE HEARD THAT THE NATURAL ENVIRONMENT IS THE TOP OF THE LIST AND THINGS PEOPLE WERE WANTING TO ENSURE WAS A CENTRAL VALUE. WE ALSO HEARD ABOUT MULTI-MODAL TRANSPORTATION, AFFORDABLE HOUSING AND HOUSING OPTIONS, DIVERSITY, EQUITY AND INCLUSION, THE CHARACTER AND HERITAGE PRESERVATION OF THE COMMUNITY, AND CREATING ACCOUNTABILITY IN THE PLAN FOR BOTH THE CITY AND COUNTY.
AS WE'VE MOVED FORWARD INTO SCENARIO PLANNING, WE'VE TAKEN THOSE LESSONS LEARNED INTO THIS PROCESS, AND WE'RE STARTING TO KIND OF BUILD ANOTHER BRANCH OF WHAT IT TAKES TO KIND OF UNDERSTAND HOW WE MOVE FORWARD.
AND TO DO THIS, WE HAVE A PUBLIC PROCESS WITH THE UNDERLYING SET OF SCENARIO PLANNING MODELING THAT'S BEING DONE BY OUR CONSULTANT CASCADIA PARTNERS.

ALMOST ALL OF THEM HAVE STARTED THAT INSTANTANEOUSLY.
IT'S NOT INTELLIGENCE, IT'S ARTIFICIAL.
IT IS. BUT MANY OF THESE ARE WELL CALIBRATED ON RESEARCH AND MAKING SURE THAT THERE'S WELL UNDERSTOOD CAUSAL RELATIONSHIPS AND THAT THOSE ARE MY COMMUNITY AND I DON'T WANT ARTIFICIAL INTELLIGENCE TO BE MAKING POLICY.
WELL, IT'S REALLY INTERESTING.
IT'S HELPING US UNDERSTAND HOW CHOICES CAN PLAY OUT DIFFERENTLY.
THERE'S NOTHING THAT WE'RE DOING YET THAT'S WRITTEN A SINGLE WORD OF POLICY.
SO THE GROWTH IDEAS BASICALLY BECOME SCENARIOS.
THE HUMANS IN THIS ARE GOING TO COMBINE THESE THINGS TO PULL TOGETHER LIKE WHAT ARE THE FUTURES? WE COULD BE SEEING THE ONE THAT WE ALREADY HAVE DONE.
I THINK IT'S ON THE NEXT SLIDE IS THE BUSINESS AS USUAL.
SO WHAT IF WE JUST KEEP DOING WHAT WE HAVE BEEN DOING? WE SORT OF HAVE MEDIUM GROWTH AND WE KEEP KIND OF GROWING THE WAY THE COMMUNITY IS CURRENTLY ZONED.

SO WE BY 2045, WE HIT THE TIPPING POINT THAT BOULDER AND MANY OTHER AMENITY COMMUNITIES HAVE, WHERE MORE THAN 50% OF OUR WORKFORCE IS COMMUTING INTO FLAGSTAFF FROM OUTSIDE THE REGION.
THAT'S NOT A VERY POSITIVE TREND TO KIND OF HAVE THOSE UNDERSTANDINGS, BECAUSE SOMETIMES THE WAY WE HAVE BEEN DOING THINGS MIGHT YIELD DIFFERENT RESULTS AS TIME AND TRENDS MOVE ALONG.
AND THEN THERE'S ALSO THE IDEA THAT ONE OF THE THINGS THAT DOES HAPPEN, TOO, IN THE BUSINESS AS USUAL SCENARIO IS WE JUST DON'T HAVE ENOUGH LAND TO BUILD ALL THE HOUSING THAT'S NEEDED.
AND SO COSTS CONTINUE TO GO UP AND BASICALLY THERE'S NO LONGER WORKING CLASS OR AFFORDABLE HOUSING.
SO WE HAVE A SEDONA PROBLEM TOO.

AND FOR A COUPLE OF WEEKS WE HAD IT OPEN AND WE ASKED PEOPLE OF THESE 23 IDEAS, ONE OF WHICH WAS HISTORIC PRESERVATION, INVESTING IN TRANSIT, MORE ROBUST ACTIVITY CENTERS, GREENFIELD DEVELOPMENT, ALL KINDS OF THINGS LIKE THAT.
WHAT DO YOU THINK SHOULD BE PRIORITIZED? AND THAT'S NOT A FINAL PRIORITIZATION, BUT IT WAS ANOTHER INFORMATIVE THING THAT SAYS HOW PEOPLE ARE MAYBE LOOKING AT DIFFERENT VALUES THAT WE HAVE AND HOW THEY WOULD WEIGH THEM AGAINST EACH OTHER.

IT COULD TELL US THAT THERE'S IF WE MAKE SOME MORE SPECIFIC COMMITMENTS AS A COMMUNITY THAT WE CAN CHANGE THINGS, OR IT MAY TELL US THAT THE MODERATE GROWTH IS NOT GOING TO BE ENOUGH TO REALLY CHANGE OUR BUILT ENVIRONMENT.
AND SOMETHING ELSE MIGHT HAVE TO BE THE LEVERS WE PUSH TO MEET COMMUNITY GOALS IN THE FUTURE.
SO THOSE ARE ALL REALLY INTERESTING THINGS THAT WE'RE HOPING TO LEARN THROUGH SCENARIO CHOOSING.
AND RIGHT AROUND THAT TIME, THE COMMITTEE, WHICH WILL BE OVERSEEING PLAN WRITING, WILL BE MEETING FOR THE FIRST TIME AND THE COMMITTEE IS BEING FORMED BY THE CITY AND COUNTY MANAGERS.
EACH COUNCIL AND BOARD MEMBER PROVIDED AT LEAST THREE NOMINATIONS TO THE CITY AND COUNTY CLERK.
WE HAD 34 NOMINATIONS AND I WAS IN THE PROCESS TODAY, IN FACT, OF WRITING THE STAFF REPORT TO STEVE PERU AND GREG CLIFTON, TELLING THEM, HERE'S WHO IS NOMINATED, HERE'S WHAT WHO, WHERE THEY REPRESENT GEOGRAPHICALLY.
HERE'S WHERE THERE ARE HOLES IN THAT GEOGRAPHIC REPRESENTATION.
AND SO THOSE ARE ALL PIECES THAT THEY WILL CONSIDER WHEN INVITING THE MEMBERS TO IT.

HOW ARE WE GOING TO OPERATE AS A COMMITTEE? AND STAFF'S RECOMMENDATION IS GOING TO INCLUDE OPEN MEETINGS, PUBLIC PARTICIPATION, GUIDELINES ABOUT WHEN AND HOW THE PUBLIC CAN PARTICIPATE, HOW THE AGENDAS GET POSTED, WHERE THEY'RE POSTED, AND THAT'LL BE SOMETHING THAT'S AVAILABLE TO THE PUBLIC.
