[NOISE] I WOULD LIKE TO SPEAK TO YOU ABOUT WILDFIRE, FLOODING AND DROUGHT.
AS I'M SURE YOU RECALL, THE CLIMATE ACTION AND ADAPTATION PLAN OF 2018 CONDUCTED AN EXHAUSTIVE ENVIRONMENTAL STUDY AND CONCLUDED THAT STAFFS S3 GRAVEST THREATS WERE A WILDFIRE FLOODING AND DROUGHT.
SINCE THAT TIME OF COURSE, WE HAVE BEEN RAVAGED BY BOTH WILDFIRES AND FLOODING.
TODAY THE CAP HAS BEEN REPLACED BY THE CARBON NEUTRALITY PLAN.
UNFORTUNATELY THE CARBON NEUTRALITY PLAN DOES NOT INCLUDE WILDFIRE, FLOODING AND DROUGHT AS A TOP PRIORITY.
FLAGSTAFF FIRST THEREFORE, IS BRINGING FORWARD FOR YOUR CONSIDERATION A PETITION SIGNED BY OVER 400 RESIDENTS OF FLAGSTAFF, MANY OF WHOM WERE AFFECTED BY THE WILDFIRES AND THE FLOODING.

THE PETITION READS, THIS PETITION REQUESTS THE CITY COUNCIL ADD WILDFIRE FLOODING AND DROUGHT TO THE CURRENT PRIORITIES LISTED IN THE CARBON NEUTRALITY PLAN.THESE THREE ARE THE MOST DIRECT ENVIRONMENTAL THREATS IDENTIFIED BY A FLAGSTAFF SPECIFIC CLIMATE VULNERABILITY ASSESSMENT HIGHLIGHTED IN THE CLIMATE ACTION AND ADAPTATION PLAN.
PAGES 17 AND 18 INCLUDE IN THE CNP SPECIFIC GOALS AND STRATEGIES FOR ADDRESSING PREVENTION, DETECTION, AND SUPPRESSION OF WILDFIRE, MITIGATION OF FLOODING AND PREPARATION FOR DROUGHT.
THE CARBON NEUTRALITY PLAN CURRENTLY HAS FOUR PRIORITIES, NEIGHBORHOODS, ENERGY SOURCES, CONSUMPTION AND COMMITMENTS.
WE ARE PROPOSING THAT WILDFIRE, FLOODING AND DROUGHT, [NOISE] EXCUSE ME, BE ADDED AS A FIFTH PRIORITY.
YOU MAY BE ASKING YOURSELF BUT WHAT DOES WILDFIRE FLOODING AND DROUGHT HAVE TO DO WITH CARBON NEUTRALITY? IN FACT, PREVENTING, DETECTING AND SUPPRESSING WILDFIRES WILL HAVE A GREATER IMPACT ON CO_2 EMISSIONS THAN ANY OTHER ACTION ITEM IN THE CARBON NEUTRALITY PLAN.
HERE'S WHY. ACCORDING TO THE CALIFORNIA AIR RESOURCES BOARD, THE 2020 WILDFIRES IN CALIFORNIA PRODUCED 27.3 TONS OF CO_2 PER ACRE BURNED.
FLAGSTAFF AREA WILDFIRES INCLUDING THE SCHULTZ FIRE, MUSEUM FIRE, TUNNEL FIRE, HAYWIRE FIRE AND PIPELINE FIRE BURNED A TOTAL OF 67,942 ACRES OF FOREST.
USING THE CALIFORNIA FIGURES THESE FIRES PRODUCED 1,854,817 TONS OF CARBON DIOXIDE.
WE ALSO HAVE TO REMEMBER THAT TREES TAKE IN OR SEQUESTER CO_2.
THE US FOREST SERVICE ESTIMATES THE AVERAGE US FOREST SEQUESTERS OR REMOVED FROM THE ATMOSPHERE, 1.13 TONS OF CO_2 EACH YEAR.
HAD THE ABOVE FIRES EITHER BEEN PREVENTED OR QUICKLY SUPPRESSED.
76,774 TONS OF CO_2 WOULD HAVE BEEN SEQUESTERED EACH YEAR BY THE TREES THAT NOW AREN'T THERE.
THE GOAL OF THE $600,000,000 CARBON NEUTRALITY PLAN IS TO NEUTRALIZE 857,039 TONS OF CO_2 ANNUALLY.
CLEARLY A COMPREHENSIVE PLAN TO PREVENT, DETECT AND SUPPRESS WILDFIRES IS THE MOST POWERFUL ACTION THAT CAN BE TAKEN BY THE CITY OF FLAGSTAFF TO REDUCE CO_2 IN THE ATMOSPHERE.
YOU MIGHT ALSO BE ASKING, WELL WHY ARE WILDFIRE FLOODING AND DROUGHT LISTED AS A SINGLE PRIORITY? THE CITY HAS DONE MUCH GOOD WORK IN DEALING WITH FLOODING IN THE EAST, THE WEST AND THE CENTER OF FLAGSTAFF.
BUT THIS WORK MUST BE CLASSIFIED AS DAMAGE CONTROL.

I'M HERE TO ENCOURAGE YOU TO TRY TO WORK ON THAT AND ANY GUIDANCE YOU COULD GIVE ME AS TO WHAT TO DO TO BRING UP PUBLIC INTEREST IN THAT TO BEAR, I'D BE GLAD TO DO THAT.

AS A RESIDENT OF FLAGSTAFF FOR 49 YEARS SINCE 1974 WHEN MY HUSBAND WAS HIRED AS IN AU, AS A PROFESSOR OF BIOCHEMISTRY AND I WAS FACULTY IN THE SCHOOL OF MUSIC FOR 40 YEARS.
AS A TEACHER OF VOICE AND A SINGER, WE WERE ALWAYS HAPPY THAT FLAGSTAFF HAD CLEAN AIR AND CLEAN WATER.
AS OF MAY 2023, THIS IS NO LONGER TRUE BECAUSE OF THE LIMESTONE QUARRY ON SHIP HILL.
I OWN TWO PROPERTIES, ONE IN THE COUNTY AND ONE IN THE CITY LIMITS.
THE ONE IN THE COUNTY IS ONE-THIRD MILE FROM THE QUARRY.
I HAVE HAD SEVERE CHEST PAIN AND INFLAMMATION FROM THE LIMESTONE QUARRY DUST SINCE THEN.
MY DOCTOR ADVISES ME THAT THIS DUST IS DETRIMENTAL TO MY HEALTH AND LUNGS.
AS A 79 YEAR-OLD WIDOW, I AM LIVING WITH PAIN AND DEVELOPING LUNG DISEASE IN MY OLD AGE.
THE CHOICE THAT THE CITY OF FLAGSTAFF HAS MADE IS UNCONSCIONABLE AND UNSUSTAINABLE.
WHENEVER I GO TO MY COUNTY HOME, I HAVE TWO DASH FROM THE CAR INTO THE HOUSE.
THE DUST GETS IN THE CAR, FURNITURE, CLOTHING, AND LUNGS.
ONE CANNOT OPEN WINDOWS OR BE OUTSIDE.
IS A VERY BAD EXPERIENCE TO LIVE LIKE THIS.
I'M HERE TODAY TO TELL YOU THAT THE CHOICE TO CONTINUE POLLUTING THE AIR AND INJURING YOUR CITIZENS, EVENTUALLY CAUSING DEATH BY SILICOSIS, A HORRIBLE LUNG DISEASE WILL CAUSE MANY PEOPLE TO START HOLDING THE CITY OF FLAGSTAFF RESPONSIBLE FOR THEIR MEDICAL COSTS, LOSS OF QUALITY OF LIFE, AND PLUMMETING PROPERTY VALUES.

YET HERE WE ARE WITH HI IN THE MIDDLE OF THREE RESIDENTIAL AREAS, SMOKE RISE, TRAILS AND AN OAK WOOD PINTS.
WHEN WE ARE TOLD THAT THE STAFF IS HANDLING IT, WE GET BACK FROM THEM RESPONSES THAT THEY'VE DONE THINGS LIKE PUTTING US AS CITY STREET WEIGHT LIMIT IN PLACE.
THEY'RE TELLING US THAT THE POLICE DEPARTMENT CAN ENFORCE THAT.
WE CALL THE POLICE DEPARTMENT.
HOUSES ARE LITERALLY SHAKING FROM THESE TRUCKS AND THE SMOKE RISE NEIGHBORHOOD.

THERE WAS INDUSTRIALS TRUCKS GOING DOWN DODGE AND TRAILS END.
WHAT THE CITY DID WAS THEY PASSED IT SO THAT THOSE INDUSTRIAL TRUCKS COULD NOT GO DOWN OUR ROADS.
THEY HAD TO GO DOWN EMPIRE THAT WAS ALREADY PASSED BY THE CITY COUNCIL.
NOW THERE IS A WAY TO GET UP THE MOUNTAIN FROM EMPIRE AND THAT'S THE WAY THESE INDUSTRIAL TRUCKS NEED TO GO.
BUT THE PERSON THAT OWNS THIS PLANT NOW DOESN'T

THEY'RE GOING 60 MILES AN HOUR.

OUR HOMES ARE BEING FLOODED WITH BASICALLY TOO MUCH DIRT TOO.

THERE'S ONLY ONE ACCESS UP THERE.

I WOULD JUST ENCOURAGE, I'M SURE EVERYONE GOT AN INVITATION TO THAT EVENT, AND IT WAS REALLY PRETTY NICE TO SEE ALL THE SMILES AND ALL THE FACES OF THE KIDS AND THEIR PARENTS AFTER WHAT THEY GO THROUGH, SOME OF THE KIDS WOULD BE IN THE NICU FOR MONTHS ON END, AND SOME OF THEM HAD TO BE TRANSPORTED DOWN TO PHOENIX FOR ADDITIONAL CARE.
BUT SATURDAY WAS REALLY NICE JUST TO SEE ALL THE SMILES AND EVERYBODY LAUGHING AND BEING HAPPY AND CELEBRATING THEIR GRADUATION FROM THE NICU.

ONE THING THAT WASN'T AS WONDERFUL, BUT A REALITY WAS WE HAVE AN INCREASE IN POPULATION FACING THE COURT SYSTEM AND A LOT OF IT IS CONTRIBUTED TO THE LACK OF SOCIALIZATION OF OUR YOUTH DURING COVID, THE LOCK DOWN.
WE HAD A LOT OF GREAT REAL CONVERSATIONS.
WE BROKE OUT INTO WORK GROUPS AND WE JUST TALKED ABOUT WHAT WE'D LOVE TO SEE, JUST IF WE COULD DO ANYTHING AND HAVE ANYTHING, WHAT WOULD IT LOOK LIKE? WE HAVE UNAUTHORIZED FLEET OF 50 PATROL VEHICLES.
PEORIA FORD RESPONDED TO OUR REQUEST TO PURCHASE THE 10 FORD HYBRID VEHICLES BUT THEN IN JUNE OF 2023, THEY CALLED US AND TOLD US, WE'RE UNABLE TO GIVE THEM TO YOU AND WE DON'T KNOW IF WE EVER WILL BE.

THESE VEHICLES TYPICALLY RUN MULTIPLE DAYS A WEEK AND UP TO 20 HOURS PER DAY BECAUSE WE RUN THEM FOR TWO SHIFTS.

THE PROPOSAL WOULD TAKE ACCESS FROM MCALLISTER RANCH ROAD AND RESULT IN 101 UNITS WITH TWO TRACKS, TRACK C AND D, PROVIDING SOME ADDITIONAL OPEN SPACE AND RESOURCE PROTECTION.
AS WE SAID, THERE IS A RESOURCE PROTECTION OVERLAY THAT APPLIES HERE AND THE RESOURCE PROTECTION PLAN WOULD REQUIRE FOR THE ENTIRETY OF THE TIMBER STUD DEVELOPMENT AREA OF MINIMUM RESOURCE PROTECTION RATE OF 47.5%.

BECAUSE I DON'T WANT TO FORGET, I WANT TO THANK ALL THE PEOPLE WHO WORKED REALLY HARD ON THIS RESOLUTION, INCLUDING SARAH, DR. PAUL MOOD, GEOFF BELLMAN, AMONGST OTHERS, AND THOSE DIVISIONS.
AS WELL AS OUR PARTNERS AT MOUNTAIN LION WHO ARE ALSO HERE THIS EVENING TO ANSWER ANY QUESTIONS.
FLAGSTAFF IN MOTION IS THE MOUNTAIN LINES FIVE-YEAR TRANSPORTATION PLAN.
I THINK EVERYONE KNOWS MOUNTAIN LINE IS THE TRANSIT AUTHORITY, RESPONSIBLE FOR OPERATING OUR TRANSIT SYSTEM IN THE CITY.
THEY DO ADOPT A NEW STRATEGIC PLAN EVERY FIVE YEARS.
THIS PLAN INCLUDES IDEAS FOR HOW TO IMPROVE SERVICES AND MOBILITY AND TO PROVIDE TRANSIT ACCESS, WHICH SUPPORTS AND IMPLEMENTS OUR FLAGSTAFF REGIONAL PLAN, OUR SUSTAINABILITY AND CLIMATE GOALS, AS WELL AS OTHER GOALS THAT WE HAVE IN OUR COMMUNITY.
RECOMMENDATIONS WITHIN THE PLANNING INCLUDE JUST IMPROVING THAT 15-MINUTE TRANSIT FREQUENCY, FOR MUCH MORE FLAGSTAFF AS SHOWN IN THIS GRAPHIC.
ADDING ADDITIONAL BUS STOPS, E-MOBILITY, INCLUDING SCOOTER AND E-BIKE SHARE PROGRAMS, AND KISS-AND-RIDE OF SPOTS FOR OUTLYING COMMUNITIES.
FOR ANYONE NOT FAMILIAR WITH THAT TERM, IT'S THE NEW PARK AND RIDE, BUT INSTEAD OF PARKING, YOU'RE ACTUALLY HAVING SOMEBODY ELSE WHO IS MAYBE GOING INTO A DIFFERENT DIRECTION, DROP YOU OFF.
IF IT'S A PARTNER OR SPOUSE OR JUST A REALLY GOOD FRIEND, THEY MIGHT KISS GOODBYE AND [LAUGHTER] YOU GET ON THE TRANSIT AND GO.
JUST A LOT OF IMPROVEMENTS TO OUR EXISTING SYSTEM.
OTHER RECOMMENDATIONS WITHIN THE PLAN INCLUDED A NEW ROUTE TO THE PROPOSED HOSPITAL RELOCATION, AND THEN JUST OVERALL INCREASED FREQUENCY AND EXTENDED HOURS OF OPERATION.

REALLY THIS RESOLUTION IS ABOUT COLLABORATION AND IMPLEMENTATION.REALLY THE THREE AREAS OF COLLABORATION THAT WE HAVE FOCUSED ON THIS RESOLUTION IS THROUGH THE DEVELOPMENT OF THE REGIONAL PLAN 2045'S TRANSPORTATION ELEMENT, AS WELL AS COORDINATION AND ALLOCATION OF MONEY FOR CAPITAL PROJECTS, AND DEVELOPING A TRANSPORTATION DEMAND MANAGEMENT PROGRAM WITH OUR PARTNER AGENCIES.
ONE OF THE FIRST STEPS TO THIS COORDINATE COLLABORATION IS WE ACTUALLY WENT TO THE PLANNING AND ZONING COMMISSION LAST WEDNESDAY TO ASK THEM TO ENDORSE A INTERPRETATION.
THIS INTERPRETATION REALLY HELPS JUST SOLIDIFY HOW WE DO HONOR THE GOALS AND THE REGIONAL PLAN AS IT RELATES TO TRANSIT.

THOSE AMENDMENTS MADE CERTAIN CHANGES REGULATING HIGH OCCUPANCY HOUSING OR WE COMMONLY REFER TO IT AS HOH.
THOSE CHANGES INCLUDING INCLUDED REQUIRING A CONDITIONAL USE PERMIT FOR HOH, RESTRICTING HOH OF FOUR UNITS OR MORE TO THE PEDESTRIAN SHED OF AN ACTIVITY CENTER, AND ADDING PARKING OR BEDROOM BATHROOM AND OTHER HOH REGULATIONS.
AS THE PROP TOOL SEVEN CLAIMS BEFORE YOU TODAY CAME IN IN JULY AND AUGUST, THE CITY RECEIVED THOSE CLAIMS ON BEHALF OF 16 PARCELS OF LAND.
THE OWNER'S CLAIM THAT AS A RESULT OF THE NOVEMBER 2020 CODE AMENDMENTS, THEIR PROPERTIES LOST A COLLECTIVE $39 MILLION.
ARIZONA REVISED STATUTES, SECTION 12-1134, WHICH IS MORE COMMONLY KNOWN AS PROP 207, PROVIDES THAT IF THE EXISTING RIGHTS TO USE DIVIDE CELL OR POSSESS PRIVATE REAL PROPERTY OR REDUCED BY THE ENACTMENT OR APPLICABILITY OF ANY LAND USE LAW ENACTED AFTER THE DATE THE PROPERTY IS TRANSFERRED TO THE OWNER, AND SUCH ACTION REDUCES THE FAIR MARKET VALUE OF THE PROPERTY.
THE OWNER IS ENTITLED TO JUST COMPENSATION FROM THIS STATE OR THE POLITICAL SUBDIVISION OF THIS STATE THAT ENACTED THE LAND USE LAW.

THE PROPOSAL AGAIN RURAL RESIDENTIAL TO HIGH DENSITY RESIDENTIAL WITH THE RESOURCE PROTECTION OVERLAY, THE GOAL IS TO DEVELOP A MULTI-FAMILY RESIDENTIAL PROJECTS ALL BEING REQUIRED PARKING, AND VARIOUS SITE AMENITIES.
THE HR ZONE ALLOWS BETWEEN 10 AND 29 UNITS PER ACRE AND WHEN YOU HAVE THE RESOURCE PROTECTION OVERLAY AND

WHEN YOU'RE WITHIN AN URBAN ACTIVITY CENTER THAT RESULTS IN BETWEEN 130 UNITS MINIMUM, 377 UNITS MAXIMUM.OUR DEVELOPMENT IS IN THE MIDDLE THERE, 214.
THE REGIONAL PLAN CALLS FOR A MINIMUM DENSITY OF 13 UNITS AN ACRE IN THIS AREA AND THIS DEVELOPMENT EXCEEDS THAT WHICH IS GOOD, 16.45 UNITS AN ACRE.
HERE'S A BREAKDOWN OF THE UNIT TYPES: ONE-BEDROOM, TWO-BEDROOM, AND THREE-BEDROOM.
THESE ARE VERY TRADITIONAL UNIT MIX AS OPPOSED TO USE SOME OF THESE OTHER DEVELOPMENTS WE SEE THAT START GETTING INTO FOUR, OR FIVE PLUS BEDROOM UNITS.
THE APPLICATION FOR A SITE PLAN REVIEW WAS APPROVED BACK IN JUNE OF THIS YEAR SUBJECT TO THE DIRECT ORDINANCE ZONING MAP AMENDMENT BEING APPROVED BY THE COUNCIL.
HERE ARE SOME PROPOSED FLOOR PLANS, AND I'VE HIGHLIGHTED WHERE THIS TYPE OF BUILDING IS LOCATED ON THE SITE.
THESE ARE THE LARGEST BUILDINGS IN THE DEVELOPMENT, THEY'RE THREE STOREYS.
THEY INCLUDE SIX INTERIOR GARAGES AND 24 UNITS, AND THIS IS THE ELEVATION SHOWING THESE VERY TRADITIONAL FLAGSTAFF MATERIALS, THE STONE VENEER, THE LAP SIDING, AND METAL ROOF ACCENTS.
BUILDING TYPE 2 I THINK OF IT LIKE THE TWO ENDS OF BUILDING TYPE 1 JUST SQUISHED TOGETHER AND THEY TOOK THE MIDDLE OUT, SO THIS IS ALSO THREE STOREYS BUT IT ONLY HAS 12 UNITS.
IT DOESN'T HAVE THE GARAGE SPACES.
THERE'S ONLY ONE OF THESE, AND SAME MATERIAL PALETTE THAT WE'RE LOOKING AT IN THE FIRST BUILDING.
THEN BUILDING TYPE 3 HAS GARAGES ON THE FIRST FLOOR, AND THE SECOND FLOOR HAS TWO UNITS.
THESE ARE PLACED ALONG THAT WEST PROPERTY EDGE OF THE DEVELOPMENT.
THERE ARE ADDITIONAL BUILDINGS ALONG THE SOUTH EDGE.
THOSE ARE JUST THE GARAGES, THEY DON'T HAVE THE RESIDENTIAL UNITS ABOVE THEM AND THAT'S THE ELEVATION OF THE GARAGE BUILDING.
THIS SITE WAS AFFECTED BY A WILDFIRE IN THE PAST, SO THERE IS NOT A WHOLE LOT OF TREES TO BE SAVED HERE.
IN THESE LITTLE POCKETS THERE ARE SOME DOWN HERE ON THE SOUTH NEAR THE CONNECTION TO SKY COTTAGES, AND THEN A COUPLE HERE NEAR THE DRIVEWAY ENTRY ONTO THE PROPERTY.
THEY'RE PROPOSING TO SAVE OVER 50%, SO THEY MEET THAT REQUIREMENT.
THE ANNEXATION THAT REQUEST IS FOR THAT 1.82 ACRES, SO IT'S THAT PORTION OF THE EXISTING PARCEL THAT'S STILL IN THE COUNTY AS WELL AS THE RIGHT-OF-WAY IN WOODY MOUNTAIN.
IT JUST HELPS CLEAN UP THAT OWNERSHIP FOR THE CITY.
IF YOU'RE PAYING ATTENTION THIS HAS THE OLD APN NUMBER ON IT, SO JUST IGNORE THEM.
THAT WAS A TEST FOR EVERYONE [LAUGHTER].
ANNEXATIONS HAVE TO MEET THREE CRITERIA TO BE APPROVED.
THEY HAVE TO MEET THE ARIZONA STATE STATUTE COMPLIANCE, THEY HAVE TO MEET OUR REGIONAL PLAN, AND THEY HAVE TO MEET OUR PUBLIC FACILITIES AND SERVICE IMPACT ANALYSIS.
FINDING 1 HAS TO DO WITH CONFORMANCE WITH THE STATE STATUTE.
THE STATE SETS UP REQUIREMENTS FOR THE PROCESS PROCEDURES.
WHETHER YOU'RE ELIGIBLE OR NOT TO BE ANNEXED IT HAS TO DO WITH HOW ADJACENT YOU ARE TO THE CITY AND DIMENSIONS OF THAT AREA TO BE ANNEXED, SO WE'RE GOOD ON ALL THAT.
FINDING 2 IS CONFORMANCE WITH OUR REGIONAL PLAN.
THE REGIONAL PLAN HAS TWO MAIN POLICIES THAT I THINK REALLY APPLY TO ANNEXATION.
ONE IS THAT WE DON'T WANT TO PROVIDE CITY SERVICES TO AREAS OUTSIDE OF THE CITY WITHOUT ANNEXING THEM

OR IF THEY DON'T QUALIFY WE CAN ALWAYS DO A PRE ANNEXATION, MEANING THAT THEY WILL ANNEX AS SOON AS THEY QUALIFY.THE OTHER IS THAT DEVELOPMENT THAT REQUIRES THAT INFRASTRUCTURE SHOULD BE LOCATED WITHIN THE URBAN GROWTH BOUNDARY, AND THIS PARCEL IS WITHIN OUR URBAN GROWTH BOUNDARY.
FINDING 3 IS CONFORMANCE WITH THE CITY CODE DIVISION REGARDING ANNEXATIONS AND HAS TO DO WITH PUBLIC SYSTEMS ANALYSIS.
WE LOOK AT A TRAFFIC ANALYSIS, THE RIGHT-OF-WAY IMPACT, AND TRANSPORTATION IMPROVEMENTS, WATER AND SEWER IMPACT ANALYSIS, STORM WATER ANALYSIS, SCHOOLS AND FIRE PROTECTION.
THE TRAFFIC IMPACT ANALYSIS WAS DATED JUNE 9TH, 2023.
IT WAS ACCEPTED BY CITY STAFF, AND APPROVED BY ADOT.

THEY'RE EXTENDING THE MEDIAN ON WOODY MOUNTAIN ROAD, AND THEY ARE ALSO PROVIDING A PROPORTIONAL SHARE TOWARDS A FUTURE TRAFFIC SIGNAL AT 66 AND WOODY MOUNTAIN.
THE WATER AND SEWER IMPACT ANALYSIS WAS COMPLETED WAY BACK IN 2013, BUT SINCE IT WAS A SIMILAR LAND USE ON THE PROPERTY, IT WAS WAIVED WHEN THIS PROJECT CAME IN.
THEY ARE REQUIRED TO PROVIDE A 12-INCH OFFSITE SEWER MAIN AS PART OF THIS DEVELOPMENT.
THE DRAINAGE IMPACT ANALYSIS WAS PREPARED ON AUGUST 30TH OF 2022.
NO OFFSITE STORM WATER IMPROVEMENTS ARE REQUIRED, EVERYTHING'S HANDLED ON-SITE AND THINGS ARE JUST METERED OFF TO MITIGATE ANY ADDITIONS OF IMPERVIOUS SURFACE.
SCHOOLS. THIS DEVELOPMENT ISN'T ANTICIPATED TO IMPACT SCHOOLS.
FIRE PROTECTION; IT'S SERVED BY FIRE STATION NUMBER 1 AND IS WITHIN THE DESIRED RESPONSE TIME.
THE ANNEXATION RECOMMENDATION FOR TONIGHT, SO I WAS HERE BACK IN SEPTEMBER 5TH WHERE WE HELD A PUBLIC HEARING FOR THE ANNEXATION.

THE DEVELOPER WILL ALSO BE CONSTRUCTING THE FUTS ALONG BOTH FRONTAGES WHICH HELPS COMPLETE SOME MORE OF THAT FUTS IN THIS AREA THAT'S BEEN DEVELOPED WITH THESE ADJACENT PROPERTIES, AND WILL PROVIDE US 214 RENTAL UNITS.
THERE IS A LACK OF COMMERCIAL DEVELOPMENT IN THIS PROPOSAL.
AGAIN, I THINK WE'VE TALKED BEFORE ABOUT JUST THE NUMBER OF ROOFS NEEDED TO SUPPORT COMMERCIAL AND WE'RE NOT QUITE THERE IN THIS LOCATION RIGHT NOW, AND SO I'D LIKE TO THINK THAT BY BRINGING MORE RESIDENTIAL IN THIS AREA THAT WE COULD BE ABLE TO SUPPORT SOME COMMERCIAL IN THE FUTURE.
THEIR STAFF DETERMINED THAT THERE IS A LACK OF CONNECTIVITY THAT WE LIKE TO SEE IN THESE URBAN ACTIVITY CENTERS AS FAR AS BLOCK SIZES.

EIGHTEEN PEOPLE CAME TO THE FIRST ONE, FOUR CAME TO THE SECOND.
WE'VE TALKED ABOUT HOW A COMMON COMMENT MADE WAS WANTING TO SEE THAT TRAFFIC SIGNAL AT WOODY MOUNTAIN AND 66.
FOR THE ZONING MAP AMENDMENT RECOMMENDATION, THE PLANNING AND ZONING COMMISSION, IN ACCORDANCE WITH THE REQUIRED FINDINGS, FORWARDED THE DIRECT TO ORDINATE ZONING MAP AMENDMENT REQUESTS TO CITY COUNCIL WITH A RECOMMENDATION FOR APPROVAL SUBJECT TO THE FOLLOWING CONDITIONS.
ONE, THAT IT SHOULD BE DEVELOPED IN ACCORDANCE WITH THAT APPROVED SITE PLAN.
THE SECOND CONDITION THAT STAFF RECOMMENDED HAD TO DO WITH EITHER REMOVING THE GATES.
THERE ARE GATES NEAR THE DRIVEWAY, SO YOU CAN PULL IN AND GET TO THE CLUBHOUSE AREA, BUT YOU CAN'T GET BACK INTO WHERE ALL THE APARTMENTS ARE.
STAFF GAVE THE APPLICANT THE CHOICE TO EITHER REMOVE THE GATES OR ESTABLISH A VEHICLE CONNECTION TO SKY COTTAGES.
RIGHT NOW THERE'S A PEDESTRIAN-BIKE CONNECTION TO THE SOUTH BUT NOT FOR VEHICLES, OR ADDED DRIVEWAY THROUGH THE CENTRAL AMENITY SPACE.
AS I SAID, THE COMMISSION DECIDED NOT TO SUPPORT THAT CONDITION.
THE THIRD CONDITION, ALL OTHER REQUIREMENTS OF THE ZONING CODE AND OTHERS CITY CODES, ORDINANCES, AND REGULATIONS SHOULD BE MET.
THE FOURTH, ALL TERMS, CONDITIONS, AND RESTRICTIONS DETAILED WITHIN THE DEVELOPMENT AGREEMENT NEED TO BE MET.
