These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.]

The Study was commissioned by L&M Prop3 Flagstaff, LLC (Ryan Haas) and prepared by Lynn Neal Consulting, LLC of Flagstaff AZ. RECOMMENDED ACTION: Approve the submitted Letter Report with the amended title as a Phase 1 Cultural Resource Study as meeting submission requirements of historic research and property recordation with proposed mitigation. ]

617 WEST TOMBSTONE PROPERTY THAT'S GOING TO BE REDEVELOPED BY DUPLEX.

I'M ALWAYS FAIRLY CAUTIOUS ON THE NEED FOR A CULTURAL RESOURCE STUDY.

WE'RE NOT A DESIGNATED HISTORIC DISTRICT, BUT WE DO KNOW THAT CERTAINLY THE PLAZA VIEJA IS A KNOWN HISTORIC ETHNIC NEIGHBORHOOD THAT HAS A WHOLE LOT OF HISTORY TO IT, AND THAT THERE ARE EFFORTS TO PRESERVE THE CHARACTER OF THIS PRETTY MUCH LEAVES ONLY TWO HOUSES ON THE OTHER SIDE OF THE STREET IN THAT BLOCK.

SO THAT CONTINUOUS KIND OF CHEWING AWAY OF, OF HISTORIC AREAS KIND OF MOTIVATED ME TO SAY THAT WE REALLY DO NEED A CULTURAL RESOURCE STUDY ON THIS.

THE HISPANIC FAMILY WAS VERY MUCH WELL ENTRENCHED INTO THAT NEIGHBORHOOD, AND HAD A LOT OF OF ASPECTS TO DO WITH HOW THE COMMUNITY WORKED AND WHERE THEY PARTICIPATED.

SO THAT IS THE REASON FOR A PHASE ONE CULTURAL RESOURCE STUDY.

NOTE THAT IT WAS SUBMITTED AS A LETTER REPORT, BUT AGAIN, WE KEPT WORKING TOWARD THAT GOAL, AND OUR PHASE ONE STUDIES INCLUDE MITIGATION. SO I FELT IT WAS IMPORTANT TO HAVE MITIGATION ON THIS AND TO REALLY FULLY RESEARCH THE CONDITION OF THE PROPERTY, AS WELL AS PULL UP SOME OF THE FAMILY HISTORY THAT'S THERE SO WE CAN PRESERVE THAT, AND THEN THE MITIGATION, PER MY RECOMMENDATION, THERE WERE SEVERAL OPTIONS, BUT THE COMMUNITY IS TALKING ABOUT DOING SOME INTERPRETIVE BRICKS AROUND THE LITTLE PARK, AND SO TYING INTO THAT PROJECT AND HELPING THAT PROJECT ALONG.

SO THE NAMES OF THE VARIOUS FAMILIES THAT LIVED IN PLAZA VIEJA, THEY PUT IN AN APPLICATION TO BPAC THE NEIGHBORHOOD ASSOCIATION HAS, AND THEN IT'S KIND OF LOGICAL TO GO AHEAD AND PLUG INTO THAT TO HELP THAT PROJECT ALONG.

SO BETWEEN THE RESEARCH AND THE MITIGATION, I THINK WE'VE COVERED THE CULTURAL RESOURCE STUDY AS A PHASE ONE.

SO BACK YOUR DIRECTION.

IF YOU FEEL THAT THE REPORT, IF YOU'VE REVIEWED IT, IS SUFFICIENT AND THE MITIGATION IS SUFFICIENT THAT WE CAN ACCEPT THIS.

BECAUSE IT'S NOT EVEN A CORNER STORE.

IT'S IN THE NEIGHBORHOOD.

SO AS FAR AS THAT HISTORIC CHARACTER, JUST TRYING TO MAINTAIN SCALE AND SOME APPROPRIATE DETAILING, THAT AT LEAST RELATES TO THE PLAZA VIEJA NEIGHBORHOOD AND THAT SCALE.

SO WHETHER WE'VE PASSED THAT OUT OR PASSED THAT RIGHT NOW AT THIS TIME, I THINK THAT THE DESIGN THAT THEY'VE PROPOSED WILL AT LEAST BE COMPATIBLE ON SCALE, YOU KNOW.
