AND WHEREAS OVER 1,000 INFANTS ARE BORN IN AMERICA EACH YEAR WITH CONGENITAL LIMB DIFFERENCES, AND WHEREAS OVER 500 AMERICAN AMERICANS LOSE A LIMB OR DEVELOP A LIMB DIFFERENCE DAILY.
AND WHEREAS WITH DIABETES AND VASCULAR DISEASE BEING THE LEADING CAUSE AND THE NUMBER OF AMPUTATIONS DOUBLING BY 2050 WITHOUT CONTINUED MAJOR PUBLIC AWARENESS CAMPAIGNS.
AND WHEREAS APRIL IS THE FIRST MONTH OF SPRING, AND AS SUCH IS THE TIME OF RENEWAL AND CELEBRATION OF THE FULL AND PRODUCTIVE LIVES THAT CAN BE LIVED BY THOSE EXPERIENCING LIMB LOSS OR LIMB DIFFERENCE.

WHAT YOU DO SEE IS THAT THOSE TWO ORANGE HIGHLIGHTS, WHICH INDICATES THE OPTION THREE VERSION WHERE WE HAVE COMBINED OR WE'RE SUGGESTING TO COMBINED THE COMMERCIAL SCHOOLS AND INSTITUTIONAL CUSTOMERS.
SO THIS WOULD COMBINE THEM INTO A COMMERCIAL/SCHOOLS CLASS.
SO THAT RATE WOULD BE $5.88 PER THOUSAND GALLONS FOR ALL OF THESE CUSTOMERS.
THE TOTAL RECOVERY OF REVENUE FOR FISCAL YEAR 2025 IN THIS OPTION IS $12.72 MILLION.

WE WENT BACK INTO OUR DATA AND WE LOOKED TO SEE THAT THAT IS THE AVERAGE BUILD VOLUME FOR COMMERCIAL CUSTOMERS IN FISCAL YEAR 2023. THAT CURRENT WATER BILL WOULD INCREASE BY $47.88 FOR THAT PARTICULAR CUSTOMER EACH MONTH.
THEREAFTER, THE BILLS WOULD INCREASE BY 15% PER YEAR.
ONCE WE ALIGN THE RATES IN THE NEXT FISCAL YEAR TO THE COSTS OF SERVICE AND THE NEW RATE STRUCTURE THEREAFTER, IT'S A STRAIGHT ACROSS THE BOARD 15% INCREASE TO GENERATE THOSE REVENUES TO PAY FOR YOUR CAPITAL PROJECTS.
THE LANDSCAPE CUSTOMERS HAVE DEMONSTRATE THE LARGEST INCREASE BECAUSE OF THE COSTS OF SERVICE.
SO THIS PARTICULAR CUSTOMER HAS A ONE INCH METER WITH 24,000 GALLONS OF USE.
THAT MONTHLY BILL WOULD GO UP BY ALMOST $140 A MONTH FOR THAT CUSTOMER, WHICH IS 105.9% INCREASE.

AND I ALSO WOULD LIKE TO OFFER A COUPLE OTHER THINGS I REALLY NEED TO THANK YOUR STAFF.
WE ARE NEXT GOING TO GO BACK TO THE RECLAIMED WATER RATES.
IF YOU RECALL FROM LAST WEEK, WE WERE PROPOSING THAT THE RECLAIMED WATER RATES REMAIN AT THAT POLICY LEVEL OF A CERTAIN PERCENTAGE OF POTABLE WATER. AND THERE WAS A REQUEST TO TAKE ANOTHER LOOK AT THAT.
THE SCHEDULE THAT YOU'RE SEEING IN THE TWO SCHEDULES YOU'RE SEEING IN FRONT OF YOU, THE TOP TABLE ARE THE VOLUMETRIC RATES FOR RECLAIMED WATER CURRENTLY. AND THEN THE BOTTOM TABLE ARE THE PROPOSED RECLAIMED WATER RATES FOR FISCAL YEAR 2025.
SO THEY DO PAY AN ADDITIONAL CHARGE FOR MONTHLY FIXED CHARGES.
THE SCHEDULES THAT WE SHOW HERE FOR THE VOLUMETRIC USAGE ARE BASED ON POTABLE WATER, AND THEY'RE NOT JUST A PERCENTAGE OF THE POTABLE WATER VOLUME RATE.
THERE'S A FANCY MATH THAT IS THE POTABLE WATER RATE FOR A CERTAIN CLASS OF PRIVATE RESIDENTIAL, FOR EXAMPLE, WOULD BE BASED ON THE POTABLE WATER RATES FOR SINGLE FAMILY RESIDENTIAL BY TIER.
BUT WE ADD IN THE ENERGY RATE SO THAT CURRENTLY IT'S $1.21 PER THOUSAND GALLONS.
WE TAKE THE POTABLE WATER RATE PLUS THE DOLLAR 21 FOR ENERGY, AND THEN TAKE 35% OF THAT RATE.
YOU NEED TO ADD IN THAT DOLLAR 21 OF THE ENERGY RATE.

WE ENDED UP PAUSING THAT THIS WAS BACK IN DECEMBER, WHEN WE HAD DISCUSSIONS WITH STAFF REGARDING THE CITY'S POLICY OF CHARGING RECLAIMED WATER RATES BASED ON THAT PERCENTAGE OF THE POTABLE WATER RATES.
SO WE PAUSED OUR DISCUSSION, HOWEVER, WHEN WE WERE COMPILING THE THE BASE BUDGETS FROM FINANCE AND FROM STAFF, AND WHEN WE WERE LOOKING AT THE OPTIONS FOR THE PROJECTED CAPITAL IMPROVEMENT PROJECT NEEDS, WE DETERMINED THAT THE CURRENT RECLAIMED WATER RATE REVENUE AND THE PROJECTED RECLAIMED WATER RATE REVENUE UNDER THIS SCENARIO THAT WAS PROVIDED TO US, THAT WAS THE GUIDANCE FROM LAST OCTOBER. WE SEE THAT THESE RATE REVENUES RECOVER THE COSTS OF OPERATIONS AND MAINTENANCE THAT ARE ALLOCATED FOR RECLAIMED WATER.
SO YOUR STAFF TAKE A PROPORTION OF THE DISTRIBUTION SYSTEM COSTS.
SO TO GET THE WATER TO THE THE CUSTOMERS, A SHARE OF THE COSTS AT THE WILDCAT RECLAMATION FACILITY FOR PRODUCTION OF RECLAIMED WATER.
SAME THING FOR A SHARE OF COSTS OF PRODUCTION AT THE RIO FACILITY.
WE ALSO INCLUDE A PROPORTION OF OPERATING CAPITAL.
THE RATES ALSO RECOVER A PORTION OF THOSE SHARED SERVICES COSTS.
SO THESE ARE THE COSTS THAT THAT EACH ENTERPRISE FUND.
IT THE BILLING FOR THESE SERVICES, THESE ARE ALL SHARED BY THE ENTERPRISE FUNDS.
AND THOSE COSTS ARE INCLUDED IN THIS COST OF SERVICE FOR RECLAIMED WATER.
SO THESE ARE ALL PART OF THAT RATE.
AND IT'S ABOUT $1.1 MILLION CURRENTLY OF RECLAIMED WATER RATE REVENUE.
SO THAT WOULD INCLUDE THE APPROVED CAPITAL PROJECT LIST, THE INFORMED PROJECT LIST FROM MASTER PLANS, AND THE UNFUNDED CIP PROJECTS THAT HAD BEEN UNFUNDED FOR YEARS.
THAT RATE INCREASE WOULD BE EXTREMELY LARGE, PARTICULARLY IN THE FIRST YEAR OF THE PLAN, AND THAT WOULD EXCEED THOSE POLICY LIMITS ON WHAT YOU COULD SET YOUR RECLAIMED WATER RATES TO.
SO WHEN WE SCALE BACK TO THAT CURRENT POLICY FOR DIFFERENT PERCENTAGES OF THE POTABLE WATER RATE, THE CURRENT AND PROJECTED RECLAIMED WATER RATES STILL RECOVER A PORTION OF THE CAPITAL IMPROVEMENT PROJECTS.
IT'S JUST NOT THE ENTIRE 69 MILLION OVER FIVE YEARS.
IT'S MORE LIKE 11 MILLION OVER THE NEXT FIVE YEARS.
SO THAT'S THAT'S SOMETHING THAT WE WANTED TO REITERATE AND MAKE SURE YOU UNDERSTOOD.
AND MR. TATTER WAS VERY CLEAR ON THAT LAST WEEK, BUT I WANTED TO REITERATE THIS.

AND ALSO TO DETERMINE IS ARE THERE ANY CHANGES THAT YOU SEE THAT YOU WOULD LIKE TO INVESTIGATE SO THAT WE COULD BRING THAT BACK TO YOU ON APRIL 16TH? THEY WOULD STILL GO UP BASED ON THE THE WATER RATE INCREASES.
AND YOU WOULD STILL BE ABLE TO FUND A SMALL AMOUNT OF PROJECTS, CAPITAL PROJECTS, BUT YOU COULD CONTINUE TO NEGOTIATE WITH YOUR CUSTOMERS THAT ARE THAT HAVE CONTRACTS WITH THE CITY, AND YOU COULD STILL LOOK TO VALUING THAT RECLAIMED WATER RESOURCE AND DETERMINE WHAT YOUR PATH FORWARD WOULD BE.
I KNOW THERE HAVE BEEN SOME PHRASES THAT WE'VE HEARD KICK THE CAN DOWN THE ROAD, ETC.
AND THIS IS THIS IS REALLY A MATTER OF.
SO TAKING ONE STEP AT A TIME FOR RECLAIMED WATER.
SO STILL INCREASE THOSE RECLAIMED WATER RATES AT THIS MOMENT.
BUT THEN LOOK FOR FURTHER REVISIONS GOING FORWARD AND COMING BACK TO YOU FOR FURTHER DISCUSSION.
IT'S THE TABLE THAT WE SHOWED YOU EARLIER, HAD MANY OF THE DIFFERENT CUSTOMER TYPES THERE.
A RECLAIMED WATER RATE IS SET TO 35% OF THE POTABLE WATER RATE PLUS THE ENERGY RATE.
A 1% INCREASE IN THAT PERCENTAGE OF THE POTABLE WATER RATE WOULD GENERATE SOME ADDITIONAL REVENUE.
AND ACTUALLY ERIN DOESN'T KNOW THIS, BUT I DID THE CALCULATIONS AND IT IT VARIES.
BUT THAT'S NOT TRUE. IT ACTUALLY GOES UP HIGHER THAN IT'S APPROXIMATELY 2%.
WHAT DOES $30,000 A YEAR GET US? WELL, IT WON'T ACCOMPLISH TOO MANY PROJECTS.
HOWEVER, ANY INCREASE IN REVENUE COULD HELP SUPPORT THE ALL OF THE EXISTING OPERATING CAPITAL.
SO THERE ARE BENEFITS TO INCREASING REVENUE COLLECTION ON THAT RECLAIMED WATER SIDE.
AND MOST OF IT IS TO PREPARE FOR THE NEXT STEP.
SO PREPARE FOR POTENTIALLY FUNDING ANOTHER PROJECT THAT IN THE CURRENT PLAN MAY NOT BE FUNDED.

OUR FLEET ELECTRIFICATION PETITION HAS THE SUPPORT OF OVER 2300 ARIZONANS.
IT'S A BIG STACK, WHICH I FORGOT TO BRING WITH ME TODAY.
SCIENTISTS HAVE MADE IT UNDENIABLY CLEAR THAT IF WE DON'T TAKE MAJOR STEPS TOWARDS DRASTICALLY REDUCING OUR CLIMATE, OUR CARBON EMISSIONS BY 2050 AT THE LATEST, THIS CLIMATE CRISIS WILL MAKE LIFE ON EARTH IMPOSSIBLE FOR MANY SPECIES.
TRANSPORTATION IS ONE OF THE MAJOR CONTRIBUTORS TO GREENHOUSE GASES BLANKETING OUR EARTH.
WE CAN AND SHOULD DO EVERYTHING POSSIBLE TO ELIMINATE TRANSPORTATION RELATED EMISSIONS.
WE NEED TO PROCEED RAPIDLY TO TRANSITION FROM GASOLINE POWERED TO ELECTRIC VEHICLES.
ALONG WITH SOURCING CLEAN ENERGY THROUGH COMMUNITY CHOICE AGGREGATION OR COMMUNITY SOURCE ENERGY.
WE NEED TO STOP OUR DEPENDENCY ON FOSSIL FUELS.

SCIENCE IS CLEAR THAT BURNING FOSSIL FUELS IS A MAJOR CONTRIBUTOR TO CLIMATE CHANGE.
PHASING OUT GAS POWERED VEHICLES AS QUICKLY AS POSSIBLE IS URGENTLY NEEDED TO REDUCE EMISSIONS.
IN ADDITION TO THE OBVIOUS BENEFIT OF ELECTRIC VEHICLES.
ZERO TAILPIPE EMISSIONS ELECTRIC VEHICLES ARE CHEAPER TO CHARGE COMPARED TO FUELING UP GAS POWERED CARS.
EVS ALSO TYPICALLY COST HALF AS MUCH TO MAINTAIN AND REPAIR AS GAS POWERED VEHICLES.
ELECTRIC CAR OPTIONS ARE INCREASING AS WELL AS CHARGING INFRASTRUCTURE.
FOR EXAMPLE, SEATTLE, SAN FRANCISCO, LOS ANGELES, NEW YORK CITY, ALBUQUERQUE, AND TUCSON, TO NAME A FEW, HAVE PLANS TO PHASE OUT FOSSIL FUEL DEPENDENT VEHICLES.
PIMA COUNTY HAS A FIVE YEAR IMPLEMENTATION SCHEDULE, WITH MILESTONES TO TRANSITION THEIR PUBLIC FLEETS FROM GAS POWERED TO ELECTRIC VEHICLES.
WE HAVE AN INFORMATIVE HANDOUT.
I'M NOT SURE IF YOU'RE INTERESTED IN IT, BUT I CAN LEAVE IT ON PIMA COUNTY'S PLAN.

AND I'M HERE TO SPEAK IN HOPES THAT YOU ALL WILL RECOGNIZE THIS PETITION TO GET THIS ITEM ON YOUR AGENDA, BECAUSE WELL, AND I WANT TO FIRST OF ALL, THANK YOU ALL BECAUSE YOU ALL HAVE RECOGNIZED CLIMATE CHANGE AND ITS IMPORTANCE IN THE POLICIES THAT YOU'VE SET.
AND THIS BODY, THE CITY COUNCIL OVER THE YEARS HAS SET SOME REALLY IMPORTANT THINGS FOR US.
SO IN 2018, WE HAD THE FLAGSTAFF CLIMATE ACTION AND ADAPTATION PLAN THAT SET THE GOAL FOR THE CITY MUNICIPALITY TO BE NET ZERO BY 2025 AND FOR THE ENTIRE CITY TO BE NET ZERO BY 2030.
IN 2019 OR 20, YOU GUYS COLLECT DECLARED A CLIMATE EMERGENCY IN RECOGNITION OF WHAT SCIENCE IS TELLING US IS HERE ALREADY, AND WHAT'S COMING IN THE NEAR FUTURE.
NOW THE PROJECTIONS ARE THAT WE WILL REACH THAT IN 2028.
SO WE NEED TO KEEP THAT GOAL IN MIND AND IMPLEMENT IT AS STRONGLY AS WE POSSIBLY CAN.
SO FROM 2018 TO NOW, SIX YEARS.

ANOTHER SIX YEARS.WHAT DO WE NEED TO DO TO GET TO NET ZERO BY 2030, IN TERMS OF OUR CITY TRANSPORTATION ISSUES? WELL, THAT MEANS BY THE END OF THIS YEAR WE WOULD NEED TO BE AT 15%, FLEET ELECTRIFICATION BY NEXT YEAR 30%, AND SO ON.
IF WE REALLY WANT TO REACH NET ZERO BY 2030.
SO WE NEED TO MOVE ON THAT GOAL.
WE HAVEN'T REALLY MOVED ADEQUATELY SO FAR AND WE NEED TO START DOING THAT WITH EVERYTHING WE'VE GOT.
SO, YOU KNOW EVERY BIT WE EMIT MATTERS.
IT ALSO PUTS PRESSURE ON TO PUT IN MORE EV CHARGING STATIONS.
THESE THINGS ARE NOT JUST COSTS.

WE HAVE 1424MW OF CLEAN SOLAR AND WIND POWER COMING ONLINE WITH BUSINESSES ALL AROUND FLAGSTAFF.
SO THESE THINGS ARE GOOD FOR OUR ECONOMY.

SO CURRENTLY THAT WE HAVE 11 ELECTRIC VEHICLES IN OUR FLEET.
THERE ARE A LOT OF PUZZLE PIECES THAT HAVE TO BE CONSIDERED.

AND AGAIN, WE WILL BE HERE ON APRIL 9TH TO HAVE A FURTHER DISCUSSION ABOUT THE FLEET ELECTRIFICATION ASSESSMENT THAT WE PARTNERED WITH APS ON.
WE CURRENTLY HAVE 26 ELECTRIC VEHICLE CHARGING PORTS, WHICH WERE FUNDED THROUGH APS'S PROGRAM.

AND IT REALLY PUT US AT A DEFICIT IN BEING ABLE TO SERVE OUR COMMUNITY.
AND SO RIGHT NOW, I MEAN, I, I'VE ALWAYS THOUGHT WE ARE GOING ON A REALLY GOOD PACE TO REPLACE, ESPECIALLY SINCE THE INVENTORY IS NOT QUITE THERE YET.

THEY ARE IN THE IN THE PROCESS OF GETTING READY TO RAMP IT UP.
BUT RIGHT NOW THEY WE'RE THE CITY IS, YOU KNOW, EXTREMELY HIGHER WITH THE 11 VEHICLES.
BUT YET THEY, THEY ARE THIS IS ONE OF THEIR TOP GOALS IS TO, TO RAMP UP THEIR ELECTRIC VEHICLES.
I SPECIFICALLY DO THEY HAVE 100% ELECTRIFICATION GOAL ENVISIONED IN ANY OF THEIR DOCUMENTATION? NOT THAT I'M AWARE OF NOTHING THAT I CAN SPEAK OF, BUT DEFINITELY NOT 100% JUST WITH.

IF THIS GROUP IS REALLY CONCERNED ABOUT THESE ELECTRIFICATION EFFORTS THERE ARE OTHER JURISDICTIONS AND LOCALITIES THAT THAT WOULD REALLY BENEFIT FROM THE EXTRA PRESSURE THAT'S BEING PUT ON THEM.
AND ALL OF THAT IS NOT WITHOUT, YOU KNOW, I JUST I WANT TO RECOGNIZE THE PRESSURE THAT OUR COMMUNITY GROUPS ARE PUTTING ON THE CITY TO GET US WHERE WE ARE.
YOUR ROLE IS VERY IMPORTANT IN DOING THAT.
AND I APPRECIATE THE THE NUDGE THAT WE'RE GETTING HERE.

THE OTHER THING I WANT TO MENTION IS THAT I HAD TALKED TO THE AIRPORT MANAGER SEVERAL TIMES ABOUT THUNDER OVER FLAGSTAFF BECAUSE THAT AVIATION EVENT CAUSED A LOT OF DISCOMFORT FOR PEOPLE THAT WERE SENSITIVE TO NOISE ISSUES, LIKE MY WIFE, WHO HAS A BRAIN INJURY.
