Comments relating to items that are on the agenda will be taken at the time that the item is discussed. Open Call to the Public appears on the agenda twice, at the beginning and at the end. The total time allotted for the first Open Call to the Public is 30 minutes; any additional comments will be held until the second Open Call to the Public. If you wish to address the Council in person at today's meeting, please complete a comment card and submit it to the recording clerk as soon as possible. Your name will be called when it is your turn to speak. You may address the Council up to three times throughout the meeting, including comments made during Open Call to the Public and Public Comment. I'M ALSO A CO-FOUNDER OF JUSTICE NEWS.

IT'S OPPOSITE OF FAKE NEWS.

AND I'M HERE TO TALK ABOUT DIVESTING FROM WELLS FARGO.

AND I JUST WANT TO START OFF BY READING SOME QUOTES FROM PAST US PRESIDENTS.

THE FIRST ONE IS FROM THOMAS JEFFERSON.

IT GOES, IF THE AMERICAN PEOPLE EVER ALLOW PRIVATE BANKS TO CONTROL THE ISSUE OF THEIR CURRENCY FIRST BY INFLATION, THEN BY DEFLATION, THE BANKS AND CORPORATIONS THAT WILL GROW UP AROUND THE BANKS WILL DEPRIVE THE PEOPLE OF ALL THEIR PROPERTY UNTIL THEIR CHILDREN WAKE UP HOMELESS ON THE CONTINENT THEIR FATHERS CONQUERED.

THE ISSUING POWERS SHOULD BE TAKEN FROM THE BANKS AND RESTORED TO THE PEOPLE TO WHOM IT PROPERLY BELONGS.

I SINCERELY BELIEVE THAT BANKING ESTABLISHMENTS ARE MORE DANGEROUS THAN STANDING ARMIES, AND THAT THE PRINCIPLE OF SPENDING MONEY TO BE PAID BY FUTURE GENERATIONS UNDER THE NAME OF FUNDING IS SWINDLING ON A LARGE SCALE.

THE MONEY POWERS PREY UPON THE NATION IN TIME OF PEACE AND CONSPIRE AGAINST IT IN A TIME OF ADVERSITY.

IT IS MORE DESPOTIC THAN A MONARCHY, MORE INSULIN THAN AUTOCRACY, AND MORE SELFISH THAN BUREAUCRACY.

IT DENOUNCES AS IT DENOUNCES AS PUBLIC ENEMIES ALL WHO QUESTIONS ITS METHODS OR THROW LIGHT UPON ITS CRIMES.

EMPLOYEES OPENED MILLIONS OF UNAUTHORIZED ACCOUNTS IN CUSTOMERS NAMES WITHOUT THEIR KNOWLEDGE OR CONSENT.

IDENTITY THEFT.

CUSTOMERS IDENTITIES WERE STOLEN, WHICH CAN IMPACT THEIR CREDIT SCORE AND ABILITY TO GET LOANS IN THE FUTURE, AND ALSO, THEY ARE FUNDING FOSSIL FUELS.

WELLS FARGO IS ONE OF THE MANY BANKS THAT HAS BEEN CRITICIZED FOR FUNDING FOSSIL FUELS, WHILE THE CLIMATE CRISIS WORSENED.

ALLEGEDLY, DO THEY ALSO DEAL WITH SKETCHY COMPANIES? BLACKROCK AND VANGUARD ARE THE TWO LARGEST SHAREHOLDERS OF WELLS FARGO.

I DON'T KNOW WHAT BLACKROCK AND VANGUARD DO, BUT WE SHOULD ALL LOOK IT UP AND SEE IF WE LIKE THEM.

EVERY DAY, 120 AMERICANS ARE KILLED BY GUN VIOLENCE AND MORE THAN 200 ARE SHOT AND WOUNDED, WITH AN AVERAGE OF NEARLY 18,000-GUN HOMICIDES EVERY YEAR.

AMERICANS ARE 26 TIMES MORE LIKELY TO DIE BY GUN HOMICIDE THAN PEOPLE IN OTHER HIGH-INCOME COUNTRIES.

ARIZONA HAS 1290 GUN DEATHS EVERY YEAR, WITH A RATE OF 17.2 DEATHS PER 100,000 PEOPLE, A CRISIS THAT COSTS THE STATE $15.9 BILLION EACH YEAR, OF WHICH 253.2 MILLION IS PAID BY TAXPAYERS.

ARIZONA HAS THE 18TH HIGHEST RATE OF GUN DEATHS IN THE US.

SUPPORT FOR THE SECOND AMENDMENT RIGHTS OF LAW-ABIDING CITIZENS GO HAND IN HAND WITH KEEPING GUNS AWAY FROM PEOPLE WITH DANGEROUS HISTORIES.

MAYORS AND LAW ENFORCEMENT OFFICERS, IN PARTNERSHIP WITH LOCAL VIOLENCE INTERVENTION ACTIVISTS AND RESOURCES KNOW THEIR COMMUNITIES BEST, ARE ON THE MOST FAMILIAR WITH LOCAL, ARE THE MOST FAMILIAR WITH LOCAL CRIMINAL ACTIVITY AND HOW TO ADDRESS IT AND ARE BEST POSITIONED TO UNDERSTAND HOW TO KEEP THEIR CITIZENS SAFE. GUN VIOLENCE PREVENTION IS MORE IMPORTANT THAN EVER, AS WE SEE AN INCREASE IN FIREARM HOMICIDES AND NON-FATAL SHOOTINGS ACROSS THE COUNTRY, INCREASED CALLS TO DOMESTIC VIOLENCE HOTLINES AND AN INCREASE IN CITY GUN VIOLENCE.

IN JANUARY 2013.

HADIYA PENDLETON WAS TRAGICALLY SHOT AND KILLED AT AGE 15 AND ON JUNE 7TH, 2024, TO RECOGNIZE THE 27TH BIRTHDAY OF HADIYA PENDLETON, BORN JUNE 2ND, 1997.

PEOPLE ACROSS THE UNITED STATES WILL RECOGNIZE NATIONAL GUN VIOLENCE AWARENESS DAY AND WEAR ORANGE IN TRIBUTE TO HADIYA PENDLETON AND OTHER VICTIMS OF GUN VIOLENCE AND THE LOVED ONES OF THOSE VICTIMS. THE IDEA WAS INSPIRED BY A GROUP OF HADIYA'S FRIENDS WHO ASKED THEIR CLASSMATES TO COMMEMORATE HER LIFE BY WEARING ORANGE.

THEY CHOSE THIS COLOR BECAUSE HUNTERS WEAR ORANGE TO ANNOUNCE THEMSELVES TO OTHER HUNTERS WHEN OUT IN THE WOODS, AND ORANGE IS A COLOR THAT SYMBOLIZES THE VALUE OF HUMAN LIFE.

ANYONE CAN JOIN THIS CAMPAIGN BY PLEDGING TO WEAR ORANGE ON JUNE 7TH, THE FIRST FRIDAY IN JUNE 2024, TO HELP RAISE AWARENESS ABOUT GUN VIOLENCE BY WEARING ORANGE.

THE BEAUTY OF APPOINTMENTS IS WE'RE GOING TO HAVE, LIKE, A NEW SET OF EYES AND EARS FOCUSED ON SOME NEW TOPICS HERE AT THE DAIS FOR THE BEAUTIFICATION OF PUBLIC ART COMMISSION. AND WHILE IT'S THE BEGINNING OF AN ERA FOR SOME, FOR ME, IT'S THE END OF AN ERA.

I STARTED IN 2016.

AND I MIGHT BE WRONG ABOUT THIS, JIM, BUT I THINK YOU'RE THE ONE WHO APPOINTED ME.

AND AT THAT TIME, WE HAD ONE HALF OF A STAFF MEMBER THAT DID ALL THE WORK, AND HALF TIME THEY DID PARKING.

THE OTHER TIME THEY DID ARTS AND BEAUTIFICATION, AND WE HAD A LONG WAY TO GO WITH LITTLE DIRECTION FROM LITTLE PLACES, BUT NOT A WHOLE LOT OF THINGS GETTING STEERED IN THE RIGHT DIRECTION.

AFTER ABOUT A YEAR, I BECAME THE CHAIR OF THE BEAUTIFICATION AND PUBLIC ART COMMISSION, AND I WANTED TO GIVE A HUGE KUDOS TO STAFF DAVID MCINTYRE AND

BECAUSE THEY REALLY LISTENED TO THE PUBLIC.

I HAVE NOTHING MORE THAN A MAN WITH AN OPINION THAT WAS BORN IN FLAGSTAFF, BUT YET THEY SAT ME DOWN AND ASKED, WHAT DO WE NEED TO DO TO MAKE THIS DEPARTMENT BETTER? AND OVER A YEAR, OVER A YEAR AND A HALF OF CONVERSATIONS, THEY TOOK MY WORDS THAT WERE REALLY THE COMMISSION'S WORDS.

I JUST HAD THE OPPORTUNITY TO SPEAK TO THEM, BUT IT WAS KIND OF IN THE AIR THAT CHANGE NEEDED TO HAPPEN.

AND WE MADE WHAT IS NOW THE MOST VIBRANT, ONE OF THE MORE VIBRANT DEPARTMENTS IN THE CITY THAT WE ARE SO PROUD OF AND REALLY ENHANCED CAPITAL PROJECTS. BELIEVE IT OR NOT, AT ONE TIME WE KIND OF HAD TO SHOEHORN OUR WAY INTO CAPITAL PROJECTS AND KIND OF AND KIND OF ASK TO BE THERE.

AND NOW THEY'RE COMING TO US AND ASKING US IF WE COULD BE THERE.

SO, I'VE SEEN THE MATURATION OF THE PROGRAM THROUGH FROM MARK D'ALLESIO TO ELIZA SMITH TO JANNA WELDING TURN INTO SOMETHING THAT'S THAT I'M REALLY PROUD TO SEE IN THE CITY.

AND I THINK THAT MAKES THE CITY A BETTER PLACE FOR US ALL TO LIVE.

WHEN YOU CONNECT CULTURE, WHEN YOU ADD COLOR, WHEN YOU'RE LISTENING TO VOICES OF THE CREATIVE COMMUNITY AND INVESTING INTO THE CREATIVE COMMUNITY YOU REALLY ADD A SPICE OF LIFE TO THIS CITY THAT BRINGS US FROM THE PAST, TELLS US STORIES FROM THE PAST, AND IT ALSO SHOWS US THE WAY INTO A BETTER LIFE IN THE FUTURE.

FROM HERE, I GOT TO RUN TO A MEETING WHERE WE'RE GOING TO BE SETTING UP A 3D ART THING NEXT TO THE MURDOCH CENTER AND THEN TO THE REGIONAL PLAN.

AND WITHOUT THAT, WITHOUT THE WITHOUT BEING THANK YOU PACK, I WOULD HAVE NOT HAD THAT OPPORTUNITY.

THIS GOAL IS VITAL FOR THE FUTURE OF OUR COMMUNITY, OUR CHILDREN, AND OUR PLANET.

HOWEVER, I HAVE CONCERNS ABOUT SEVERAL AGENDA ITEMS THAT DO NOT ALIGN WITH OUR CARBON NEUTRALITY GOAL.

FIRST, THE PROPOSED PURCHASE OF FOUR POLICE CARS WITH CLEAR STATEMENTS THAT THESE WILL NOT BE ELECTRIC VEHICLES IS TROUBLING, CONSIDERING THAT EV VERSIONS OF THESE VEHICLES ARE AVAILABLE AND USED BY OTHER CITIES.

ADDITIONALLY, WITH REGARD TO THE BANK PROCUREMENT ISSUE, I STRONGLY URGE YOU TO GO WITH OPTION THREE AND AVOID DIRTY BANKS SUCH AS WELLS FARGO AS CONTINUING OUR ALLEGIANCE WITH THESE POLLUTERS. SUPPORTING ENTITIES NOT ONLY RUINS FLAGSTAFF'S REPUTATION OF BEING CLEAN, NATURAL, BEAUTIFUL, BUT ALSO PREVENTS US FROM DIVESTMENT AWAY FROM FOSSIL FUELS AND REACHING OUR CLIMATE GOALS.

ADDITIONALLY, THE APPROVAL OF THE FLAGSTAFF PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM PENSION FUNDING.

WE MUST BE THEIR VOICE.

THE WORLD HEALTH ORGANIZATION REPORTS THAT CLIMATE CHANGE IS CURRENTLY RESPONSIBLE FOR AT LEAST 150,000 DEATHS PER YEAR, WITH PROJECTIONS THAT THIS RATE WILL DOUBLE BY 2030.

RESEARCH PUBLISHED IN THE ENVIRONMENTAL HEALTH PERSPECTIVES JOURNAL HIGHLIGHTS THAT 88% OF THE DISEASE BURDEN RELATED TO CLIMATE CHANGE FALLS UPON CHILDREN.

IN CONCLUSION, I URGE THE COUNCIL TO RECONSIDER THESE UPCOMING DECISIONS AND TAKE MORE PROACTIVE MEASURES TO ENSURE THAT OUR POLICIES AND ACTIONS ARE TRULY ALIGNED WITH THE FLAGSTAFF CARBON NEUTRALITY PLAN.

TOGETHER, WE CAN MAKE FLAGSTAFF A LEADER IN SUSTAINABILITY AND A MODEL MODEL FOR OTHER CITIES TO FOLLOW.

THE ONE OF THE REASONS THAT WE WEREN'T ABLE TO GO WITH ELECTRIC VEHICLES FOR THIS TIME, AT THIS TIME, IS BECAUSE WE WOULD NEED TO HAVE THAT DC FAST CHARGING IN PLACE IN ORDER TO EVEN CONSIDER IT IN THE PATROL.

AND WITHOUT THAT INFRASTRUCTURE AVAILABLE, WHICH WE DON'T HAVE CURRENTLY WITHIN THE CITY FOR OUR CITY FLEET VEHICLES, IT WON'T MAKE SENSE TO PILOT THIS, BUT PD HAS BEEN REALLY OPEN TO WORKING WITH US, AND WE ARE LOOKING AT HOW WE CAN GET OUR INFRASTRUCTURE INTO PLACE SO THAT WE CAN EASILY PILOT AND INCORPORATE NEW EV MODELS INTO THE CITY'S FLEET.

I'M HERE THIS EVENING TO PRESENT THE CITY'S FISCAL YEAR 2024 2025 TENTATIVE BUDGET FOR ADOPTION VIA RESOLUTION.

I DO HAVE A SHORT PRESENTATION RELATED TO THIS TO THIS ITEM THIS EVENING.

BUT BEFORE I BEGIN, I WOULD LIKE TO TAKE THE TIME TO THANK THE CITY'S BUDGET TEAM, THE FINANCE TEAM AND ALL CITY DIVISIONS FOR THEIR TIME AND EFFORTS IN PREPARING THE CITY MANAGER'S RECOMMENDED BUDGET.

AS YOU KNOW, THIS IS A SIGNIFICANT TASK WE EMBARK ON ANNUALLY, AND WE WOULD BE UNABLE TO ACCOMPLISH THIS WITHOUT THE EFFORTS OF SO MANY PEOPLE.

AT FIRST LIKE TO BEGIN WITH THE TIMELINE OF THE REMAINING ITEMS WE HAVE TONIGHT, JUNE 4TH.

WE ARE HERE TO ADOPT THE TENTATIVE BUDGET.

THIS ADOPTION SETS THE MAXIMUM APPROPRIATION AS WELL AS IT SETS IN MOTION THE LEGAL REQUIREMENTS FOR THE FINAL BUDGET ADOPTION.

WE WILL BE BACK ON JUNE 18TH FOR THE PUBLIC HEARING FOR THE BUDGET AS WELL AS THE TAX LEVY.

WE WILL BE HERE FOR FINAL BUDGET ADOPTION AS WELL AS THE FIRST READING OF THE PROPERTY TAX ORDINANCE.

THEN AGAIN, ON JULY 2ND, WE WILL BE HERE FOR THE SECOND READING AND ADOPTION OF THE PROPERTY TAX ORDINANCE.

THE BUDGET PRESENTED THIS EVENING FOR 20 2425 IS APPROXIMATELY $579 MILLION.

THIS IS A 7.4% INCREASE OVER THE FISCAL YEAR 2324 BUDGET.

THE BUDGET IS MADE UP OF MANY DIFFERENT FUNDS.

AS YOU'RE AWARE, THE GENERAL FUND MAKES UP APPROXIMATELY 20% OF THE OVERALL BUDGET, OR $114 MILLION.

SPECIAL REVENUE FUNDS SUCH AS THE HIGHWAY USER REVENUE FUND, TRANSPORTATION B-B-B, ETC.

MAKE UP 30% OR $173 MILLION OF THE PROPOSED BUDGET.

DEBT SERVICE FUNDS, SUCH AS THE GENERAL OBLIGATION AND PENSION DEBT SERVICE, MAKE UP APPROXIMATELY 3% OR $20 MILLION OF THE BUDGET.

CAPITAL PROJECT FUNDS, SUCH AS OUR PROP 441 AND 442 MAKE UP APPROXIMATELY 11%, OR $66 MILLION OF THE BUDGET.

AND FINALLY OUR ENTERPRISE FUNDS SUCH AS WATER SERVICES, SOLID WASTE, AIRPORT SUSTAINABILITY AND FHA MAKE UP 36% OR APPROXIMATELY $207 MILLION.

SOME HIGHLIGHTS THAT I'D LIKE TO TALK ABOUT THAT WE CONSIDERED DURING THE PREPARATION OF THIS YEAR'S BUDGET.

AS YOU HAVE HEARD, COMPENSATION AND BENEFITS WAS AT THE FOREFRONT.

WE CONTINUED AS A TEAM TO LOOK AT PRIORITY BASED BUDGETING, THE KEY COMMUNITY PRIORITIES AND OBJECTIVES, AND ALIGN AS MUCH AS POSSIBLE.

WE FOCUSED ON OUR BASIC SERVICES AND OPERATIONAL NEEDS.

WE TOOK TIME AND CONSIDERATION IN INFRASTRUCTURE NEEDS, THE CLIMATE NEUTRALITY PLAN, THE HOUSING TEN YEAR PLAN.

ETC.. WE TOOK INTO CONSIDERATION PROPERTY TAX AND THIS YEAR WILL BE A FLAT LEVY PLUS NEW CONSTRUCTION.

A LARGE COMPONENT OF OUR GOALS THIS YEAR WAS CONTINUED EMPLOYEE INVESTMENT.

AS WE'VE SHARED, WE HAVE A PROPOSAL THAT INCLUDES ONGOING MERIT AND PAY FOR PERFORMANCE INCREASES.

AN ADJUSTMENT TO THE CITY'S STARTING PAY.

THE STARTING WAGE, EFFECTIVE IN JULY.

RECOMMENDED WILL BE 1850.

THIS WILL IMPACT OH FIVE TO 25 RANGES AND THE RELATED TEMP PAY PLANS, AS WELL AS THE FIREFIGHTING FIREFIGHTER STARTING RANGE.

AND WE WILL CONTINUE WITH MARKET ADJUSTMENTS TO SPECIFIC CLASSIFICATIONS ACROSS ALL PAY PLANS.

WE WOULD LIKE TO CONTINUE MAINTAINING THE ONGOING MARKET ADJUSTMENT REVIEW, AS WELL AS MAINTAINING COST SHARE FOR ALL MEDICAL PLANS.

INCLUDED IN THIS BUDGET ARE THE TWO NEW HOLIDAYS, AS WELL AS ADP'S MOVING TO AN HOURLY RATE.

THE TOTAL RECOMMENDED COMPENSATION AND BENEFIT COMMITMENT IN THIS RECOMMENDED BUDGET IS $5.1 MILLION.

THIS DOES INCLUDE THE ASSOCIATED EMPLOYEE RELATED EXPENSES.

SOME WATER SERVICE PROJECTS THAT ARE INCLUDED ARE THE INTER BASIN PIPELINE PROJECT, THE RIO SOLIDS TREATMENT PROJECT, AS WELL AS THE SUITE OF SWOSH DRAINAGE PROJECTS, AS WELL AGAIN AS A LONG LIST OF PROJECTS THAT ARE IN PROCESS.

SOME EXAMPLES OF THE FLEET CARRYFORWARDS THAT ARE INCLUDED INCLUDE THE FIRE TRUCKS.

THAT WE HAVE CURRENTLY ON ORDER THAT HAVE AN 18 MONTH OR LONGER BUILD AND DELIVERY TIME, AS WELL AS A VARIETY OF VEHICLES THAT HAVE BEEN ORDERED, BUT WE ARE NOT SURE THAT THEY WILL BE DELIVERED BY JUNE 30TH.

OPERATIONAL CARRYFORWARDS INCLUDE A VARIETY OF THINGS SUCH AS STUDIES, SOFTWARE, AND CONTRACTS.

THIS IS A ITEM THAT'S RELATED TO AN ANNUAL STATE REQUIREMENT THAT CITY COUNCILS ADOPT A ANNUAL PUBLIC SAFETY PERSONNEL RETIREMENT PLAN, OR SPS FUNDING POLICY.

WE'VE BEEN ADOPTING THESE ANNUAL PLANS AND POLICIES SINCE FISCAL YEAR 2020.

THIS YEAR'S POLICY REFLECTS WHERE OUR PLANS SAT, EFFECTIVE LAST ACTUARIAL REPORT, WHICH IS JUNE 30TH, 2023. FOR OUR FIRE PLAN, WE WERE STILL ABOVE 100% FUNDED, ABOUT 102 102%.

WHILE THE FUNDING FOR OUR POLICE PENSION PLAN DID DROP BELOW OUR GOAL OF BEING 100% FUNDED AND HAS DROPPED TO 97.9%.

THERE ARE MANY FACTORS THAT GO INTO CHANGES OF AN ACTUARIAL PLAN AND OUR LIABILITIES THAT WE HAVE, AND WE ARE WORKING HARD TO LOOK AT OUR ACTUARIAL MODELS AS WELL AS WE ARE SETTING UP MEETINGS IN THE FUTURE WITH PUBLIC SAFETY PERSONNEL, RETIREMENT PLAN SYSTEM EMPLOYEES TO UNDERSTAND OUR MODEL EVEN BETTER AND TO MAKE SURE WE CONTINUE TO MAINTAIN AND GET BACK TO THAT 100% FOR THE LONG TERM.

SOME OF THE FACTORS THAT COULD BE IMPACTING THIS IS RETURN ON INVESTMENTS CHANGES IN ASSUMPTIONS IN THE ACTUARIALS, AS WELL AS OUR BASE PAYROLL AND PAY PLANS.

WE'VE MADE A LOT OF STRIDES IN PAYING EMPLOYEES A MARKET LEVEL POSITION AND CHANGING OUR PAY PLANS.

AND THESE DO HAVE EFFECTS ON WHAT OUR CONTRIBUTIONS ARE AND WHAT OUR LIABILITIES ARE IN THE FUTURE.

SO THOSE ARE GOOD THINGS.

WE'RE OKAY WITH THOSE TYPES OF CHANGES IN THE IMPACTS.

AND AS WE CONTINUE TO GO THROUGH THAT PROCESS AGAIN, WE'LL MEET WITH SPURS AND BRING YOU BACK MORE INFORMATION ABOUT WHAT WE PLAN TO DO IN THE FUTURE TO STAY ABOVE 100%.

IT'S IMPORTANT FOR US TO STAY THERE SINCE WE DID THAT PENSION FINANCING SEVERAL YEARS AGO.

BUT ONE OF OUR DECISIONS A WHILE BACK WAS TO SET ASIDE SOME OF THAT SAVINGS FOR THESE TYPES OF SITUATIONS.

AS WE LEARN OVER THE FIRST ABOUT FOUR YEARS NOW, 3 OR 4 YEARS THAT DID WE HIT THE TARGET.

DO WE HAVE THE RIGHT NUMBER? AND SO THAT SET ASIDE FUNDS CAME IN VERY HANDY TO HELP READDRESS THESE, THESE FUNDING LEVELS AND GET US BACK TO 100% QUICKLY.

WITH THAT, THE ONLY CHANGE IN THE PENSION POLICY VERSUS LAST YEAR IS RELATED TO PROVIDING ADDITIONAL PAYMENTS TO THE PENSION PLAN.

IF WE'RE UNDER 100% FUNDED.

THAT JUST WASN'T IN OUR POLICY LAST YEAR.

BUT IT IS A GOOD THING TO HAVE FOR OUR POLICY.

SO WITH THAT, WE'RE LOOKING FOR YOUR CONSIDERATION.

AS YOU KNOW, FOR 30 YEARS, THE CITY OF FLAGSTAFF HAS CONTRACTED WITH WELLS FARGO, A BANK THAT FOR DECADES HAS BEEN AMONG THE TOP FIVE GLOBAL FUNDERS OF THE FOSSIL FUEL INDUSTRY.

AND THEY CONTINUE TO THIS DAY TO EXPAND THAT FUNDING.

WE DO NOT WANT BANKS SUCH AS THESE USING OUR PUBLIC DOLLARS TO CONTINUE THEIR DISASTROUS BUSINESS AS USUAL APPROACH.

SO WE NEED A PROCUREMENT CODE THAT CAN ADEQUATELY SCREEN FOR FINANCIAL INSTITUTIONS THAT DO NOT DO THIS.

UNFORTUNATELY, THERE ARE SERIOUS PROBLEMS WITH EACH OF THE OPTIONS PRESENTED TO YOU BY STAFF.

MOREOVER, THE PUBLIC AND THE COUNCIL HAS BEEN GIVEN ONLY ONE WEEK TO ASSESS THE OPTIONS.

THESE ISSUES ARE SERIOUS AND COMPLICATED.

THIS IS ABSOLUTELY NOT ENOUGH TIME FOR GOOD DECISION MAKING.

MY ASK IS THAT YOU NOT VOTE TODAY AND INSTEAD DIRECT STAFF TO IMMEDIATELY CREATE MEANINGFUL AND REALISTIC AMENDMENTS THAT CAN ADEQUATELY, ADEQUATELY SCREEN THE APPLICANTS.

A FEW COMMENTS ON THE INADEQUACY OF THE OPTIONS BEFORE YOU.

OPTION ONE IS THE WEAKEST.

IT GIVES ONLY TEN POINTS, 10% OF THE OVERALL SCORING FOR CLIMATE RELATED CRITERIA.

THIS IS FAR TOO LOW AND IS LIKELY TO ENABLE A CONTRACT TO BE AWARDED TO A ROGUE FINANCIAL INSTITUTION LIKE WELLS FARGO, GIVE GREATER WEIGHT TO CLIMATE CRITERIA. IT COULD AND SHOULD BE AMENDED TO GIVE GREATER WEIGHT TO CLIMATE CRITERIA.

OPTION TWO LARGELY JUST REQUIRES REPORTING.

THERE'S A LOT OF OPPORTUNITY FOR BANKS TO ENGAGE IN GREENWASHING UNDER THIS OPTION.

THIS OPTION DOESN'T HAVE SCREENING TEETH.

OPTION THREE THE STRONGEST MAY BE UNREALISTIC AS WRITTEN.

WHILE IT CLEARLY EXCLUDES CONSIDERATION OF THE TOP GLOBAL FOSSIL FUEL FUNDING BANKS, THERE ARE VERY FEW ABSOLUTELY FOSSIL FREE BANKS.

WHAT THERE ARE ARE LOCAL AND REGIONAL FINANCIAL INSTITUTIONS THAT DO NOT PLAY THE ABSOLUTELY DESTRUCTIVE ROLE IN PERPETUATING THE CLIMATE CRISIS, TO HAVE A MEANINGFUL AMENDMENT, OPTIONS THAT ENABLE THE CITY TO TAKE RESPONSIBILITY FOR THE CLIMATE EMERGENCY.

WE NEED OPTIONS THAT CAN SCREEN OUT THOSE BANKS RESPONSIBLE FOR THE VAST MAJORITY OF FOSSIL FUEL INVESTMENTS AND OPTIONS THAT GIVE ADEQUATE WEIGHT TO THE CLIMATE RELATED CRITERIA.

I URGE YOU TO DELAY CONSIDERATION OF THESE AMENDMENTS, AND TO DIRECT STAFF IMMEDIATELY TO DRAFT A MEANINGFUL AND REALISTIC AMENDMENT OPTION WITH TEETH.

SO I WOULD REALLY ASK THE COUNCIL TO DELAY VOTING ON THIS SPECIFIC THING BECAUSE THESE CAN BE MADE BETTER.

SO I THINK WE NEED TO DO THINGS LIKE TRANSFER TO ELECTRIC VEHICLES.

WE NEED TO UPGRADE OUR BUILDING CODE FOR BETTER INSULATION TO REDUCE ENERGY CONSUMPTION.

WE NEED TO DO THINGS IN OUR LIGHTING CODE IN A SIMILAR WAY.

HOWEVER, CONCERNING WHAT'S BEFORE US TONIGHT YOU STOLE MY TERM FEEL GOOD POLICY.

BUT I DON'T THINK WE SHOULD DO SOMETHING JUST BECAUSE IT FEELS GOOD.

I HAVE BEEN VOCAL IN THE PAST COUPLE OF MONTHS, I THINK, ON DIFFERENT AREAS WHERE I FELT THAT WE WERE EITHER STEPPING OUTSIDE OF THINGS, THAT WE HAD THE ABILITY TO TRULY SPEAK INTO AS A COUNCIL BODY.

AND FOR ME, THIS DOES NOT FALL INTO THAT CATEGORY.

I THINK THAT AS WE CONSIDER MOVING FORWARD WITH THIS, WHAT WE'RE REALLY MOVING FORWARD WITH IS EXPRESSING THAT THAT VALUE TOWARDS DOING WHAT IS GOOD NOT ONLY FOR OUR COMMUNITY, BUT FOR OUR COMMUNITY AND ITS PLACE IN THE BROADER LANDSCAPE AND SOME OF THE BROADER CONVERSATIONS THAT WE'RE HAVING.

THANK YOU AGAIN FOR ALLOWING US SOME TIME TO COME BACK BEFORE YOU TO TO CONTINUE THE DISCUSSION ON THE WATER RATE STUDY AND TO HIGHLIGHT COMING OUT OF TWO WEEKS AGO, DISCUSSION OF SOME RECOMMENDATIONS AND DIRECTION FROM COUNCIL.

AND TO WORK THROUGH THE REVIEWS OF THAT.

THAT WE BROUGHT, AND WE HAD A PRETTY INTENSE DISCUSSION OVER THE LEVERS OF THE MODEL AND THE IMPACTS OF, OF THOSE ASSUMPTIONS AND, AND GOT DIRECTION THAT WE, WE HEARD FROM ANYWHERE, FROM SPECIFIC DIRECTIONS TO SOME RANGES OF WHERE COUNCIL FEELS THAT WE WOULD BE SUCCESSFUL AND MOVE FORWARD TO, TO RUN THOSE THROUGH THE RATE MODEL. JUST TO MAKE SURE THAT THAT WE'RE CONSISTENT IN COMMUNICATING, GOING THROUGH SOME OF THE COUNCIL'S DIRECTIONS WERE OVER THE GROWTH PROJECTION TO TO MAINTAIN A 1% ASSUMPTION WITHIN THE GROWTH MODEL, TO MAINTAIN THE 3.5% COST ESCALATION.

EXECUTION RATE AND FOR THE DEBT FINANCING SOMEWHERE FROM THE, I WOULD SAY FROM THE LOW TO MEDIUM.

WHEN WE TALK ABOUT USING DEBT TO FUND THAT PORTION OF THE CIP.

SO WE HAD A LOT OF THAT IN YELLOW ONE.

WHAT ARE THE RANGES.

AND THE COUNCIL'S DIRECTION WERE SO, SO WORKING THROUGH THE MODEL TO KIND OF BALANCE THOSE LEVERS, THE CAUSE AND EFFECT, THE RESULTS THAT WE'RE BRINGING FORTH.

AGAIN, ARE THE, THE 1% FOR THE NUMBER OF ACCOUNT GROWTH WITHIN THE UTILITY.

AGAIN, THE 3.5 COST ESCALATION FOR THE FUNDING LEVEL EXECUTION CURRENTLY CONSIDERING A 86% EXECUTION BECAUSE THAT IS ACTUALLY DIRECTLY TIED TO THE DEBT FINANCING PERCENT OF THE CIP.

YOU CAN SEE THAT WE MOVED MORE TO THE MEDIUM AREA FOR THAT AMOUNT OF DEBT WITH 44% FOR WATER AND 27% FOR WASTEWATER, AND LOOKING AT A COMBINED NUMBER OF 38% WORKING WITH OUR FINANCIAL TEAM AND OUR CONSULTANT JUST MAKING SURE WE'RE TRYING TO HAVE ANY POTENTIAL CONSEQUENCES.

AND ARE THOSE GOOD NUMBERS? SO THAT SO THAT'S HOW WE PROGRESS THROUGH.

AND SO THEN THE RESULTS OF THOSE RATE PROJECTIONS BASED ON THE MODEL.

AND SO AGAIN THIS SLIDE HERE IS AGAIN DEPICTING THAT 86% CAPITAL IMPROVEMENT PLAN EXECUTION WITH A 30% COMBINED DEBT.

SO WHILE PREVIOUS OUR PREVIOUS.

PREVIOUS RATE STRUCTURE THAT WAS BEING DISCUSSED WAS FOR WATER, LOOKING AT ABOUT $185 MILLION OF CAPITAL OVER THE NINE YEARS, OF WHICH ABOUT 30% WOULD HAVE BEEN FUNDED THROUGH DEBT, AND THE OUTPUT OF THE MODEL WAS SHOWN ABOUT A 15% INCREASE IN REVENUE REQUIREMENTS OVER THE NEXT FIVE YEARS.

BASED ON THE INFORMATION AND DIRECTION OF COUNCIL COMING BACK TO WHERE WE'RE AT CURRENTLY, AS WE HAVE LISTED AS, AS I WOULD SAY, SMALL F FOR FINAL.

AS WE CONTINUE TO THE DISCUSSION ABOUT 163 MILLION AND CAPITAL EXPENDITURES OVER THE OVER THE NINE YEAR PLANNING PERIOD AND ABOUT 44% IN DEBT.

AND YOU CAN SEE THE OUTPUT OF THAT WOULD REQUIRE A 10% INCREASE IN CURRENT REVENUES TO ACHIEVE THAT OVER THE NEXT FIVE YEARS.

VERY SIMILAR FOR WASTEWATER.

OUR PREVIOUS DISCUSSIONS WERE AROUND ABOUT 113 MILLION AND CIP FOR WASTEWATER, OF WHICH 21% WAS TO BE DEBT FINANCED WITH AN OUTPUT OF TWO CONSECUTIVE 25% INCREASES, FOLLOWED BY A 15, TEN AND 5%.

BASED ON COUNCIL'S DIRECTION.

AGAIN, OUR SMALL F FINAL IS NOW TARGETING ABOUT $97 MILLION OF CAPITAL PROJECTS OVER THAT PLANNING PERIOD, WITH ABOUT 27% OF IT COVERED IN DEBT.

AND THE OUTPUT MODEL NOW SHOWS TWO CONSECUTIVE 20% INCREASES, THEN FOLLOWED BY A TEN AND TWO 5% FOR THAT YEAR.

AND THEN WE DID PUT A COMBINED FINAL.

SO TOTAL CIP FOR WATER WASTEWATER TARGET WOULD BE ABOUT 260 MILLION OVER THAT PLANNING PERIOD.

WITH THAT 38% OF THE CIP FUNDED WITH DEBT.

AND YOU CAN SEE THE THE MODEL OUTPUTS FOR THE NEEDED INCREASE IN REVENUE TO ACHIEVE THAT.

BEFORE I MOVE TO THE BILL IMPACTS.

BUT RIGHT NOW, THE MODEL IS LOOKING AT THAT NORMALIZES BASED ON THE INFORMATION THAT WE WOULD ANTICIPATE, MAYBE ABOUT A 5% GOING FORWARD.

BUT THAT IS NOT OUR REQUEST.

WE'RE STILL LOOKING AT THE FIVE YEAR FUNDING STRATEGY FOR THE RATE STUDY.

I DON'T SEE ANY OTHER QUESTIONS.

SO SPECIFICALLY FOR WATER WHAT WE SEE HERE IS THE FIXED COST AND THE IMPACT OF OUR CURRENT MODEL RUN FOR THE METER SIZE.

AND YOU CAN SEE THOSE FOR THE FIVE YEAR PLANNING.

HOW THOSE HOW THOSE CHANGE.

I WILL MAKE IT A NOTE TO POINT OUT FOR THOSE THAT CROSS WALK IT BACK TO OUR CURRENT, WE ARE SEEING FOR MOST OF THOSE METER SIZES A SLIGHT DECREASE.

AND AGAIN, THAT'S ATTRIBUTED TO COUNCIL'S DIRECTION AND LOWERING THAT FIXED REVENUE FROM 29% TO 25%, WHICH ALLOWS, AGAIN, THAT MORE CONTROL FOR A CUSTOMER TO HAVE CONTROL OVER THEIR THEIR MONTHLY BILL BY CONTROLLING THEIR VOLUMETRIC.

AND SO WE DO SEE A SLIGHT DECREASE AS THAT SHIFTS FROM THE VARIABLE COST TO THE FIXED COST.

AND THEN THOSE FIXED COSTS CONTINUE OVER THE FIVE YEARS.

SUBSEQUENTLY, YOU CAN SEE DOWN ON THE BOTTOM THE IMPACT OF THE VOLUMETRIC RATE FOR EACH OF THE TIERS.

AGAIN, POINTING OUT THAT AN EMPHASIS WAS MADE OVER THE TIERS TO, TO DISCUSSIONS ON WHERE SOME OF THE PEAKING WAS SHIFTED TO THE HIGHER TIER.

SO AGAIN, THE HIGHER WATER USE FOR RESIDENTIAL WILL DRIVE THOSE COSTS UP, WHILE PEOPLE WHO ARE THE THE SMART WATER CUSTOMERS, THE ONES THAT CAN GET DOWN TO THE TIER ONE, TIER TWO WILL WILL SEE AN INCREASED BENEFIT AND A MINIMIZE IMPACT.

ON THEM AS WELL.

RECLAIM REMAINS ATTACHED TO TO WATER POLICY.

AND SO CURRENT RECOMMENDATION IS THAT DUSTY ATTACHED AT THIS TIME AND SO VERY SIMILAR TO THE RATE MODELS.

THE METER SIZES ARE THE SAME CHARGES.

SO THAT STAYS THE SAME.

AND THE IMPACT TO RECLAIM WOULD STILL MIRROR WATER AS THEY ARE ATTACHED PERCENT WISE.

SO WHAT WOULD THE AVERAGE BILL IMPACT ON WHAT YOU THINK IS INTERESTING? I DO WANT TO AGAIN POINT OUT THAT WE DO HAVE THE RATE CALCULATOR THAT'S BEEN BUILT.

WE'RE CONTINUING TO WORK INTO UPDATE, MAKE SURE THAT'S AS CURRENT AS POSSIBLE THROUGH THE THE STANTEC REMODEL.

WE ARE USING AN AVERAGE OF ALL THE BILLS.

I THINK THE QUESTION COMES UP IS LIKE WHO'S AVERAGE? BUT ULTIMATELY WHAT IT DOES IS IT TAKES AN AVERAGE OF THE RESIDENTIAL.

NOW, UNDER COUNCIL'S DIRECTION, OUR CURRENT SCENARIO WHERE WE'RE AT, WE HAVE THAT COMPARISON CONTRAST WHERE WE SEE AGAIN THAT THREE QUARTER INCH METER USING 4000 GALLONS A

SO BEING ABLE TO ADD TO THE LIST.

AGAIN WHAT ARE THE RATE STUDIES COUNCIL DIRECTIONS SUMMARY AND WHAT IS THE IMPACT OR MINIMIZING THAT IMPACT TO THE RATEPAYERS.

SO AGAIN JUST HIGHLIGHTING THAT I'M USING ACTUAL FLOWS VERSUS DESIGN FLOWS TO MINIMIZE THAT CAPACITY FEE ADDING SOLIDS LOADING COMPONENT TO THE CAPACITY FEES ALSO HELP TO MINIMIZE THAT THAT IMPACT TO THOSE, THOSE CUSTOMERS REDUCING THAT REVENUE REQUIREMENT COVERED FROM THE BASE FEE FROM 29 TO 25%.

AND GIVEN THAT CONTROL BACK TO THE THE WATER USER ASSUMING A 90% EXECUTION RATE ON THE OPERATING BUDGET, ADJUSTING THOSE RESIDENTIAL TIERS TO REDUCE BILLS FOR SMART WATER CUSTOMERS IN TIERS ONE AND TWO.

MOVING THOSE SOME OF THOSE PEAK CHARGES TO THE HIGHER TIERS, CONSOLIDATING CUSTOMER CLASSES, WHICH MAKES A SIMPLER STRUCTURE BUT ALSO REDUCE THE RATES FOR SEVERAL OF OF THE CUSTOMER CLASSES.

ADJUSTING THOSE MISCELLANEOUS FEES.

I KNOW THAT WAS PAINSTAKINGLY THERE ARE A LOT OF OTHER FEES, BUT THE EMPHASIS THAT THAT THE FEES ARE COVERING THE COST OF THAT SERVICE AND IT'S NOT ON THE MONTHLY MUNICIPAL UTILITY MUNICIPAL SERVICES BILL THAT THEY'RE BEING PAID BY THE PEOPLE WHO ARE PROVIDING OR RECEIVING THOSE SERVICES.

AND NOW ADDING ANOTHER CHECK WHERE INCREASING THE DEBT LIMIT THE PERCENT OF CIP THAT WILL BE FUNDED THROUGH DEBT AND REDUCING THAT EXECUTION RATE ON THE CAPITAL PROGRAM IS JUST ADDED TO A LIST OF THE PROCESS THAT WE'VE BEEN GOING THROUGH OVER THE LAST NINE MONTHS.

TO PUT THE UTILITY IN A GOOD POSITION TO BE FINANCIALLY SOUND, TO BE ABLE TO MOVE THINGS FORWARD AND PAY FOR THE THINGS WE NEED TO.

BUT IN ADDITION, KNOWING THAT THERE'S THIS LENS THAT WE'RE ALWAYS LOOKING AT, THE END RESULT OF, WHAT DOES THAT IMPACT AND OPPORTUNITIES OF HOW WE CAN MINIMIZE THAT IMPACT, AND HOW COUNCIL HAS BEEN VERY STRATEGIC AND DILIGENT, AND EACH STEP OF THE PROCESS TO HAVE THAT THROUGH CONSIDERATION.

SO THAT FISCAL YEAR 2025 BUDGET WAS EXTREMELY UNDERESTIMATED.

AND WE BELIEVE THAT IT WAS ARBITRARY THAT IN DISCUSSIONS WITH HIM, IT WASN'T REALLY DOCUMENTED AS TO WHY THE TOTAL BUDGET FOR FISCAL YEAR 2025 WAS ASSUMED.

SO THAT WOULD BE THE FIRST ITEM THAT WE NOTICED GIVEN THAT FORECAST.

THE SECOND ITEM, AGAIN, WAS THAT IN OUR FORECAST AND IN WORKING WITH STAFF, WE HAVE TWO BASIC ESCALATION FACTORS.

IT SEEMED LIKE IT WAS KIND OF A CASE OF GOUGING.

NOW, MY UNDERSTANDING IS THAT UNDER STATE LAW, THE CITY CAN ADDRESS THESE ISSUES AND PUT SOME REGULATIONS ON HOW MUCH CAN BE CHARGED FOR SIMILAR SITUATIONS.

SO MY FARE ITEM IS TO ADDRESS THAT ISSUE.

AND I GUESS THERE WAS ANOTHER ISSUE THAT THEY WOULDN'T LET HER PAY WITH A CREDIT CARD.

I MEAN, IT WAS HUNDREDS OF DOLLARS.

AND HOW MANY PEOPLE CARRY AROUND HUNDREDS OF DOLLARS.

SO ANYWAY, THERE NEEDS TO BE SOME REASONABLE BUSINESS PRACTICES.

WE HAVE BEEN EXPLORING DIFFERENT EMPLOYER ASSISTED HOUSING OPTIONS.

WE HAVE NOT LOOKED AT INCENTIVES INVOLVING BUILDING PERMITS, WAIVING FEES, THAT TYPE OF THING, SPECIFICALLY FOR

EMPLOYER ASSISTED HOUSING, ALTHOUGH THOSE ARE AVAILABLE FOR AFFORDABLE DEVELOPMENT.

AND SO WE COULD CERTAINLY TAKE RESULTS FROM THE CAP ANALYSIS AND EXAMINE WHAT WE MAY BE ABLE TO DO WITH A SEPARATE INCENTIVE POLICY.

WHERE THE CITY TOOK IT OUTSIDE OF THE HOUSING DEPARTMENT, BUT WAS ABLE TO REIMBURSE THEM FOR SOME FEES AND STUFF.

AND SO IS THAT SEPARATE THAN WHAT YOU'RE REFERRING TO? MAYOR COUNCIL MEMBER MATTHEWS NO.

SO THE BUDGET ALLOCATION FOR BOTH UNDER THE AWARD TO RAUS AND THEN THE BUDGET LINE ITEM BUDGETED FOR THIS YEAR IS DIRECT TO THE INCENTIVE POLICY FOR AFFORDABLE HOUSING AND THE INCENTIVES PROVIDED THROUGH THAT BOTH REGULATORY AND FINANCIAL.

SO THAT MONEY AS I BELIEVE, UNLESS IT'S FLEXIBLE SOMEHOW I'M NOT AWARE OF WAS SET ASIDE SPECIFICALLY TO FUND THAT INCENTIVE POLICY.

AND THAT'S FUNDING THAT HAS GONE.

TRADITIONALLY TO HABITAT FOR HUMANITY, HOUSING SOLUTIONS, TAX CREDIT DEVELOPER, ETC.

IN ORDER TO ASSIST IN BRINGING AFFORDABLE UNITS ONLINE.

IT DOES NOT HAVE A SEPARATE PROVISION FOR EMPLOYER ASSISTED HOUSING.

HOWEVER, IF THE EMPLOYERS WERE PROVIDING HOUSING THAT FITS WITHIN THE AFFORDABILITY CATEGORIES, THEN IT WOULD APPLY.

SO MY INTENT IS TO BROADEN THAT SCOPE TO NOT ONLY USE IT FOR AFFORDABLE HOUSING, BUT ALSO MAKE IT AVAILABLE FOR LOCAL EMPLOYERS FOR EMPLOYEE HOUSING.

HMMIS. THEY ALSO HAVE.

THEY HAVE WEEKLY CONFERENCE CALLS TO TALK ABOUT SPECIFIC PEOPLE AND RESOURCES THAT ARE AVAILABLE TO TRY TO GET PEOPLE HOUSED. WE HAVE A FRONT DOOR PROGRAM, AND ANYONE WHO IS FEARING THAT THEY'RE GOING TO LOSE THEIR HOUSING, OR ANYONE WHO IS LOOKING FOR SOME ASSISTANCE GETTING INTO HOUSING, CAN GO TO CATHOLIC CHARITIES OR FLAGSTAFF SHELTER SERVICES, AND THERE WILL BE AN

AND THIS IS DOWN FROM 772 LAST WEEK AND ALSO SIGNIFICANTLY LOWER THAN THE AVERAGE TREND.

ACCORDING TO ACCORDING TO THE RESOURCES THAT SHE SHOWED ME.

SO IT'S NOT A NUMBER THAT I'M HAPPY ABOUT BECAUSE ONE PERSON NOT HAVING ADEQUATE HOUSING IS FAR TOO MANY.

BUT I HAVE A LOT OF FAITH IN OUR IN OUR SERVICE PROVIDERS IN FLAGSTAFF.

AND I KNOW THAT THEY'RE WORKING TOGETHER REALLY CLOSELY TO GET INDIVIDUALS, THE RESOURCES THAT THEY NEED, GET THEM INTO HOUSING WHEN THEY CAN.
