THE SUBJECT PROPERTY AS MENTIONED IS LOCATED AT 3682 WOODLAND HILLS DRIVE, WITHIN THE PINE CANYON AREA, SPECIFICALLY THE PINE CANYON PINE RUN SUBDIVISION.
THE PROPOSAL'S FOR A SINGLE FAMILY DWELLING THAT HAS FIVE BEDROOMS AND 5.5 BATHROOMS. DUE TO THE NUMBER OF BATHROOMS, IT MEETS THE FIVE BATHROOM THRESHOLD TO MEET THE DEFINITION OF HIGH OCCUPANCY HOUSING AS WRITTEN IN THE FLAGSTAFF ZONING CODE.

THERE ARE A NUMBER OF FINDINGS THAT MUST BE MET FOR ONE STAFF TO RECOMMEND APPROVAL OF A CONDITIONAL USE PERMIT, AND FOR PLANNING AND ZONING COMMISSION TO APPROVE THE CONDITIONAL USE PERMIT.
OVER THE NEXT FEW SLIDES I WILL DISCUSS THOSE FINDINGS THAT MUST BE MET.
THE FIRST OF WHICH IS BEING THAT THE CONDITIONAL USE IS CONSISTENT WITH THE OBJECTIVES OF THE ZONING CODE AND THE PURPOSE OF THE SPECIFIC ZONE.
AS PREVIOUSLY MENTIONED, THE SUBJECT PROPERTY IS LOCATED WITHIN THE SINGLE-FAMILY RESIDENTIAL OR R1 ZONE.
IT IS A SINGLE FAMILY DEVELOPMENT THAT IS BEING PROPOSED, AND BECAUSE IT IS A HIGH OCCUPANCY DEVELOPMENT, A CONDITIONAL USE PERMIT IS REQUIRED TO BE DEVELOPED AS SUCH.
WITH THAT WE ARE PURSUING THE CUP, AND THIS FINDING IS BEING MET.
THE SECOND FINDING IS THAT THE CONDITIONAL USE PERMIT OR THE CONDITIONAL USE WILL NOT BE DETRIMENTAL TO THE PUBLIC HEALTH SAFETY OR WELFARE, BY MEETING FOUR CRITERIA LISTED ON THE SCREEN.
MOST BEING THAT IT MUST BE OPERATED IN COMPLIANCE WITH THE PERMIT, NO ANTICIPATED NOISE, SMOKE, ODOR, DUST, VIBRATION, OR ILLUMINATION, NO KNOWN HAZARD EXPLOSION, CONTAMINATION, FIRE OR FLOOD, AND NO UNUSUAL VOLUME OR CHARACTER OF TRAFFIC.
IF THE PROPOSED PROJECT IS DEVELOPED IN ACCORDANCE OF CITY ZONING CODE, THESE FINDINGS WILL BE MET.
THE THIRD FINDINGS HAS A FEW DIFFERENT FACETS TO IT, WHICH WILL SPAN A NUMBER OF SLIDES HERE.
THE THIRD FINDING IS IN REGARDS TO CHARACTERISTICS OF THE DEVELOPMENT, AND TO MEET THE FINDING, THE CHARACTERISTICS MUST BE REASONABLY COMPATIBLE WITH THE USES PERMITTED IN THE SURROUNDING AREA PER THE FOLLOWING CRITERIA, WHICH, AS I MENTIONED, WILL BE ON THE NEXT NUMBER OF SLIDES.
THE FIRST BEING ACCESS TRAFFIC AND CIRCULATION.
ACCESS WILL BE VIA SOUTH WOODLAND HILLS DRIVE.
TYPICALLY, SOME CUPS REQUIRE TRAFFIC IMPACT ANALYSIS.
SINGLE FAMILY RESIDENCES DO NOT REQUIRE SO.
AS ONE OTHER REQUIREMENT, THE SINGLE FAMILY HIGH OCCUPANCY HOUSING DEVELOPMENTS ARE REQUIRED TO PROVIDE ONE OFF STREET PARKING SPACE PER BEDROOM, WHICH THIS SITE HAS ADEQUATE SPACE FOR THE FIVE PARKING SPACES.
THE NEXT WOULD BE THE ADEQUACY OF SITE, OPEN SPACE, AND RESOURCE PROTECTION.
A RESOURCE PROTECTION PLAN WAS PROVIDED AND DEVELOPED WITH THE SUBDIVISION THAT WAS PLATTED FOR PINE CANYON.
ALL DEVELOPMENT WILL BE LIMITED TO THE BUILDABLE ENVELOPE OR BUILDING ENVELOPE ON THIS LOT, AND TREE REMOVAL WILL ONLY OCCUR WITHIN THE APPROVED BUILDING ENVELOPE AS WELL.
THE NEXT BEING NOISE, LIGHT, VISUAL, AND OTHER POLLUTANTS.
IT'S NOT ANTICIPATED THAT THE PROPOSED USES FOR THIS SITE WILL CREATE ANY ADDITIONAL POLLUTANTS IN THIS AREA, AND THE SITE IS ALREADY AND WILL BE WELL MAINTAINED.
STYLE AND SIGHTING OF STRUCTURES IN RELATIONSHIP TO THE SURROUNDING NEIGHBORHOOD,

THE SITE PROPOSES TO CONNECT TO THE EXISTING CITY AND WATER OR CITY SEWER AND WATER SERVICES, AND NO NEW OFF SITE IMPROVEMENTS WILL BE REQUIRED TO SUPPORT THE USE.
SIGNAGE AND OUTDOOR LIGHTING, NO SIGNAGE IS PROPOSED AS PART OF THIS USE, AND ANY NEW OUTDOOR LIGHTING MUST COMPLY WITH THE CURRENT CODE BEING DARK SKY COMPLIANT.
DEDICATION AND DEVELOPMENT OF STREETS.
THERE'S NO NEW DEDICATION OR DEVELOPMENT OF PUBLIC STREETS THAT'S REQUIRED WITH THIS DEVELOPMENT.

TIFFANY WAS PRESENTING ABOUT SOME LITTLE TWEAKS THAT MIGHT BE COMING DOWN THE PIPELINE FOR OTHER ISSUES WITH REGARD TO HIGH OCCUPANCY HOUSING.
SHE MENTIONED THAT THIS WAS ADOPTED THAT THE ONLY TYPES OF SINGLE FAMILY HIGH OCCUPANCY HOUSING ARE THE ONLY TYPES OF CASES THAT HAVE EVER COME UNDER THE HIGH OCCUPANCY HOUSING NEW CODE.
I JUST WONDERED, OBVIOUSLY, WE'VE SEEN SEVERAL THAT ARE WITHIN PINE CANYON THAT WE'VE APPROVED READILY.
HAVE THERE EVER BEEN ANY OTHERS THAT HAVE BEEN TRIGGERED BY THIS THAT WERE THE INTENTION OF THIS FACET OF THE CODE? TO MY KNOWLEDGE, NO.
MY UNDERSTANDING OF SOME OF THE CONCERNS WHEN THAT CODE WAS ADOPTED WAS LARGE SINGLE FAMILY HOUSES THAT HAVE LOTS OF BEDROOMS AND ATTACHED BATHROOMS THAT COULD BE RENTED OUT INDIVIDUALLY.
THAT INSTEAD OF HAVING A FAMILY LIVING THERE, YOU COULD HAVE A BUNCH OF INDIVIDUALS LIVING IN THE HOUSE.
WE HAVE NOT SEEN ANY THAT I KNOW OF, NOT A SINGLE APPLICATION THAT MEETS THAT CRITERIA.
IT'S MORE OF THESE LARGER ESTATE HOMES THAT ARE TRIGGERING THE REQUIREMENT.
BECAUSE I WAS GOING TO ASK THIS AFTER THE COMMISSION MEETING, BUT BECAUSE IT NEVER OCCURRED TO ME BEFORE THAT YOU HAD TO ADVERTISE THIS IN THE DAILY SUN OR ANOTHER NEWSPAPER.
