La Plaza Vieja Neighborhood Traffic Calming Project This is a discussion on the proposed Neighborhood Traffic Calming project for La Plaza Vieja Neighborhood. Staff has conducted numerous traffic counts in the neighborhood; we have attended three neighborhood association meetings, and completed the Worksheets from the Guidebook for Residential Traffic Management. The most recent neighborhood association meeting was Wednesday September 12th. At that meeting Staff discussed several options for neighborhood traffic calming, which will be presented this evening. La Plaza Vieja Neighborhood is scheduled to be under construction in the spring of 2013 as part of the City’s 2010 Streets and Utilities Bond Program. The construction project presents a timely opportunity to include neighborhood traffic calming in the already scheduled street re-constructions. Staff will present varying levels of traffic calming alternatives, from neighborhood mini-circles, down to ‘time of day’ turn restrictions Over 600 tri-fold Transportation Commission meeting invitation mailers were sent to land owners and residents of the neighborhood on September 24th. Staff Recommendation: Review staff’s presentation and proposal for neighborhood traffic calming, listen to Public Participation, and make recommendations for neighborhood traffic calming.
Presentation and Discussion on the Proposed Modification to City Code Title 02 – Transportation Commission The purpose of this presentation is to update you on the project to revise Chapter 02- 12, specifically the sections relating to the Transportation Commission’s membership. The City Council requested that staff review the membership of the Transportation Commission to determine if a representative from the Northern Arizona Intergovernmental Public Transportation Authority (NAIPTA) would be a good fit for the Transportation Commission. Staff met with NAIPTA representatives and it was felt that this would be a good opportunity for the City of Flagstaff and NAIPTA to coordinate on Transportation related items. The City Attorney’s Office has drafted an amended Chapter 02 – 12 for the Commission’s review and comment. Staff Recommendation: Review amended Chapter 02-12 and recommend approval to the City Council.
Bicycle / Pedestrian Advisory Committee Appointments The Bicycle Advisory Committee is seeking one re-appointment and one new appointment. The Pedestrian Advisory is seeking one re-appointment. Staff Recommendation: Motion to approve appointments as presented in the Staff report
