A. Traffic Commission re-named to Transportation Commission and assume duties of the Citizens Transportation Advisory Committee As a part of the resolution and ordinance that included the functions of the Citizens Transportation Advisory Committee (CTAC) being included in the normal functions of the Traffic Commission it was decided to re-name this Commission to Transportation Commission. The function of the Citizens Transportation Advisory Committee is to ensure that the Transportation Program is managed and administered in a manner consistent with the requirements of the sales tax authorization, to provide a forum for public comment and input and to annually advise the City Council of the progress and expenditures of the City’s Transportation Program. The Committee typically meets only two or three times each year but has on occasion been unable to meet because of a lack of applicants for vacant positions on the Committee. Staff Recommendation: This is an informational update as City Council Approved these changes with a final reading of this ordinance on June 15, 2010, no action is required.
2009 Annual Report of the Transportation Program With the approval of the local transportation tax in May 2000, the City Council established a Citizens’ oversight committee to monitor progress of the program and to ensure that expenditure of the dedicated tax revenues are consistent with the purposes as represented to and approved by the public. Since the inception of the tax many of the program objectives have been achieved and on-going project prioritization and implementation ensures that Community transportation system improvements will continue to be completed, at least within the constraints of the dedicated revenue source. This annual report is intended to provide a summary of the Transportation Program development process, the current status of the four program elements and to highlight program objectives achieved during the past year.
Bicycle Code Revisions The Traffic Commission reviewed an earlier version of the proposed revisions to the Bicycle Code at its March 2010 meeting. The Commission made recommendations to modify several sections of the proposed code. Those recommendations and the modification of one of those recommendations will be discussed. Staff Recommendation: Following review of the proposed code revisions make a recommendation to approve the proposed code modification to the City Council.
Walmart Lucky Lane and Butler Avenue Intersection As part of the Walmart Traffic Impact Analysis, the developer provided information about the increase of trips that will be using the Lucky/Butler intersection. Currently the intersection is a Tee intersection, with STOP control on the Lucky leg. The Traffic Impact Analysis concluded that new trips on Lucky Lane will almost double what exists today, and intersection turning restrictions at Butler were recommended as mitigation. Left turn restrictions to and from Butler Avenue were the recommended solution. A letter was sent to the surrounding area to alert them to this upcoming traffic control change. The letter invited public comments to be heard at this Traffic Commission meeting in May. Staff has been in contact with several of the business owners/operators and has worked out a series of temporary and permanent signing updates that will help mitigate the left turn access restrictions. Staff Recommendation: This is an informational update, no action is required.
Traffic Code Revisions The City Attorneys office periodically reviews sections of the existing City Code to confirm it is not duplicated or in conflict with Arizona Revised Statutes. The City Attorneys office has discovered a number of conflicting, duplicated and antiquated sections of the code. The City Attorneys office has prepared a Staff Summary report that highlights these proposed changes and has prepared a detailed table explaining each change. Staff Recommendation: Recommend City Council Approve changes as forwarded by City Attorneys Office.
