Bicycle Code Revisions These revisions are the first major update of the Bicycle Code section of the City’s Traffic Code in almost 40 years. Much has changed since 1973 in regards to bicycle use of multi-use paths and bike lanes. The goal of these revisions is to bring the City’s Code into close agreement with Arizona Revised Statutes. The proposed changes are supported by the Bicycle Advisory Committee (Approved in June 2009), Traffic Engineering Staff and the Police Department, with one exception. The Police Department proposes that section 9-05-001-0009 B. RIDING IN CROSSWALKS be modified to require cyclists to dismount and walk their bikes through crosswalks. This is different than riding a bike through a crosswalk at a walking speed as proposed in the attached draft. A final review by the City Attorney’s Office is required before this item is taken before the City Council. Staff Recommendation: The main discussion point is how to treat cyclists in crosswalks; Staff would like the Traffic Commission to make a recommendation to the City Council regarding which treatment they prefer. Seasonal Parking Restrictions Public Works and Transportation Engineering Staff have been contacted by various parties to consider waivers to the Seasonal Parking Restriction. Staff has forwarded the appropriate City Code section that contains the Seasonal Parking Restriction and has forwarded the specific locations, as background for this discussion. Staff Recommendation: To listen to the brief Staff presentation and review the materials and locations under consideration before this item is brought back to the Commission at the May meeting. No action is requested at this time.
OLD BUSINESS A. Texting and Talking on Cell Phones While Driving Update At the August 2009 Traffic Commission meeting Staff was asked to review the issues of texting and talking on cell phones while driving. We have reviewed this issue on the local, state and national levels and have found a significant amount of recent activity. The County recently has taken the same approach, to wait and see, specifically with the State Legislature’s currently proposed texting ban, SB 1334. Staff Recommendation: Continue to follow the National and State proposals as they develop and provide periodic updates to the Commission.
