Presentation on NAIPTA’s Five-Year and Lone Range Transportation Plan The Arizona Department of Transportation (ADOT), through the Planning Assistance for Rural Areas (PARA) program, awarded funding for the Flagstaff Regional Five-Year and Long Range Transit Plan(the Plan) to the Northern Arizona Intergovernmental Public Transportation Authority (NAIPTA). The major product of the new Plan will be a final report that contains a Transit Plan with improvement recommendations over five-, 10-, and 20-year periods. The Plan will build upon the success of the Mountain Link Bus Rapid Transit route and use it as a springboard for other opportunities to improve local and regional services. Bicycle / Pedestrian Advisory Committee Appointments The Bicycle Advisory Committee is seeking one re-appointment and one new appointment. The Pedestrian Advisory is seeking one re-appointment. Staff Recommendation: Motion to approve appointments as presented in the Staff report.
Presentation and Discussion on the Proposed Modification to City Code Title 02 – Transportation Commission The purpose of this presentation is to update you on the project to revise Chapter 02- 12, specifically the sections relating to the Transportation Commission’s membership. The City Council requested that staff review the membership of the Transportation Commission to determine if a representative from the Northern Arizona Intergovernmental Public Transportation Authority (NAIPTA) would be a good fit for the Transportation Commission. Staff met with NAIPTA representatives and it was felt that this would be a good opportunity for the City of Flagstaff and NAIPTA to coordinate on Transportation related items. The City Attorney’s Office has drafted an amended Chapter 02 – 12 for the Commission’s review and comment. A few edits have been made since the last meeting, so this is a final walk through before City Council Meeting. Staff Recommendation: Review amended Chapter 02-12 and recommend approval to the City Council.
Presentation and Discussion on the Proposed Texting While Driving Ordinance The purpose of this presentation is to work through the Draft City Council Presentation with the Commission. Staff will prepare a draft Powerpoint presentation for review by the Commission. We will also discuss the future City Council open dates to decide which meeting to present this information. Open dates are: Tuesday February 26 and Tuesday March 26. Staff Recommendation: Review Staff’s draft presentation and choose a future City Council Work Session date
