NEW BUSINESS Bicycle Advisory and Pedestrian Advisory Committee Operating Procedures The enabling legislation for the Transportation Commission allows the formation of two sub-committees, the Pedestrian Advisory and Bicycle Advisory Committees. The enabling legislation is general, but the standard practice has been that any communication by the BAC or PAC to the City Council has been formally routed through the Transportation Commission. This week the BAC and PAC communicated formal written recommendations to the City Council directly without notifying or involving the Transportation Commission. This raised staff’s awareness that a formal communication protocol does not exist in the enabling legislation and has also not been established in another form, such as through adoption of rules of procedure. Staff Recommendation: Staff is looking for direction on whether formal creation and adoption of rules of procedure for committee communications with City Council should be established – No Formal Action Requested
OLD BUSINESS City of Flagstaff – Citizens Transportation Tax Commission Update The City of Flagstaff City Council created a new Commission – the Citizens Transportation Tax Commission. The purpose of this Commission is to create the project list and ballot language for the proposed renewal of the City’s Transportation Tax in November 2018. The current Transportation Tax (Transportation Tax 2000) sunsets on June 30, 2020. The Commission has 15 members, 14 at-large and 1 as an appointee from the Transportation Commission. The Commission started meeting in September 2017 and will continue through March 2018. At the August 2017 Transportation Commission meeting, voting members of the commission chose Julie Leid as their representative to the newly formed Citizens Transportation Tax Commission, and Gary Robbins as alternate representative. The CTTC has nearly finalized their recommendations to City Council, this is an opportunity to review the proposal and provide Representative Leid with direction to take back to the CTTC and City Council Staff Recommendation: Informational Update – No Formal Action needed, but consensus and direction from the TC back to the CTTC and City Council is requested, a formal letter of support is also an option.
Transportation Tax 2000 Updates The City of Flagstaff Capital Improvements Program is continuing to refine the last few years of the Transportation Tax 2000 budget and work program. This is an update discussion on the current status of the Transportation Tax 2000 work program. Staff Recommendation: Informational Update and Discussion – No Formal Action is Requested
Isabel Street Traffic Calming Status Review During public participation at the February TC meeting it was requested by a resident of Isabel Street that the TC revisit the decision to keep the southern piece of traffic calming on Isabel Street at 2nd Avenue. Staff Recommendation: Informational Update and Discussion – direction to staff to notify the neighborhood of an upcoming public discussion on the diverter’s status, or direction to staff to notify the requestor that this item will not be revisited at this time
