New Business: 1. Cultural Resource Study – Phase 1 Railroad Lofts Address: 46 S. San Francisco St. and 14 S. Leroux St. Assessor’s Parcel Number: 100-41-002, 100-41-005A, 100-41-018 Property Owner: Railroad Lofts LLC Applicant: Lynn Neal, LA Neal Consulting City Staff: Mark Reavis, HPO REQUESTED ACTION: Approval of a Phase 1 Cultural Resource Study for 14 S. Leroux St. and 46 S. San Francisco St. The Phase-1 Cultural Resource Study, includes the main study report and a supplemental mitigation addendum for two commercial buildings in the Flagstaff Southside National Register District. 46 S. San Francisco Street is listed on the National Register as a contributing structure. However, the building has been extensively modified as documented in the CR Study. 14 S. Leroux was not deemed as contributing, but evaluated because it is over 50 years old. A redevelopment project that demolishes these buildings is being reviewed by the Inter Division staff concurrent to this application. Mitigation of adverse impacts are proposed and committed to in the main CR report and further expanded upon in the addendum. Mitigation focuses on the Nackard family, and the history of beverage distribution within the City of Flagstaff. Mitigation is intended to return the lost value of the resource with the development of a permanent interpretive display readily available to the public.
