OLD BUSINESS NAIPTA Transit Spine Study NAIPTA Staff reviewed a variety of potential service enhancements and landed on a select few that will follow through on promises made, promises kept from the 2008 tax initiative and strengthening ties with the public. Staff has identified service enhancements that will increase service hours, improve productivity, and facilitate more efficient transfers with the effect of reducing wait times. Potential changes include later service on Route 2 and Route 10, modifying Route 2 to service the Flagstaff Medical Center along Beaver St., additional frequency on Route 10, new weekend service on Route 5, a route modification servicing Sawmill area for Route 3 with coordinated Route 10A service adjustments, and time point adjustments on various routes. Staff Recommendation: Review and comment on the materials and presentation.
City of Flagstaff Transportation Program and Road Repair and Street Safety Improvements (RRSSI) City of Flagstaff Capital Improvements Staff will provide an update on the FY 17 capital improvements budgeting process, provide an update on construction projects for the upcoming construction season including the Road Repair and Street Safety Initiative Projects. Staff would also like to discuss the opportunity and option of the Transportation Commission becoming the Spending Oversight body for the RRSSI. The City Manager’s Office presented the RRSSI options to the Transportation Commission last year in the lead up to the election, so this could be a logical extension of that involvement. Staff Recommendation: Informational Item – review the presentation and provide feedback
NEW BUSINESS NAU – Civil Engineering Capstone Projects Transportation Engineering staff typically sponsor a team of NAU Civil Engineering students as they work through a two semester capstone project that concludes in May of each year. This year TE sponsored two teams that wanted to work on a transportation related project. Staff presented several project ideas and both teams ended up selecting the same project, but with different recommended outcomes. The project is intersection upgrades to the Country Club / Old Walnut Canyon / Oakmont intersection. This project is currently in a future funding year of the City’s Capital Improvement Program, so the work of the NAU students will help the City as we narrow down the possible intersection treatment choices of signalization / roundabout / realignment of the four legs. The final project reports and presentations are not due until the first week of May, so the April TC meeting is the last chance for the TC to see these projects before the students graduate. The two project teams will present their findings to date, which are close to final recommendations. Staff Recommendation: Review and comment on the materials and presentation.
Pedestrian Advisory Committee Appointment The Pedestrian Advisory Committee has a vacancy and an application to fill the vacancy as follows: PAC – New appointment Denise Wynne to a partial term ending July 2016. There are no reappointments Staff Recommendation: Staff is requesting a motion to appoint this new member to the Pedestrian Advisory Committee.
