PUBLIC HEARING A. REGIONAL TRANSPORTATION PLAN-BLUEPRINT 2040 Staff will provide an update of the 2009 Regional Transportation Plan (RTP) called Flagstaff Pathways and seeks to implement the transportation element of the recently adopted Flagstaff Regional Plan 2030: Place Matters. This 2040 RTP takes the transportation goals and policies in the Regional Plan and sets more specific system plans, strategies and programs for their implementation. The RTP will soon be released for public comment. This preview presentation will provide opportunity for comment prior to the public release. City Staff: David Wessel, FMPO Manager B. CHAPTER 3 MINOR PLAN AMENDMENT – DISCUSSION OF OPTIONS BEING OFFERED TO THE CITY COUNCIL ON AUGUST 30TH As requested by the Commission in May, staff has continued to reach out to the public through the summer break to resolve concerns about the Rural to Suburban category for plan amendments. Staff will offer the following options to the City Council:Option A: Treat all changes from Rural to Suburban as minor amendments (original proposal). Option B: Keep current major plan amendment category of Rural to Suburban greater than 20 acres. Option C: Only require a major amendment for Rural to Suburban area type proposals more than ¼ mile from an activity center. City Staff: Sara Dechter, Comprehensive Planning Manager C. City of Flagstaff Engineering Design and Construction Standards & Specification – 2016 Revisions The Engineering Section will be presenting the proposed changes to the Engineering Standards for eventual consideration and adoption by City Council. The last updates to the Engineering Standards were completed in 2012, and Engineering has been charged with making regular updates on an ongoing basis.
